The Federal Ministry of Women Affairs and Social Development invites interested, experienced and reputable Companies/ Contractors to tender/bid for the Supply of Empowerment Equipments and the Construction of the following projects in the approved 2012 Budget Appropriation.

 

Supply of Items/ Equipments

Lot 1:          Supply of 300 pieces of Sewing Machines (Butterfly with folding top and Stand), made in China

Lot 2:          Supply of 300 pieces of Grinding Machines (Robin 3.7/400 KW/ RPM EY20-3D Fuel Type, 5.0/5.5 HP (Honda), Made in Japan

 

Construction

Lot 3:          Construction and Equipping of Skill Acquisition/ Vocational Centre at OYE UGA Market Anambra, Anambra State South- East.

 

Requirements:

Interested Contractors should submit the following:

i.        Company Profile;

ii.       Evidence of Registration with Corporate Affairs Commission (CAC).

iii.      Evidence of Tax Clearance Certificate for the past three years consecutively.

iv.      Evidence of Certificate of Compliance with the provision of the Pension Reform Act 2004.

v.       Evidence of compliance with the Section 6(2) of the ITF Amendment Act 2011.

vi.      Evidence of Financial Capability from reputable Commercial Bank for Construction.

vii.     List of relevant and veritable Equipment for Construction.

viii.    List of Key Personnel with their Qualification(s) and Experience.

ix.      Three (3) years Auditor’s Report for the Construction.

x.       Evidence of Payment of N15,000.00 (Fifteen Thousand Naira) only Non-Refundable for Tender Documents.

xi.      Any other relevant Information that will be of help in determining the Firm’s suitability for the job.

 

Collection of Tender Documents:       

The bidding documents and the full Tender Stages are to be run simultaneously. This Advertisement serves as a notice for both Company Profile and the Proper Tender. Interested contractors are to collect Tender documents at the presentation of Receipt of Payment of the Sum of N15,000.00 at the: Office of the Secretary, Miniter1al Tenders Board, Federal Ministry of Women Affairs and Social Development, Room 5A.405, 4th Floor, Federal Secretariat Complex, Phase I, Shehu Shagari Way, Maitama-Abuja.

 

Tenderers are required to submit Bid Documents in a Sealed Envelope marked in capital letters at the Top Right Hand Corner.

 

Financial Bid Lots: All enclosed in a bigger sealed and waxed Envelope. All tenders are to be submitted on 3rd December, 2012 by 12 Noon. The bids will be Opened by 2.00 PM same day at the Ministry’s Conference Room 2nd Floor.

 

Note:

i)       No refund of fees shall be made to any disqualified bidder.

Collection of Bid Documents

Suitable suppliers are invited to collect their financial bids from Wednesday November 14, 2012 from the procurement officer upon payment of a non-refundable tender fee of N25, 000.00 (Twenty Five thousand naira) only. 1.       Submission of Financial Documents

Financial bid documents from the pre-qualified contractors/suppliers should reach the Polytechnic on or before 10th December 2012. The submission of bid documents closes by 12.00 noon on Thursday 13th December, 2012 and the opening of bid documents will be by 1:00 noon of Thursday 13th December, 2012 at Intercontinental Hotels, Mgbi Road, Yenagoa, Bayelsa State, due to the current flood situation in the Polytechnic premises. Completed Financial bid documents should be sealed in an envelope indicating the “LOT no” and corresponding title, and dropped in the tender Box marked “Tender Box” at the Rector’s Quarters, Alamieyeseigha Road, Opolo, Yenagoa, Bayelsa state.

Please note that Federal College of Education, Okene reserves the right to verify the claims made in the pre-qualification documents submitted by interested contractors.

4.0     Submission of Pre-Qualification Documents

4.1     Pre-qualification documents shall be neatly packaged in a sealed envelope marked “Pre- Qualification for Year 2010/2011 Tertiary Education Trust Fund Library Project” (indicate specific project) at the top left hand corner of the envelope to the undersigned and submitted on or before 26th November 2012 by 12.00 noon.

