Tender: Invitation for Submission of Technical and Commercial Bids for 2013 Capital Projects

A-       Introduction:

The Nigerian Building and Road Research Institute (NBRRI) is a Parastatal under the aegis of the Federal Ministry of Science and Technology. NBRRI is desirous of executing some Capital Projects under the 2013 Budget Appropriation. Suitably qualified and reputable Contractors are invited to submit technical and commercial bids for the underlisted projects:

Lot 1:         Improving the outreach, Standardization and Quality Assurance of NBRRI Innovations:

(a)     Library Automation and Book/Journal Acquisition: The scope shall comprise acquisition of library automation software including virtual library key (professional version), multiple user generic back up etc.

(b)               Public Relations Tools: Procurement of Video Cameras, Still Camera, Voice Recorders, CD Printing Machine.

(c)      Procurement of Security Gadgets: Body Scanners, CCTV, Metal Detectors, Entrance Scanners Kits and Accessories including installation and testing.

Lot 2: Improving the outreach, Standardization and Quality Assurance of NBRRI Innovations: Purchase of Industrial Equipment:

(a)     Procurement of State of the Art Equipment which includes equipping of Machine Workshop.

(b)     Equipping of four (4no) Laboratories with state of the art equipment for enhanced R&D.

Lot 3:         Development of Science and Technology Innovations Infrastructure: Provision of Borehole and Overhead Tank;

Provision of Borehole and Overhead Tank for Water Supply Improvement at NLC, Ota. The scope of work shall comprise geophysical survey, development and testing of borehole to adequate yielding point (60m)’ installation of submersible pumps as well as construction of 2.4×2.4xl.2m (10,000 Litres) steel over head tank (6m elevation) on reinforced concrete raft foundation

Lot 4: Development of Science and Technology Innovations Infrastructure:

Procurement of 250KVA Stand by Generator Set for Head Office Complex,

Abuja.

Lot 5: Standardization and Quality Assurance: Construction/Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centres in Owode Ogun State using NBRRI Technologies.

Lot 6: Standardization and Quality Assurance: Construction/Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centres in Ondo State using NBRRI Technologies.

Lot 7: Standardization and Quality Assurance: Construction/ Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centres in Gombe State using NBRRI Technologies.

Lot 8: Standardization and Quality Assurance: Construction/Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centre in Kano State using NBRRI Technologies.

Lot 9: Standardization and Quality Assurance: Construction/Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centre in Ipokia – Ogun State using NBRRI Technologies.

Lot 10: Standardization and Quality Assurance: Construction/Provision of Infrastructure; Development of NBRRI demonstration Skills Acquisition Centre in Sokoto State using NBRRI Technologies.

Lot 11:      Empowering  Small  and   Medium   Enterprises; Construction/ Provision of Infrastructure;

(a)     Fabrication of Interlocking Block making Machines.

(b)               Fabrication of Manual Brick making Machines.

(c)     Fabrication of Laterite Grinding Machine Using Diesel Engine.

B:       Tender Submission Procedures:

1.       Interested Bidders should submit separate bids for each of the listed lots. Bids that do not comply shall be rejected.

2.                Bidders should submit Technical and Financial Bids in separate envelops clearly marked Technical Bids or Financial Bids as appropriate with lot number indicated in the left hand corner of the envelop.

3.       The Technical Bids should include the following documents:

(a)     Evidence of Company Registration with Corporate Affairs Commission (CAC).

(b)    Evidence of Payment of Taxes (Tax Clearance Certificate/VAT Registration and Remittance) for the past three years.

(c)     Company Audited Account for the Past Three Years.

(d)               Evidence of Financial capability and banking support.

(e)     Technical competence/experience/qualification of key personnel.

(f)                Evidence of similar projects executed and knowledge of the Industry.

(g)     Compliance with National Pension Act.

(h)               Compliance with Industrial Training Fund (ITF) Act.

4.       The demonstration Skills Acquisition Centre Projects are based on Alternative Building Technologies and Innovations developed by NBRRI and familiarity with this and locally available raw materials will be an added advantage.

5.       Bidders can collect bidding documents at the rate of N25, 000 for each Lot from the address stated below. Only financial bids of qualified bidders shall be opened.

Submission

All completed Bids should be properly addressed, sealed and clearly marked.

They are to be submitted not later than 9.00 a.m on 17th June, 2013. Bids shall be opened at 10.00 a.m on the same date.

A.      Evidence of Registration with the National Theatre is no longer required.

the date of Financial Bid Opening will be communicated to successful bidders,

D.      Bid Submission is still on or before 21st May, 2013

 1.0  Introduction

 In response to the September 2012 Floods the IFRC and NRCS has launched a range of activities to support the affected population to rebuild their lives. To this effect, one activity is to construct household and institutional latrines in Kogi State as follows:

  1. institutional latrine in Mozum Ose
  2. institutional latrine in Odogwu
  3. household latrines in Ozahi
  4. household latrines in Mozum Ose

2.0     Requirements

  • Contractors that will be considered are those whose registered office address is located in Kogi state due to operational, financial and time constraint;
  • Must be registered companies with the corporate affairs commission(CAC)and have functional bank details;
  • All interested bidders should indicate by email to (redcrossprocurement@yahoo.com) with reference to the fender name and number;
  • Detailed design of the institutional and household latrines and other documents will be forwarded to bidders via email as soon as it indicates its interest;

 1.       Apapa Local Government invites interested competent and reputable Building/Civil Engineering Contractors to apply by the way of Tender for the under listed projects earmarked for execution with the local Government area.

A.      Construction of a storey building of 12 classrooms in Arakan Primary School, Apapa

B.      Construction of a storey building of 12 classrooms in Methodist Primary School, Apapa.

C.      Upgrading of Oluwole Primary Health Post to a Health Centre.

D.      Construction of Astros-turf Sports ground, Ijora

2.       Qualification Criteria

A.      Provision of Company Profile.

B.      Evidence of Registration with the Corporate Affairs Commission.

C.      Evidence of Tax Clearance Certificate for the last three (3) years.

D.      Evidence of relevant verification on similar works in Lagos State or Nigeria as a whole over the last 5 years.

E.      Must be a registered Contractor with the Local Government and must have paid the current year’s fee.

F.      The contractor shall have/possess Tax Identification Number (TIN).

3.       Collection of Projects Document

The pre-qualification questionnaire for these projects shall be collected at the Works and Housing Department on presentation of all the qualification criteria listed in 2 above. Payment of non-transferable Tender fee of Ten Thousand Naira (N 10,000), depending on the amount on the contract sun of the Council as pre-requite condition for collection of contract document.

4.       Submission of Documents

Submission of tenders musts must be done through sealed envelope marked “Confidential” showing the type of project at the top left corner of the envelope and addressed to the Secretary, Tenders Board in the office of the Council Manager.

5.       General Information

A.      Interested Contractors are expected to submit their entries not later than 23rd May 2013.

B.      Only successful applicants will be notified in due course

C.      The Local Government reserves the right to accept or reject late tender and cannot be obliged to favourably consider any particular tender.
