3. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in d.g Market of the World Bank of June 19, 2009 and the

THISDAY Newspapers of July 3rd .2009 The Federal Government of Nigeria has received a credit from the International Development Association (herein referred to as IDA) towards the cost of National Fadama Development Project III, and it intends to apply part of the proceeds of this credit to payments under the contract for Procurement of Motorcycles.

6. Bidding will be conducted through the National Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

8. A complete set of bidding documents in English Language may be purchased by interested bidders on the submission of a written application to the address given above and upon payment of a non-refundable fees of Ten Thousand Naira (N10, 000.00) paid in Cash or Bank Draft. The Bidding document should be collected by hand from the Project office of GSFCO or can be forwarded to the Bidders by Courier services on request.

9. Bids must be delivered to the Gombe State Fadama Coordination Office, Gombe on or before 12.00 noon on Tuesday, September 7th 2010. Preamble

The Federal Airports Authority of Nigeria desires to optimize its business processes, and improve service delivery by the implementation of automated document management systems. Basically, FAAN desires to convert historical and current paper information to digital assets and enable employees and other permitted persons secured easy access and use of the digital assets.

FAAN is a service enterprise which is statutorily charged to manage all commercial airports in Nigeria; there are 21 of such airports.

Aims:

  1. Improve productivity, performance and ROI
  2. Minimize costs and logistics

Objectives:

  1. Electronic Document Management System Data Capturing, processing, indexing, distribution, retrieval and security.
  2. Electronic Records Management and Archiving System.
  3. Web-enabled Electronic Filing Services (E-Filing Portal).
  4. Integrated Information Management System.
  5. The proposed system should be robust enough to support further administrative tasks such as editing texts, user administration etc without external intervention.
  6. The proposed system should be scalable and capable of accommodating future capacity expansion.
  7. The proposed system should be secured enough to enable access only to authorized users, and should incorporate audit trails.
  8. The reporting module should be flexible enough to capture and process all classes and levels of reports.
  9. The user community for the proposed system will consist of the current and future employees of FAAH other permitted persons and the authorized administrators of the system.
  10. The project shall include user training for FAAN staff and a maintenance contract.
  11. Proprietary rights should where commercially admissible, reside in FAAN.

Requirements

Interested Companies should submit a detailed technical proposal accompanied following documents:

  1. Evidence of Registration with the Corporate Affairs Commission.
  2. Current Tax Clearance Certificate.
  3. VAT Certificate and evidence of returns.
  4. Audited Account for the three preceding years.
  5. Verifiable evidence of work experience in the provision of the above listed services.
  6. Statement of clear understanding of the assignment and the objectives.
  7. Technical and IT Project staff with proven records of engineering and systems development.
