Invitation for Expression of Interest for Pre-qualification as an Insurance Broker for Group Life Assurance Covers for Employees of the Federal government for 2013

 

The Federal Government of Nigeria desires to call bids from registered insurance Brokers to provide mandatory life assurance cover for all its employees in compliance with the Pension Reform Act 2004 for the year 2004 for the year 2013.

 

Any insurance broker seeking to be pre-qualified must satisfy the following conditions:

 

A.      It must be a limited liability company registered in Nigeria and licensed by the National Insurance Commission to act as an insurance Broker.

B.      It must have a verifiable 15 full time employees with cognate qualification         and experience.

C.      It must have acquired good experience in group life business.

D.      It must have verifiable location address in Abuja.

E.      It must possesses Professional Indemnity Cover with a limit of liability of         not less than N10,000,000.00 or 50% of its last annual brokerage income.

F.      It must be a good corporate citizen that pays its taxes as and when due.

G .     It must have complied with the Pension Reform Act 2004

 

An insurance broker applying to be pre-qualified must do so in writing accompanied by the following documents to be bound together.

i.        A true copy of its certificate of incorporation certified by the corporate    Affairs Commission.

ii.       A true copy of its current license as an insurance broker certified by

NAICOM.

iii.      Copies of the company’s published Annual Report and Accounts for the last three years certified by NAICOM.

iv.      A true copy of the company’s current Tax Clearance Certificate certified by issuing Tax Office of the Federal Inland Revenue Service and evidence of payment of current lax.

v.       Certificate of compliance with the Pension Reform Act in respect of its employees issued by the National Pension Commission.

vi.      A profile of 6 (six) top management staff of the company with their qualification and insurance working experience.

vii.     Location address in Abuja.

viii.    Evidence of Professional Indemnity Cover.

 

All certified documents must be original certified copy and currently dated.

The Federal Government of Nigeria wishes to call for bids from registered insurance companies to provide mandatory life assurance cover for all its employees in compliance with the Pension Reform Act 2004 for the year 2013.

 

Any insurance company seeking to be pre-qualified must satisfy the following conditions:

 

A.      It must be a limited liability company registered in Nigeria and licensed by the National Insurance Commission to transact Life Assurance Business.

B.      It must have assets as stipulated in the Insurance Act 2003 and any latest published accounts for its life assurance business.

C.      It must have adequate and qualified staff with cognate experience in life assurance business.

D.      It must have verifiable location address in Abuja.

E.      It must be a good corporate company that pays it taxes as and when due.

F.      It must have complied with the Pension Reform Act 2004.

G.      It must have evidence of claims settlement.

H.      It should provide evidence of registration under the Employee Compensation Act with NSITF.

 

An insurer applying to be pre-qualified must do so in writing accompanied by the following documents to be bound together.

i.        A true copy of its Certificate of Incorporation certified by the Corporate  Affairs Commission.

ii.       A true copy of its license or recertification as an insurer to transact life    assurance business certified by NAICOM.

iii.      Copies of the company’s published Annual Report and Accounts for the last three years certified by NAICOM.

iv.      A copy of the NAICOM approval of Annual Returns and Accounts for the underwriting year 2010.

v.       A true copy of the company’s current Tax Clearance Certificate certified by

issuing Tax Office of the Federal Inland Revenue Service and evidence of payment of current tax.

vi.      A clearance issued by the National Pension Commission with respect to transfer of legacy pension liabilities.

vii.     Certificate of compliance with the Pension Reform Act in respect of company’s employees issued by the National Pension Commission.

viii.    A profile of 6 (six) top management staff of the company with their qualification and insurance working experience.

ix.      Evidence of experience in similar schemes; and

x.       A signed declaration by the Chief Executive Officer that the company settles and will continue to settle all genuine claims promptly.

 

All certified documents must be the original certified copy and currently dated.

Further to our full-page, colour public notice in THE NATION and DAILY TRUST newspapers of Thursday, 13th September 2012 with the caption “Invitation for Pre-Qualification and Tender for the Provision of Facilities for Bauchi Technical Center”, the Nigeria Football Federation hereby clarifies:

 

A)      That bidding companies DO NOT need to show evidence of registration with the Federal Ministry of Works and the Nigeria Football Federation, and therefore would NOT be assessed based on this;

 

B)      That Responses need NOT be collated in the same sequence as in the said advertisement;

 

C)      That all submissions for pre-qualification MUST reach the Office of General Secretary, Nigeria Football Federation NOT LATER than 12pm on Tuesday, 27th December, 2012. Please note that while all applicants shall be informed of the pre-qualification results, ONLY pre-qualified applicants shall be invited to bid;

 Request for Proposal (Individual Consultancy) Study on Socio-Cultural Determinants of Voting Patterns in Nigeria

 

The United Nations Entity for Gender equality and the Empowerment of Women (UN Women) request for proper from Individual consultants to conduct situation analysis on socio-cultural determinants of voting patterns in Nigeria under the Democratic Governance for Development (DGD) programme in Nigeria.

