1.0     In line with Mr. President’s promise to encourage wealth creation and mitigate the spate of youth unemployment in the country through the reinvestment of the petroleum subsidy funds, the Federal Government through its Ministry of Labour and Productivity has developed a Technical, Vocational Education and Training (TVET) programme for the Subsidy Reinvestment and Empowerment Programme (SURE-P). The scheme is aimed at empowering young Nigerians with specialized skills to take up existing job vacancies in both private and public sectors. The ultimate goal is to reduce unemployment among Nigerians youths (both educated and uneducated) and stimulate economic growth as part of the transformation agenda of the current administration while also enhancing opportunities towards the attainment of Vision 20:2020.

 

2.0     Institutional Partners:

3.0     The scheme has the mandate to train young Nigerians to acquire skills in three broad areas: vocational/technical skills, life skills and entrepreneurship. It is aimed at bridging the demand gaps in eight industry areas: ICT/Telecoms, Creative (e.g. movies, music, fashion, etc), Hospitality and Tourism, Agribusiness, Mass Housing/Construction Artisans, Marine, Oil and Gas, and Mechanical Fabrication/Woodwork. The training has been classified into two focus areas: Client-based and Citizen-based trainings. Therefore application is invited in the following focus areas of training.

 

 

3.1.    Client Based Training:

This category of training focuses on equipping young Nigerians with the specialized skills needed to fill demand/skill gaps in client organizations.      SURE-P’s demand studies have identified the readiness of the following organizations to immediately offer paid employment to these trainees upon completion of the training programme:

The clients and their areas of trainee demand include:

  • Federal Road Maintenance Agency (FERMA):    General road maintenance
  • Nigeria Railway Cooperation (NRC): Rail track maintenance Federal   Ministry   of   Lands,   Housing   and   Urban Development: Artisanship in mass housing
  • Domestic Energy Utilization (Coal and Liquefied Petroleum Gas)
  • National Power Training Institute of Nigeria: Maintenance of electric power installation
  • Federal Ministry of Culture and Tourism:   Hospitality and ‘tourism
  • Federal   Ministry   of   Water   Resources:       Graduate agribusiness scheme
  • Federal Ministry of Transport: Marine and Shipping

 

3.2. Citizen Based Training:

This category of training focuses on equipping young Nigerians with such skills sufficient to make them employable and/or own their own businesses.

 

The areas include the following:

  • Agribusiness (crop and livestock production, processing and storage, marketing, etc)
  • Creative Industry (e.g. movies, music, fashion, photography, architecture, broadcasting, Software/computer games and electronic publishing, visual and performing arts, etc),
  • ICT/Telecoms
  • Construction and Artisan Skills
  • Hospitality
  • Marine and Shipping
  • Metal works and fabrication
  • Woodworks and furniture
  • Oil and Gas

 

4.0     Successful candidates on completion of training will either be immediately employed in existing vacancies or be supported to start their own businesses. The scheme would be a form of partnership with client firms and institutions where SURE-P’s demand studies have identified skill deficiency. Interestingly SURE-P has reached agreement with the target clients to immediately engage the candidates in paid employment upon completion of training. Thus the TVET programme is structured to equip young Nigerians with focused skills that meet the demands of employers in the current labour market.

 

 

5.0     Eligibility Criteria

i.        The scheme targets unskilled Nigerians (males and females, graduates and non-graduates, not more than 45 years of age) who are willing to be trained in the areas enumerated above.

ii.       Applicants must possess a minimum of SSCE or GCE or its equivalent. However applicants with higher qualifications may benefit from higher technical training.

iii.      Applicants must be Nigerians

The Cross Rivers Agency for the Control of AIDS (CRSACA) has received financing from World Bank toward the cost of the Second HIV/AIDS Programme Development Project (HP0P2) and intends to apply part of the proceeds for consultant services.

 

  1. 1.     Assignment Description & Services Requested (Scope of Work)

This is a call for Expression of Interest from qualified and competent organizations (Civil Society Organizations (CSOs) including Non Government Organizations. Faith Based Organizations, Private Sector Organisations and Umbrella Organizations) lo provide support to Cross River SACA in implementing the HIV/AIDS Fund (HAF). The focus is on prevention of new HIV infections and is for an initial two years Organizations are expected to identify and work with any or all specified target populations within the specified geographic coverage areas to deliver, evidence based HIV intervention packages in line with international standard and best practices.

  1. Most At Risk Population (MARPS).The target population are;
  2. i.                   Female Sex Workers (FSW),

Prevention Of Mother To Child Transmission (PMTCT) of HIV, The target population is: Pregnant Women, Traditional Birth Attendance (TBA), Health Care providers, Traditional & Religious leaders in the following priority LGAs of Calabar Municipality, Calabar South, Abi, Akpamkpa, Akpabuyo, Bakassi, Boki, Obubra, Obudu, Yakurr, Ikom, Etung, Bekwarra, Odukpani, Biase, Ogaja, Yala and obanliku

 

  1. 2.     The assignment is for a period of two years,
  2. 3.     Eligibility Criteria

To be eligible an NGO, umbrella CSOs, Professional Association/union, Community Based Organizations (CBOs) should be currently working, in Cross River State, Such organization(s) should have been in existence for at least three (3) years and registered with the Corporate Affairs Commission for at least one (1)year. For Those are registered at the State level they should have been in existence for three (3) years and must have been registered for at least two (2) yeas.

