  1. The Federal Government has provided funds in the 2012 Appropeiation for the Nigerian College of Aviation Technology, Zaria (NCAT). NCAT intends to use the funds for Procurement of various works, Goods and Services as listed below. NCAT hereby invites reputable contractors to tender for the following project(s) for Year 2012 Capital budget.

  1. 2.     Tendering Requirements;

Interested and competent contractors wishing to carry out any of the above jobs are to submit the following documents (strictly in the order presented below) attached with their bid, which will be subjected to verification by NCAT:

1.       Evidence of registration/incorporation with Corporate Affairs Commission (CAC).

2.       VAT registration Certificate.

3.       Current Tax Clearance Certificate.

4.       Names of Bankers with References.

5.       Comprehensive Company Profile with CV’s of key personnel including photocopies of relevant professional/technical qualifications.

6.       Verifiable evidence(s) of successful completion of similar works within the past three (3) years and attached copies of letters of awards and certificates of successful completion

7.       Refundable Bid Security of 2% of Bid Sum in Bank Guarantee, valid for 180 days.

8.       Evidence of compliance with the provisions of the Pension Reform Act, 2004.

9.       Affidavit disclosing whether or not any officer of NCAT or BPP is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct.

10.     Evidence of compliance with the provisions of the Amended Industrial Training Fund Act 2011.

 

 

3.        Collection of Tender Documents

To collect bid documents, a prospective bidder is required to contact the Procurement Unit NCAT, Zaria Aerodrome, Zaria, between the hours of 8am-4pm, Monday to Friday, from Monday, 12th November, 2012 to Monday, 24th December 2012 after a payment of a non-refundable tender fee of N20, 000.00 for each LOT, payable only to the Nigerian College of Aviation Technology, Zaria, Account Number: 0034478357, ECOBANK.

 

4.        Deadline for Submission of Documents

The completed Tender Documents should be submitted in two (2) envelopes marked “Original” and “Copy” and addressed to:

Invitation for Pre-qualification

 

1.       Introduction

The Nigerian Content Development and Monitoring Board (NCDMB) is desirous of constructing a befitting high-performance corporate Headquarters in the Central Business District of Yenagoa, Bayelsa State.

 

Pursuant to this, NCDMB hereby invites interested and suitably qualified construction contractors with appropriate resources and relevant experience to pre-qualify to tender for the construction of the head office complex.

 

2.       Scope of Work

Construction, Installation, Testing, Commissioning of:

i.        Multi-storey Office Complex – 15 Floors/23,000m2

ii.       Building Services (MEP)

iii.      External works

iv.      Other ancillary structures

 

3.       Pre-Qualification Requirements

To qualify for consideration, contractors are required to supply three (3) sets of the under-mentioned documents in binders, with specific sections separated by dividers in the same order as set out below:

i.        Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of certificate of incorporation and Article of Association

ii.       Current Tax Clearance Certificate for the last three (3) years

iii.      Company’s Audited Accounts for the last three (3)years

iv.      Evidence of Compliance with Pensions Act by inclusion of Compliance

Letter from Pension Commission

v.       List of relevant qualified personnel with documentary evidence of professional and academic qualifications

vi.      List of relevant equipment with documentary evidence of proof  of ownership or availability for the proposed work

vii.     Detailed Company Profile as a Construction Company with experience in projects of similar nature and complexity (buildings not less than 10 floors) in the past five years and verifiable letters of Contract award and Certificates of job completion within the last 5 years (for ongoing projects, work cited should be at least 70% physically completed). Evidence of at least 2 No. completed similar projects in the last 3 years of value not less than Ten Billion Naira (N 10,000,000,000.00) each. Information on such cited projects shall comprise the following:

  • Title of Project(s)
  • Brief Description of Projects(s)
  • Client(s) and Client(s) address(es)
  • Scope of works performed
  • Date of award of contract(s)
  • Contract period
  • Actual completion period
  • Reason for discrepancies between contract period and actual completion period, if any.
  • Name and address of person in clients’ organizations for each referenced project (provide telephone numbers and e-mail addresses for quick reference) to whom enquiries could be directed.
  • Completion certificate for completed projects and letter of award for on­going projects.
  • Evidence of annual company turnover of not less than N5 billion.

viii.    Evidence of Compliance with ITF Act 2011

ix.      Evidence of current Department of Petroleum Resources registration.

x.       Full office, yards and workshop addresses of the Company in Nigeria

xi.      List of sub-contractors or partners that your company has Worked with/is working with, with documentary evidence Of such relationship (attach agreement signed with sub-contractors)

xii.     Provide the detailed list of relevant available equipment and support Facilities

xiii.    Company’s Quality Assurance Policy and Plan and any Quality Assurance Accreditation/Awards ever awarded to the contractor.

xiv.    Full name of Bankers and letter from Bankers stating financial capability.

xv.     Provide your Corporate Health, Safety, Environment and Security Policy and Plan/Manual including evidence of Medical retainership and workmen compensation insurance.

xvi.    For a joint or partnership, the previous experience being claimed should include those executed by the joint Venture of partnership and Power of Attorney for same.

 

Nigerian Content Requirements

Consistent with the provision of the Nigerian Oil and Gas Industry Content Development Act 2010, bidders will be required to demonstrate commitment to optimize Nigerian Content for the execution of the work including specific Local Content Plan.

a)       Demonstrate that entity proposed for execution of the work is a Nigerian-registered company or a Nigerian -registered company as the contracting entity in genuine alliance of joint venture with foreign company with details on scope and responsibilities of parties for this work. Such companies must show evidence of joint venture binding agreement duly signed by the CEO of both companies including evidence or plans of physical operational presence and set – up in Nigeria.

 

b)      Furnish details of company ownership and shareholding structure with certified true copies of CAC forms CO2 and CO7 including company memorandum & article of association and other evidence of entity’s incorporation.

 

c)       Provide evidence of what percentages of its management position is held by Nigerians and what percentage of the total work force are Nigerian resources (labour, material etc) relative to the total work volume.

 

d)      Provide detailed plan for staff training and development.

 

e)       Provide location of in – country facilities (warehousing, offices, repair workshops etc)

 

f)       Provide details of any other Nigerian Content initiatives the company is involved in.

 

4.       Submission

Prequalification application with all the required documents should be neatly packaged in binders. The binders shall be enclosed and sealed in a main envelop that is marked “Pre-qualification for Construction of NCDMB Headquarters” on the top left corner and addressed and submitted to:

1.0     Introduction:-

2.0     Technical and Financial Bid Submission Requirement

In order to be considered for the Bids, Contractors and Service Providers must submit the following documents:

4.0     Closing Date:-

The Closing Date for Submission of duly completed technical and financial bidding documents is on or before 21st December 2012 by 12.00pm.

 

5.0     Bid Opening:-

Technical Bids will be opened on the closing date of submission 21st of December, 2012 in NITDA’s Board Room by 1.00pm. All Bidders, NGO’s and the General Public are invited to the opening of Technical Bids.

The Federal University of Technology. Owerri, hereby invites bids for pre-qualification and tender for the procurement of the following projects in the 2012 Capital Appropriation Budget.

 

1.       Procurement of Teaching and Research Equipment/Laboratory Furniture

Tender Condition and Procedure

All tenders must:

(ii)     The bill of quantities and other contract documents will be given only to the tenders that pass the technical pre-qualification exercise

Opening of Pre-qualification Document

The bids will be opened on the closing day of the submission of tenders by 1.00pm at the Council/Senate Chambers, Federal University of Technology, Owerri in the presence of all interested bidders who are encouraged to attend personally but could also send their accredited representatives.