 

It is expected that the situation analysis/study will intensively assess the overall voting pattern in Nigeria particularly challenges to women’s representatives, and impact to the overall socio-cultural determinants of voting, party’s nominations and support from informal and formal sectors in Nigeria. The study will also examine institutional political and social/cultural factors intermixed, particularly in relation to gender equality and rights of woman, including impact or their education and economic position, it will also assess the extent to which the national policies and laws including formal and informal conventions have in anyway facilitated or hindered women’s participation in political activities in Nigeria. The study will analyze roles of networks and political institutions, and possible ways of networks/institutional engagement for increased representation of women in elective and appointive positions Nigeria.

 

Objectives

The objectives of the study are;

1.       To generate knowledge which will raise awareness on the relationship between socio-cultural practice and women’s participation in political activates

2.       To implement innovate solutions to socio-cultural challenges to women’s participation in political activities

3.      To identify the responses that should be provided for addressing those issues and barriers such as socio-cultural factors at all levels of governance.

4.       To develop baseline date and indicators for programming in order to enhance women’s participation in political activities,

5.       To foster accountability of traditional institutions on issues related to women, girls, and gender equality and election activities in Nigeria.

 

 

Methodology: It is expected that the situation analysis would adopt participatory methodology at every stage of the process involving all relevant stakeholders. this will also involve gap analysis that would identify gender gaps within the border laws enforcement agents, a broad based consultation with Stakeholders, focus group discussions (where appropriate), community dialogue, key informant interviews (Klls) with elected Stakeholders, memoranda from relevant stakeholders (especially the Civil Society Organizations), Desk review of existing local, national and international documents and instruments in relevant areas. The states for the Study in the respective zones must be chosen by means of scientific sampling process adopting the following multi-stage sampling of the LGAs (both Urban and Rural), select Enumeration Areas within the LGAs, and selection of street and Households.

 

Project Scope:

The Consultant will visit at least six Nigerian States randomly-selected, and one from each geo-political zone.

 

Main Task for the Consultant:

The Consultant is expected to carry out the following tasks:

  • Carry out a thorough scan of the. policy environment on electoral processes in Nigeria
  • Desk review of related literature
  • Gather accurate data on the characteristics and activities of women in elections (in terms of demographics, their needs, access to financing and services, types and field collection of data and analysis of the underlying socio-cultural and economic issues  that determine voting pattern in Nigeria
  • There will be a validation of findings and recommendations by a wide range of stakeholders, the final products will be published and widely disseminated as a tool for advocacy, to advance behavioral change in communities, among political parties, institutions across Nigeria. The comprehensive report will entail the followings:
  • Provide a comprehensive analysis of the working political environment and constraints facing women politicians, such as cultural factors, formal and informal legal, geo-physical and policy environment, etc.
  • Assess the impacts of money politics and implication for women politicians.
  • Give a comparative analysis of men and women politicians particularly at party level
  • Provide an overall assessment of the needs of female politicians for planning in support of Women’s participation.
  • Recommend steps and measures that should be taken to increase nominations of women by political parties
  • Facilitate a national stakeholders’ meeting including making of power-point presentations of results
  • Provide a comparative analysis of registration and unregistered female politicians.
  • Facilitate stakeholders’ meetings inducing provision of power-point presentations of results

 

 

Deliverables

  • Work Plan of action covering the duration of assignment
  • Tools for the survey
  • Final report (financial and narrative) of the findings)

 

Qualifications/Competences

  • An advanced University degree (Masters Degree) in   Development  Economics, Management, Social Sciences, social Works, gender development and other relevant fields,
  •  At least 10-15 years experience in research, design, implementation and monitoring of development projects, focus group discussions especially projects targeting governance and political participation, gender mainstreaming, other cross-cutting issues such as HIV and AIDS etc
  • Proven experience with the baseline survey, other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing;
  • Excellent communication skills (written & oral English) is an essential requirement; A working knowledge of French would be an added advantage
  • Experiences in working with UN Agencies/bi-lateral development Agencies, government organizations. Knowledge of Nigeria, socio-cultural differences, particularly knowledge of the political terrain and the legal and regulatory frameworks governing management of public resources would be distinct advantage; and Nigerian languages especially Hausa, Yoruba, Ibo and broken (pidgin) English
  • The consultant should also have a good knowledge and understating of gender analysis. In addition, previous work experience in conducting social research of this magnitude and complexity and ability to supervise a team of researchers from various disciplines is desirable.

 

Duration: The duration of the consultancy will be far a period of two months (60 working days) starting from the date of signing of contract   During this period, the Consultants will report to UN Women on progress with assignment
