Invitation to Tender

 

The Oyo State House of Assembly Service Commission, Parliament Building, Ibadan intends to execute some projects in the 2012 Capital Expenditure.

 

2.       In order to ensure fair play and competitive bidding, tenders are invited from interested Contractors/Vendors for the under listed projects.

 

S/N Description of Projects
a. Purchase of vehicles
b. Purchase of Office Furniture and Equipment
c. Renovation and face- lifting of the  Commission’s  Complex

 

3.       Bidding Criteria:

Submission of the following Items:

i)       Payment of a Non-refundable fee of One Hundred Thousand Naira (#100,000) only.

ii)      Evidence of Registration with the Corporate Affairs Commission (CAC)

iii)     Evidence of Registration with Oyo State Bureau of Public Procurement

iv)     Verifiable list of previous works carried out in the recent past with their locations and Clients (copies of completion certificates/final payment certificate should be attached)

v)      Evidence of Company’s Income Tax for the last (3) years (2009, 2010, 2011)

vi)     Evidence of Tax payment of Personal Income Tax by two Directors (Tax Clearance certificate issued by the Oyo State Board of Internal Revenue)

vii)    Evidence of Registration of business premises with Oyo State Ministry of Trade, Investment and Co-operatives.

 

4.       Interested bidden can obtain tender documents and other details from Room 120, Oyo State House of Assembly Service Commission upon the payment of the Non-refundable fee between 10a.m. and 3,30 p.m from Monday 29th October, 2012.

 

5.       Submission

All tender documents should be submitted in sealed, waxed envelopes to the Office of the Secretary, House of Assembly Service Commission, Parliament Building, Secretarial on or before 15th November, 2012, by 12.00 noon.

 

6.       Bid Opening

Received Bids will be opened at the above address on 9th November 2012 at 1.00 pm in the presence of bidders who choose to attend.

 

Please not that Management of the House of ‘ Assembly Service Commission is not bound to accept the lowest or any particular tender.

Invitation to Tender

 

Introduction:

1.       In line with the Federal Government Commitment towards bringing the nation’s Aviation industry to a world class level, the Federal Ministry of Aviation is embarking on an infrastructural development at the Federal Government owned Airports at Jalingo, Taraba State, using funds provided in 2012 appropriation, in addition to the procurement of some basic office equipment.

 

2.       The Ministry is hereby inviting experienced and competent Contractors/Consultants to submit Technical and Financial Bids for execution of the

 

Projects as Follows:

Lot1:Construction of Access Road to Agro

Hanger at Jalingo Airport

 

Lot 2:          Procurement of Office Equipments

 

3.       The invitation to submit relevant Technical Documents is based on meeting

Prescribed minimum criteria regarding company’s experience, personnel, equipment and financial capabilities. All technical bids should  therefore be accompanied with verifiable photocopies of the following documents:

 

(a)     Evidence of Incorporation Registration with the Corporate Affairs Commission (CAC).

(b)     Tax Clearance Certificate for the past three years (2009, 2010 and 2011).

 

(c)      Evidence of VAT Registration and remittances

(d)     Audited account for the past three Years (2009, 2010 and 2011).

(e)      Evidence of financial capability/Letter from Banker signifying willingness to finance any of the projects if considered.

(f)      Company profile including Curriculum Vitae of key personnel.

(g)     Evidence of Ownership of Equipment and or lease from the concerned company (for lot I only)

(h)     Evidence of experience in similar job including on-going projects in the last 3 years.

(i)      Evidence of payment into employees Retirement Savings Account (RSA) in compliance with extant provisions of the Pension Reform Act 2004.

(j)      Evidence of payment of Training contribution to the Industrial Training Fund.

(k)     Sworn Affidavit confirming the authenticity of Documents submitted and non- conviction of any of the Company’s Director on Criminal Charge.

 

Collection of Bidding Documents:

4.       A complete set of bidding documents are obtainable from the Secretary, Ministerial Tenders Board, Room SA 43 on payment of a non-refundable fee of Twenty Thousand Naira (N20,000) only per lot payable in bank draft issued in favour of Federal Ministry of Aviation.

 

Submission/Opening of Bidding Documents:

5.       Completed Technical and Financial tender documents should be sealed and labeled Technical and Financial- separately in each envelope, and the two envelopes put into a third and bigger envelope that should also be sealed and marked appropriately at the top right hand corner, the title and Lot No. of the Project and addressed to:

6.       The reverse side of the envelope should indicate the name of the company submitting the tender. All tenders should be returned by hand in three (3) hard copies and dropped in the Tender’s Box designated for the purposes in Room 5A 43 on or before 25th November, 2012.

 

7.       Technical bids will be publicly opened at the Ministry’s Conference Room 1st Floor, Federal Ministry of Aviation, Federal Secretariat Complex, Phasel, Abuja, in the presence of Bidders representatives attend on the same day, 25th November, 2012. Members of Civil Society Organizations are also invited to witness the bid opening ceremony as scheduled.

 

Bid Security

8.       All bids must be accompanied by a bid security of at least two percent (2%) of the Tendered Price issued by a reputable Bank.