Interested organizations must provide information indicating that they are qualified to perform the services effectively These include:

 

  1. Detailed organization profile containing area of expertise, experience in implementing similar projects, logistics and infrastructure capacity to deliver the intended results with minimum of at least three (3) years experience.   This information should include background with profile and area of expertise, description of similar assignments with verifiable letters from supporting organization/donor, spelt out professional capacity of staff as well as appropriate resources to carry out the assignment.
  2. The activities shall also be Implemented in at least two (2) LGAs spread across at least two senatorial districts.
  3. Legal Requirement: Provide evidence of Organization Registration
  4. The Organization was mapped by CRSACA in the last mapping exercise

 

 

  1. 4.     General Terms and conditions

Organizations will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition) Expressions of Interest must be in English language only and submitted in two (2) copies (one original and one copy) in a sealed envelope in the Tender Box provided with acknowledgement to CRSACA Office at the address below on or before 5th December, 2012. Only organizations shortlisted for the next stage would be contacted and required to send a detailed proposal based on the Request for Proposal (RFP) that would be issued to them.

Background

The Economic Community of West African States was established by a Treaty signed in Lagos in 1975 (amended in 1993) as a regional organization with the ultimate aim to raise the standard of living of its people, increase and maintain economic stability and contribute to the progress and development of Africa through closer cooperation. The promotion of the free movement of people within the region has been a critical aspect of its’ raison d’etre. While such movement and migration in general is not a new phenomenon, in recent times it has experienced a renew impetus stimulated by globalization and the different levels of development and life perspectives in the world. This new impetus is manifested in the increased realization that the migration process offers both development challenges and opportunities that, if effectively managed, can be beneficial to the countries of origin and destination as well as the migrants themselves.

 

It is in this context specifically and development in general that Spain and ECOWAS resolve to strengthen cooperation and create a Fund on Migration and Development with a view to support the development and implementation of the ECOWAS Common Approach on Migration, adopted by the Heads of State of Government in January 2008 in Ouagadougou.

 

Objectives of the Fund

The general objective is the eradication of poverty in the ECOWAS region, through effective and sustainable regional integration and institutional capacity building. In particular, the Fund on Migration and Development (FMD) provides support to civil society institutions and organizations in the ECOWAS Member States for projects in the field of migration and development that contribute to maximize positive effects and limit negative consequences that migrations bring to countries as well as to migrants and their families.

Development Manager for the Construction and Management of a Retail Mixed Use Park/Centre in Greater Port Harcourt City, Rivers State.

 

1.0     Introduction

Monte@Rivers Limited (“the Developer”) proposes to undertake the construction and management of an ultra modern mixed use park/centre sited on 29.1 hectares of prime real estate within the Greater Port Harcourt City Area of Rivers State, Nigeria (“the Project”).

 

The Developer therefore cordially invites reputable and eligible development management companies to express their interest for pre-qualification to provide development management services for the construction and letting of the Project. The Developer is willing to consider applications received from joint venture companies.

 

2.0      Scope of Project

The proposed components of the Project shall include but not be limited to the construction, development and management of retail and shopping malls, entertainment centers, luxury hotels, conference/events centre, luxury flats, theatre, central parking facility, internal road network, reticulation network for water, sewage, storm water drainage and electricity supply.

 

3.0      Scope of Work

The Development Manager shall be responsible for managing the construction, procurement and supervision of the building contractors Managing and Letting of the Project Components. The Development Manager shall liaise with the Design Consultants who have completed the detailed designs for the project components/ infrastructure and shall issue working drawings when required during the course of the Construction. Further details of the scope of work will be provided by the Developer to selected candidates.

 

4.0      Mandatory Requirements/Qualification

  • Minimum of ten (10) years of experience in managing the construction and development of large-scale mixed-use center similar to this Project or some of the components of this Project.

 

  • Experience as Estate Surveyors and Valuers required for the Management and Letting of the Project Components.

 

  • Exhibit knowledge of local, state, and federal legislation in Nigeria

 

  • Produce required Professional Certifications required from Regulatory Bodies and Professional Associations in the Construction Industry in Nigeria or other similar professional bodies in any other Country of operation.

 

5.0     Submission of Expression of Interest

This expression of interest is open to local, national and international companies. Prospective Development Managers should submit an Expression of Interest detailing the following information as basis for pre-qualification:

 

  • Detailed Company Profile including contact information about the company, head and other offices ownership and organizational structure. Details of Staff Strength including detailed individual curriculum vitae for all key personnel and their relevant registration with relevant professional bodies should be included in Company Profile.

 

  • Certificate of Incorporation or registration with the Corporate Affairs Commission, Abuja or other evidence of Incorporation.

 

  • A sworn affidavit that none of the director or the management staff of the company is bankrupt or has been convicted of any financial crimes or criminal offence in any country of the world.

 

  • A sworn affidavit that no staff, Shareholders or Directors of Monte@Rivers Limited has a vested interest in the company.

 

  • Provide proof of three relevant projects completed (developments completed within Nigeria will be an added advantage) or in progress by the applicant indicating project name, location and description, current status of the project (i.e. construction status or number of years since completion), photos, names and roles of other companies involved in the project and development cost.

 

  • Must provide two references with sufficient information to ensure easy contact. This should include company/ organization, names, titles, telephone numbers, and email addresses.

 

  • Any other information that would facilitate the evaluation of the company’s capacity, resources and track record
