ADVERTISEMENT FOR CSOs AND PSOs TO PROVIDE HIV/AIDS SERVICES

The Bauchi state Agency tor the Control of HIV/AIDS, Tuberculosis/Leprosy and Malaria (BACATMA) coordinates the response to HIV/AIDS epidemic in the state. It has received financing from the International Development Association (IDA) to coordinate the HIV/AIDS Program Development Project (HPDP 2) and intends to apply part of the proceeds for consultant services.

Assignment   Description   & Services Requested (Scope of Work)

This

This is a call for Expression of Interest from qualified and competent organization to respond to

(i)                HIV Prevention of New traction and (ii) Care and Support. Under the two service categories mentioned above, organizations are expected to work with any or any or all specified   target  populations   within   the   specified geographic coverage areas to deliver, evidence based HIV intervention packages in line with international standard and best practices,

A.      HIV PREVENTION OF NEW INFECTIONS

1.       Most At Risk Populations (MARPs)

i.        Target population Female Sex Workers

ii.       Geographical Area – Katagum, Jama’are, Bauchi, Darazo, Misau, Ningi, Alkaleri and Toro LGAs

  1. Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.   Behavioral Interventions

1. Health communication (including community dialogue)

2. `Peer Education including community outreach

 b. Medical Intervention

1.  HCT

2.  Condom and lubricant programming and distribution

3.  STI control and Treatment

4.  Harm reduction intervention for IDUs

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

  1. Target population –MSM
  2. Geographical   Area   –   Katagum, Bauchi and Misau LGAs
  3. Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.       Behavioral Interventions

1.       Health  communication  (including  Community dialogue)

2.       Peer Education including community outreach

b.      Medical Interventions

1        HCT

2.       Condom and lubricant programming

3.       STI control and treatment

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

  1. Target population –IDUS
  2. Geographical   Area   – Buachi LGA
  3. Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.       Behavioral Interventions

1.       Health communication (including Community dialogue)

2.       Peer Education including community outreach

b.      Medical Interventions

1        HCT

2.       Condom and lubricant programming

3.       STI control and treatment

4.       Harm Reduction for IDUs

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

2.  Other Vulnerable Groups

i.   Target Population – Pregnant women

ii.  Geographical Area – Ningi, Misau and KJama’are LGAs.

  1. Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.       Behavioral Interventions

1.       Health communication (including Community dialogue)

2.       Peer Education including community outreach

b.      Medical Interventions

1                   HCT

2                   PMTCT

3                   Condom and lubricant programming

4                   STI control and treatment

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

4.       Prevention for Clients of Female (Sex Worker (Long Distance Drivers etc).

i.        Target population Clients of Female Sex Worker (LDD).

ii.       Geographical Area – Bauchi and Katagum LGAs.

iii       Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.       Behavioral Interventions

1.       Health communication (including Mass Media and communication dialogue)

2.       Peer Education including community outreach

b.      Medical Interventions

1                   HCT

2                   PMTCT

3                   Condom and lubricant programming

4                   STI control and treatment

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

4.       Provision of Care and support Services for People Living with HIV/AIDS

  1. Target population – PLWHA.
  2. Geographical Area – Gamawa, Katagum, Jamaare, Bauchi, Misau, Ningi, Alkaleri, Toro, Tafawa Balewa and Dass LGAs.

iii       Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows:

a.       Behavioral Interventions

1.       Health communication (including Mass Media)

2.       Peer Education including community outreach

b.      Medical Interventions

1                   HCT

2                   Treatment or referrals or opportunistic infections

3                   Condom and lubricant programming

4                   STI control and treatment

5                   Home based care

c. Structural Interventions

1.       Stigma and discrimination

2.       Gender issues

3.       Structural interventions to address policy, socio-cultural issues and individual employment.

 i.                   Target Population – Orphan and Vulnerable Children

ii.                 Geographical Area – Gamawa, Katagum, Jama’are, Buachi, Misau, Ningi, Alkaleri, Toro, Tafawa Balewa and Dass LGAs.

  1. Intervention Packages: CSOs are required to identify and work with the following populations within priority LGAs delivering specific services as follows: Minimum mix of three intervention packages under mentioned according to the Rational OVC Guidelines of the Federal Ministry of Women Affairs using a family centered   approach   (Preferably   Education, Food/Nutrition, Shelter and others).

Education,   Food/Nutrition,   Psychosocial   Support, Health, Shelter,  Child  protection ( protection  from exploitation abuse and neglect), Clothes, Household  economic Strengthening (Income Generating Activity).

Selection Criteria,

Bauchi SACA invites eligible organizations to express their interest in providing any of the above mentioned   services.   Interested  Organization   must   provide   information indicating they  qualified to perform the \ services which include evidence of registration with CAC of not less than one year old, brochures / organizations profile containing area of experts,  description of similar assignments with delivered results, demonstrate logistics, and infrastructural capacity to deliver, experience in similar projects, availability  of adequate staff with appropriate skills, office accommodation located within the state., operational governance structure and process, understanding the culture and traditional values including local languages of the project areas, evidence of working in and with the community and evidence of financial management, Organizations are encouraged to associate to enhance their qualifications.

General Terms and Conditions

Organizations will be selected in accordance with the procedures set out in the World Bank’s Guidelines Selection and Employment of Consultants by World Bank Borrowers (January, 2011 edition)

All Expression of Interest must be submitted in triplicates (three hard copies), one CD – Rom and delivered to BACATMA not later than 14th May, 2013

The sealed envelope must be clearly marked BACATMA EXPRESSION OF INTEREST FOR HAF GRANT
