Pre Qualification for Marketing Agents for In-Door and Out-Door Advertising on Railway Assets

In furtherance to the on-going repositioning of the Nigerian Railway Corporation, the Corporation wishes to engage Marketing Agents for indoor and outdoor advertising on its moveable and fixed assets.

Scope of work of the Agents:

  1. Sourcing credible potential advertisers.
  2. Determining the market rates for advertisement.
  3. Monitor advertisers’ compliance with specifications and regulations.
  4. Act as transaction advisers.

Pre-Qualification Requirements:

The Marketing Agents should include/specify the following in their submission:

  • Profile of firm/consortium including ownership and organisational structure and CVs of key personnel to be deployed to the assignment.
  • Verifiable relevant experience in advertising and marketing business.
  • Evidence of compliance with the Pensions Act.
  • Administrative and financial capabilities.
  • Evidence of Professional Registration with relevant bodies including the possession of up-to-date Practicing Licence.
  • Copy of Certificate of Incorporation.
  • Copy of current Tax Clearance Certificate.
  • An affidavit sworn in any Magistrate/High Court to confirm authenticity of the above documents.

Application and pre-qualification documents should be forwarded in three (3) copies in sealed envelope and addressed to reach the undersigned on or before 1:00 p.m. of Monday, 6th September, 2010. The envelope should be clearly marked “Rail Marketing Agent”

Specialization

The service provider must be resident in Kaduna State and must be a company with specialized knowledge in security and law enforcement in the Federal Republic of Nigeria.

Pre-Qualification Requirement

Interested companies are to comply with pre-qualification requirements as stated below to qualify for further consideration:

  • Show evidence of company registration with the Corporate Affairs Commission
  • Show evidence of remittance of tax for the past three years
  • Clearly state the background of the company
  • Enumerate the companies operational capability
  • State number of years of operation and experience
  • Show evidence of legal representation
  • Propose and present operatives of between twenty five to thirty five years of age
  • Propose and present operatives with not less than ND, NICE and HND
  • Present comprehensive C. V. of each operative
  • Relate the companies monitoring system
  • Show the composition of Board and Management of the Company
  • Mention the companies scope of service
  • State the companies operational equipment/tools
  • Express readiness to absorb the few number of security guards organic to the University now on ground and payment of their wages not below what they are being paid currently

Scope of Work:

For the above projects, the following general Scope of Work applies:

  1. Clearing the site of stumps and shrubs.
  2. Earthworks:
  • Excavation in soft earth and Rocks
  • Filling of gullies areas
  • Back filling with approved laterites soil
  1. Construction of Reinforced concrete Drains
  2. Construction of Drop structures, Basins, Culverts and access slabs.
  3. Construction of embankments for dykes, small Earth Dams and retaining walls.
