The Gombe State Government through the Ministry Rural Development and Cooperatives intends to electrify (ITC, TON Sub-station etc). The following wards in Akko Local Government Area of Gombe State.

1.       Kashere ward (17 villages)

2.       Tumu ward (12 villages)

3.       Pindiga ward (8 villages)

The Honourable Commissioner, Ministry of Rural Development and Cooperatives, Gombe State hereby invites suitably qualified Electricity Engineering Company to apply for Pre-qualification so as to tender for the Electrification of any of the above wards and as part of the eligibility required to be invited to tender for the contract .find below requirements:-

Pre-Qualification Requirement

All interested contractors are required to provide the following;-

1.       Evidence of Company registration with Corporate Affairs Commission

2.       Evident of registration with Gombe State Government

3.       Value added Tax Registration

4.       Company Tax Clearance Certificate for the last 3 years.

5.       Evidence of Reg. with relevant professional Bodies (NERC, COREN etc.)

6.       Veritable list of CV of key personal to be deployed on the project (including endorsed copies of their credentials and profession registrations)

7.       Veritable list of similar completed project and by the company with locations including letter(s) of award of completion certificate(s) and or interior certificate where applicable

8.       Veritable list of major plants and equipments and stating those planned to be deployed on the project

9.       Audit account for the past tree (3) years

Submission

The documents must be accompanied with a non-refundable Bank draft of N20, 000 (twenty thousand naira only) for any of the project payable to the Ministry of Rural Development and cooperative, Gombe State.

In a sealed addressed envelope and clearly marked “pre-qualification documents for the Electrification project of (Kashere ward, Tumu ward and or Pindiga ward)” addressed to Honourable Commissioner, Ministry of Rural Development and Cooperatives, Gombe State to reach him not later than 16th May, 2013.

Bids shall be opened publically by 3.00pm on the same day.

(xi)    Evidence of Enlistment of company with the Surveyors Council of Nigeria (SURCON) to practice in the current year where applicable,

Submission of Tenders

Submission of bids shall be in two (2) separate envelops, sealed and clearly marked separately as TECHNICAL and FINANCIAL respectively indicating the job the company is applying for, lot number and should be addressed to “The Secretary, Ministerial Tenders Board, OSGOF”. The sealed envelope (ie technical and Financial Bids) should be enclosed in a bigger envelop and is to be dropped by hand into the Tender Box of the OSGOF on or before 12 noon, Tuesday, 28th May, 2013.

4.    Public Opening of Bid

Public opening of Technical bids will take place at the Conference Room of the Office of the Surveyor General of the Federation by 1:30pm, Tuesday, 28th May, 2013. NGOs and the General Public are encouraged to attend, please.   Successful contractors or their representatives short listed from the Technical bid Evaluation shall be invited to witness the public opening of the Financial Bids on Friday, 31st May, 2013 at l:30pm in the Conference Room of the Office of the Surveyor General of the Federation. NGOs, Nigeria Institution of Surveyors and General public are encouraged to witness the financial bid opening, please.

3.       Pre-Qualification Requirements

The above criteria will attract marks). Bidding will be conduct Through National Competitive Bidding (NCB) procedure as specified in the 2007 Public Procurement Act. interested eligible Bidders may obtain further information from Office of the Rector and collect the Bidding Documents between 9.00am till 3.30pm (Mondays-Fridays except public holidays at the following address; Rector, Waziri Umaru Federal Polytechnic, Birnin Kebbi, Kebbi State.

4.       College of Documents

A complete set of Bidding Documents shall be collected by interested bidders from the above address on the submission of written application accompanied by a non refundable tender fee of twenty Thousand Naira N20, 000.00 in the certified Bank Draft payable to the School and the bidding documents will be collected by hand by bidder’s representative.

5.       Submission of Technical & Financial Bids

The completed tender should be enveloped in two separate envelopes marked (Technical Bid) and\(Financial/Bid) sealed wax and marked on the Top Left Hand Corner with the inscription the project and should be addressed to the Registrar, Waziri Umaru Federal Polytechnic, Birnin Kebbi, Kebbi State and deposit in the Tender Box on or before 12.noon the 24th May, 2013.

 

6.       Public Opening of Bids

Technical Bids shall be opened immediately after close of submission at the Polytechnic Chamber in the Public. Only successful Technical Bidders will be invited for the opening of financial bids at a later date.
