Pre-Qualification of Contractors for the Procurement of Works in the University

1.0 Introduction

The Federal Government of Nigeria has allocated some fund to the University in the year “2013 Capital Allocation” for upgrade and improvement of the teaching and learning environment in the University. Interested and reputable contractors with RELEVANT EXPERIENCE are hereby invited to apply for pre-qualification to bid for Furnishing of University Auditorium.

2.0     Scope of Work

The work involves Supply and Installation of 300 Nos. Auditorium Chairs.

3.0     Pre-Qualification Requirements

Only companies that can show evidence of the following documents should complete and submit the pre-qualification document:

a)       Company registration with Corporate Affairs Commission (CAC);

b)      Corporate Affairs Commission Forms CO 2 and CO 7;

c)       Company Tax Clearance for the last three (3) years expiring in December, 2013;

d)      VAT Registration Certificate with TIN No. and past remittance for the last 3 years;

e)       Evidence of Company’s registration with National Pensions Commission for contributory pension’s scheme for staff in accordance with Pensions Reform ACT, 2004 and remittance of contribution to the fund;

f)       Evidence of Compliance with the amended Industrial Training Fund Act, 2011;

g)       A sworn affidavit disclosing whether or not any officer of the Federal University Lafia, Federal Ministry of Education, National Universities Commission or Tertiary Education Trust Fund is a former or present director, shareholder or has any pecuniary interest bidder and confirm the authenticity of information provided to be true in every respect and that the company is not in receivership and none of its Directors were ever convicted of fraudulent activity

h)      Evidence of financial capability to execute the work;

i)       Experience/Technical qualification of Key Personnel Registration with relevant professional Regulatory Bodies where applicable (i.e. COREN as appropriate, photocopies of academic and professional registration certificates must be attached);

j)       Evidence of at least three (3) similar jobs executed in the last five years with their locations, letters of commission, job completion certificates and contract sums;

k)      Details of Plants and Equipment, including machineries owned or to be hired, and the year of manufacture;

1)      Evidence of payment of relevant pre-qualification fees at the Bursary Department of the University;

m)     Name of bankers with References;

n)      Minimum turn-over in the tax clearance certificate in any of the last three years (i.e. 2010, 2011, 2012) shall be N5 million.

4.0     Verification of Claims

Please note that Federal University Lafia reserves the right to verify claims made in the pre-qualification documents submitted by interested contractors.

The above listed requirements shall form part of the pre-qualification evaluation criteria and non-compliance with section 3.0(a)-(g) of the requirements shall result in automatic H disqualification of the bidder.

Bidding will be conducted through National Competitive Bidding (NCB) procedure as specified in the Public Procurement Act, 2007.

5.0     Payment of Pre-Qualification Evaluation Documents

Interested bidders are requested to raise a bank draft in the sum N30,000.00 for the pre-qualification fee in favour of the Federal University Lafia, and submit it to the Bursary Department of the University where an official receipt would be issued.

6.0 Pre-Qualification Evaluation Documents

Pre-qualification evaluation documents are obtainable between 9.00am and 4.00pm each day from the:

On the presentation of the receipt for payment of the pre-qualification fee and a photo-copy of the bank draft.

7.0     Submission of Pre-Qualification Documents

Completed documents, which must be enclosed in a sealed envelope with the title of the project written on the top left-hand corner of the envelope “Pre-Qualification for Furnishing of University Auditorium” and addressed to:

8.0     Opening of Pre-Qualification Documents

Opening of Tender shall take place at 2.00pm on Thursday 23rd May, 2013. The venue will be the University Auditorium. Bidders are invited to witness the opening exercise.

Bidders are to note that this invitation does not place any commitment on the University for award of Contract. Only pre-qualified bidders will he invited for financial tender.

It has received financing from the International Development Association (IDA) to coordinate the HIV/AIDS Program Development Project (HPDP 2) and intends to apply part of the proceeds for consultant services.

Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows: Minimum mix of three intervention packages under mentioned according to the Rational OVC Guidelines of the Federal Ministry of Women Affairs using a family centered   approach   (Preferably   Education, Food/Nutrition, Shelter and others).