 

4.2     Pre-qualification document shall be publicly opened immediately the same day, in the College Boardroom. Contractors who wish to attend are advised to be seated by 12:00 noon for the opening exercise.

The pre-qualification document must contain the following:

(a)    Company’s Tax Clearance for the last three (3) years

(b)    Evidence of Company Registration with Corporate Affairs Commission

(c)      Verifiable list of similar and other jobs successfully executed with their locations, together with letters of Awards and Certificates of Job Completion.

(d)    Verifiable list of plants/machinery with years of manufacture and locations of the equipment to be used in the project. Please state whether the items of equipment are on lease, hired or owned by the company with evidence of purchase where applicable.

(e)      List of key staff who will execute the project with their Curricula Vitae and relevant positions.

(f)      Company’s financial details and audited accounts for the last three years.

(g)     Value Added Tax Certificate (VAT Certificate).

(h)     Evidence of remittance of pension contribution of employees to PENCOM in line with section 16, subsection 8 (d) of the Procurement Act.

(i)      Evidence of compliance with the provisions of the Industrial Training Fund Amendment Act 2011 in respect of contribution to the fund where applicable.

(j)      An affidavit   disclosing whether or not any officer of the relevant committees of the Obafemi Awolowo University or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidding company, and confirming that all the information it presented in its bid are true and correct in all particulars.

 

 

Tender Procedure

Tenderers are required to pay in a sum of twenty thousand Naira (N20,000.00) per lot in Lot 1,4,5 and 6 and Fifty thousand Naira (N50,000.00) per Lot in Lot 2,3 and 7 to the University Bursary or enclose Bank Draft for similar sum payable to Bursar, Obafemi Awolowo University, Ile-Ife. The Bills of Quantity and other Tender documents are obtainable from the Office of the Director of Physical Planning and Development Unit of the University at the University Hall Extension between the hours of 8.30 a.m and 4.00 p.m. daily upon the presentation of the evidence of payment.

 

 

Submission of Tender

Interested bidders are expected to put the technical bid in separate sealed envelope and financial bid in another sealed envelope, with each envelope distinctively labeled, while the two envelopes will be put in a bigger sealed envelope in line with the three envelopes system of tendering.

 

Envelope for each project should be clearly marked as may be applicable “Year 2012 Federal Government of Nigeria Capital/Rehabilitation Grant or Year 2011 Tetfund Intervention in Library Development or Internally Generated Revenue. It should be forwarded to the Secretary, Tenders Board, Registrar’s Office, Floor 3, University Hall, Obafemi Awolowo University, Ile-Ife, not later than 12.00 noon on the closing date.

 

Closing date for submission of Tenders is Wednesday 5th December, 2012 and the Opening of Tenders follows immediately thereafter in the Committee Room 05, of the University Hall.

 

Please, note that only the prequalification bid documents will be opened on the bid opening day and only pre-qualified bidders will be invited for financial bid opening while unsuccessful bidders will have their financial bids returned unopened.

Collection of Tender Documents

Tender documents specifying the detailed description of  the required jobs are obtainable from the Tenders Board Secretariat of the Commission upon the payment of a tender processing non-refundable fee per LOT, in bank draft payable to the Fiscal Responsibility Commission, Abuja. A receipt shall be issued by the Finance & Accounts Department, a copy of which shall be enclosed in the bid document. The fees payable per lot are as follows:

Lot 1 –        N50, 000.00

Lot 2 –        N30, 000.00

Lot 3 –        N20, 000.00

Lot 4 –         N20, 000.00

 

Submission of Tender Documents

  1. All bidders should submit both “Technical” and “Financial” bids in separate envelopes and clearly mark them appropriately. Both bids should be put in a sealed larger envelope with the lot name and number indicated. In addition, the name of the company should be reflected at the back of the envelope.
  2. All bidders must fill the bid submission register after submitting their bids.
