Invitation to Tender

The Ondo State Government is desirous of undertaking the Rehabilitation and Upgrading of some critical water supply schemes in the state. Interested, reputable and competent water engineering companies with relevant experience and track record are hereby invited to submit their technical and financial tenders

1.0     Scope of Works

LOT 1: Rehabilitation and Upgrade of Awara Water Supply Scheme

LOT 2: Rehabilitation and Upgrade of Ose-Owo Water Supply Scheme

LOT 3: Rehabilitation and Upgrade of Ifon Water Supply Scheme

2.0 Qualification Requirements

As a minimum requirement bids should be accompanied with the following:

  1. Evidence of Registration with Corporate Affairs Commission (CAC)
  2. Evidence of Tax Clearance Certificate for the last three (3) years
  3. Photocopy of VAT certificate and evidence of past VAT remittance
  4. Evidence of employees Retirement Savings account with the Pension Fund Administrator and remittance.
  5. Articles and Memorandum of Association of the Company
  6. Audited Accounts of the bidder for the last three (3) years
  7. Reference letter from bank.
  8. Possess experience as a prime contractor for at least two(2) works of a, nature and complexity equivalent to the works over the last five (5) years ,To comply with this requirement works cited should be at least 60 percent completed.
  9. Evidence of registration with Ondo State Ministry of Works.
  10. Own substantial proportion of construction equipments

3.0     Method of Application:

Complete sets of bidding documents may be purchased by interested bidders on submission of a written application and upon payment of a non-refundable fee of N200,000.00   per Lot. All payments shall be in form of bank draft made payable to Ondo State Ministry of Special Duties,

All Tenderers are advised to visit the various schemes to ascertain the work requirements.

4.0     Submission and Opening:

Fully completed tender documents shall be packaged on lot by lot basis (1 original and 3 copies) enclosed in sealed envelopes and submitted at the State Tenders Board, Cabinet and Special Services Department, Governor’s Office, Alagbaka – Akure. Each envelop shall indicate the lot tendered for and clearly marked Rehabilitation and Upgrading of Some Critical water Supply Schemes, “Do Not Open before 12:00noon” of the submission deadline. Late bids will be rejected

Evaluation shall be conducted on a lot by lot base and discount for one or more lots considered during evaluation.

  1. Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the World Bank’s Guidelines: procurement under IBRD Loan and IDA Credit and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

  3. 6. Qualifications Requirements include:
  • Evidence of previous supply (sale) of similar CDs and infrastructure proposed for the last 5 years.
  • Audited Financial Statement for the last 3 years to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital.

A margin of preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.

  1.
