Invitation for Expression of Interest for Trainers and Facility Management Consultants in the Client and Citizen-Based Training Scheme of Sure-P’s Technical, Vocational Education and Training (Tvet) Programme

 

 

1.0     In line with Mr. President’s promise to encourage wealth creation and mitigate the spate of youth unemployment in the country through the reinvestment of the petroleum subsidy funds, the Federal Government through its Ministry of Labour and Productivity has developed a Technical, Vocational Education and Training (TVET) programme for the Subsidy Reinvestment and Empowerment Programme (SURE-P). The scheme is aimed at empowering young Nigerians with specialized skills to take up existing job vacancies in both private and public sectors. The ultimate goal is to reduce unemployment among Nigerians youths (both educated and uneducated) and stimulate economic growth as part of the transformation agenda of the current administration while also enhancing opportunities towards the attainment of Vision 20: 2020.

 

 

2.0     Institutional Partners:

  • National Planning Commission (Measurement and Evaluation)

 

 

3.0     The scheme has the mandate to train young Nigerians to acquire skills in three broad areas: vocational/technical skills, life skills and entrepreneurship. It is aimed at bridging the demand gaps in eight industry areas: ICT/Telecoms, Creative (e.g. movies, music, fashion, etc), Hospitality and Tourism, Agribusiness, Mass Housing/Construction Artisans, Marine, Oil and Gas, and Mechanical Fabrication/Woodwork. The training has been classified into two focus areas: Client-based and Citizen-based trainings. Therefore submissions are invited in the following focus areas.

 

 

3.1.    Client Based Training:

 

This category of training focuses on equipping young Nigerians with the specialized skills needed to fill demand/skill gaps in client organisations. SURE-P’s demand studies have identified the readiness of the following organisations to immediately offer paid employment to these trainees upon completion of the training programme:

 

The clients and their areas of trainee demand include:

  • Federal Road Maintenance Agency (FERMA):   General road maintenance
  • Nigeria Railway Cooperation (NRC): Rail track maintenance
  • Federal Ministry of Lands, Housing and Urban Development: Artisanship in mass housing
  • National Power Training Institute of Nigeria: Maintenance of electric power installation
  • Domestic Energy Utilization (Coal and Liquefied Petroleum Gas)
  • Federal Ministry of Culture and Tourism: Hospitality and tourism
  • Federal Ministry of Water Resources:   Graduate agribusiness scheme
  • Federal Ministry of Transport: Marine and Shipping

 

 

3.2.    Citizen Based Training.

 

This category of training focuses on equipping young Nigerians with such skills sufficient to make them employable and/or own their own businesses. The areas include the following:

  • Agribusiness (crop and livestock production, processing and storage, marketing, etc)
  • Creative Industry (e.g. movies, music, fashion, photography, architecture,   broadcasting,  Software/computer games and electronic publishing, visual and performing arts, etc),
  • ICT/Telecoms
  • Construction and Artisan Skills
  • Hospitality
  • Marine and Shipping
  • Metal works and fabrication
  • Woodworks and furniture
  • Oil and Gas

4.0     Trainers and Facility Management consultants who have the required capacity and competence in the above listed areas should express interest.

 

 

5.0     Eligibility Criteria

 

Interested Facility Management Consultants and Training Providers should provide

 

  1. Evidence of registration with Corporate Affairs Commission, 3 years tax clearance, VAT Registration, registered office address, functional contact email and mobile phone number(s).
  2. Comprehensive company profile including track record of relevant past trainings.
  3. Profiles of at least three (3) faculty members with relevant training experience in the case of trainers and in the case of Facility Consultants, Company Profile including among other, Copy of Memorandum and Articles of Association, organisational structure and key professional staff with their names and telephone numbers, at least one of which must be a COREN registered engineer.
  4. Applicants can be of any nationality.

 

 

6.0     How to apply

  • The Project Implementation Unit (PIU) of TVET/SURE-P hereby invites interested facility management consultants and training providers to express interest in the scheme by submitting all necessary documents. Interested Consultants and training providers should visit www.mysure-p.com and upload their documents indicating their area of interest.
  • Entry submission closes on 28th November, 2012.
  • Shortlisted companies will be contacted through SMS and/or email.

Request for Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project titled NG Nigeria-LUTP-11 (FY10) that appeared in dg market publication of July 16th, 2010.

 

The Lagos State Government through the Federal Republic of Nigeria has received a credit from the International Development Association (IDA) for the Lagos Urban Transport Project and intends to apply part of the proceeds of this project to cover eligible payments under the contract for the following consultancy services:

 

Consultancy Services Assessment of Needs of Disadvantaged Groups in Accessing Public Transport Services on Mile 12 to Ikorodu Town BRT Corridor

 

The goal of this study is to assess the needs of disadvantaged groups i.e. women, the elderly, children and the physically challenged residing or carrying out business activities along Mile 12 to Ikorodu town BRT corridor and the role that transport plays in their lives. In all cities people make tradeoffs between where they live, where they work and the cost of travel. To help understand these tradeoffs and how welfare could be improved through better public transit a household survey will gather data on earnings, housing costs, where people live and work and how they travel. It will also obtain information on vehicle ownership, on the cost and accessibility of various forms of transport, and on perceptions of the quality of transport services.

 

The objectives are specified in details as follows:

a)       To examine the travel behaviour of people in a proposed BRT corridor with special focus on disadvantaged groups;

b)      To identify and quantify specific transport constraints laced by these groups of persons in their performance of day – to – day activities and

c)       To examine social and economic dimensions of these social group whilst accessing transport infrastructure and services in Lagos

 

The study will particularly focus on the challenges faced by women, children, elderly and disabled members of the society whilst trying to access public transport facilities in the proposed BRT corridor. It is expected that the study will be replicated on a periodic basis to examine before and after impacts of the proposed investments.

 

 

LAMATA now invites eligible consulting firms to express interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, contract amount and financing sources, Consultants may associate to enhance their qualifications. Where firms are associating, the submission must include verifiable evidence of association from all the parties involved.

 

A consultant will be selected in accordance with the World Bank Guidelines; Selection and Employment of Consultants by the World Bank Borrowers, May 2010.