Education,   Food/Nutrition,   Psychosocial   Support, Health, Shelter,  Child  protection ( protection  from exploitation abuse and neglect), Clothes, Household  economic Strengthening (Income Generating Activity).

Selection Criteria,

Bauchi SACA invites eligible organizations to express their interest in providing any of the above mentioned   services.   Interested  Organization   must   provide   information indicating they  qualified to perform the \ services which include evidence of registration with CAC of not less than one year old, brochures / organizations profile containing area of experts,  description of similar assignments with delivered results, demonstrate logistics, and infrastructural capacity to deliver, experience in similar projects, availability  of adequate staff with appropriate skills, office accommodation located within the state., operational governance structure and process, understanding the culture and traditional values including local languages of the project areas, evidence of working in and with the community and evidence of financial management, Organizations are encouraged to associate to enhance their qualifications.

Accordingly the Agency is inviting competent and interested Consultants to submit documents for the Expression of Interest (EOI) in any of the following projects.

B.      Scope of Work

The Scope of Work include but not limited to the following:

i)       Provision of Resident Supervision for the Provision of Engineering Infrastructure

ii)      Review of Engineering Design

iii)     Quality Control

iv)     Production of Progress Report and Record Keeping

 C.      Pre-qualification requirements:

  1.   Evidence of Registration of the firm with Corporate Affairs Commission

(CAC);

  1. Tax Clearance Certificate for the last 3 years expiring December, 2013;
  2. Evidence of compliance with the Provision of Pension Reform Act 2004 which stipulate   Registration and up to date Remittance of employee Pension Fund contributions in line with Part IV, section 16 subsection 6d of the Public Procurement Act, 2007;
  3. Evidence of Firm’s Contributions to Industrial Training Fund (ITF, 2012) in Compliance with ITF Act, 2011 as amended;
  4. Evidence of firm current registration with COREN;
  5. Evidence of firm’s valid Practicing License (2013) issued by COREN;

 

Additional Requirements

  1. Corporate Profile of the firm including CVs of key personnel, registered address, functional contract e-mail address and GSM phone numbers);
  2. Evidence of Registration of Key Personnel with COREN;
  3. Evidence of up to date Annual returns with CAC (2012);
  4. Evidences of similar Jobs successfully executed or being executed; Sworn affidavit in line with the provision of Part IV, Section 16, subsection 6(e & f) of the Public Procurement Act, 2007;
  5. Evidences of Technology capacity / equipment / relevant software for the project;

D.      Submission and Opening of Prequalification Documents

Three (3) copies of Pre-qualification Documents (one original and two other copies) must be enclosed in a sealed envelope clearly marked at top right hand corner CONFIDENTIAL and boldly “written “Expression of Interest for Post Contract Consultancy Services for………………Lot (…..) as appropriate. The pre-qualification documents should be dropped in the Tender Box in the office of the Head of procurement, Satellite Town Development Agency (STDA)

AMMAC Secretariat, Area 10 Abuja, not later than 12:00 noon on 14th May, 2013. The representatives of the bidding companies and members of the public who choose to attend are invited to witness the opening of the prequalification bids on the same day immediately at Tender Box in the office of the Head of procurement Satellite Town Development Agency (STDA) AMMAC Secretariat Area 10 Abuja.

Please note that

  1.   Due Diligence could be carried out on the companies to verify clams included in the submissions;
  2.   Interested members of the public especially Civil Society Organizations are invited to attend the opening exercise.  They are expected to adhered to the Code of Conduct for Public Procurement Observers stipulated by the Bureau of Public Procurement
  3.  A company is NOT allowed to bid for more than Two (2) Lots. A company that violates this rule shall automatically be disqualified for all the lots bidded.
  4.  Only prequalified firms shall be invited to submit Technical and Financial proposals for the Projects;
  5.  Response to This Invitation shall not obligate FCTA/STDA to consider any responding firm for the award of any contract. All cost incurred shall be borne by the responding firm;
  6. The advert should not be construed as a commitment on the part of the FCTA/ STDA, nor shall it entitle responding companies to seek any indemnity from FCTA/STDA by virtue of such company having responded to this advertisement
