4.0 Pre-Qualification Requirements

Those interested in the pre-qualification process are required to submit comprehensive technical and financial information as follows:

a)      Certificate of Incorporation

b)      Current tax clearance certificate for the last three (3) years (Original copy for sighting)

c)      Value added Tax (VAT) Registration Certificate and Evidence of past VAT remittances

d)     Company profile and organizational structure including names and resumes of key personnel and their telephone numbers (GSM). Enclose copies of professional certificates where applicable

e)      Verifiable list of previous similar projects carried out in the past 3 years stating clients, values of the contracts, scope of work performed, contractual period for execution of contract(s), actual period of execution and evidence of completion

f)       Contactors should provide the Polytechnic with letter of authority to confirm previous relevant experience claimed in (e) above with their clients

g)      Details of financial status for the past three (3) years: copies of audited accounts and current bank statement. (i) Evidence of location of workshop to effect maintenance repair works in respect of project no. I above

Note that the original copies of documents submitted must be produces for sighting during the opening session while their absence will signify outright disqualification.

5.0 Submission of Pre-Qualification Docents

The pre-qualification documents (arranged in the order the stated criteria which should be sealed in an envelope and marked for example). “Pre-qualification for construction” must be returned not later than 28th February 2011 to:

6.0 Opening of Pre-Qualification Bids

1. The Cross River State Government has received a credit from the International Development Association (IDA) toward the cost of the Second National Urban Water Sector Reform Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of Water Treatment Chemicals.

2.   The Cross River State Water Board Limited now invites sealed bids from eligible and qualified bidders for the following Water Treatment Chemicals to be procured:

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines’ Procurement under IBRD Loans and IDA Credits, and are open to all bidders Source Countries as defined in the Guidelines. “May 2004 as revised 2010”

5.   Qualifications requirement include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):

(i)                 Evidence of payment of mandatory taxes for the last three years.

(ii)               Banker’s declaration that the Bidder has the financial capacity or a line of credit to execute the contract (as contained in the schedule of requirement) for supply of goods.

(b)   Experience and Technical Capacity The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

(i)                 Previous experience in supply of Water Treatment Chemicals of similar magnitude

(ii)               Availability of haulage facilities to final destination

(iii)             Confirmation of availability of stock to meet the required supply schedule

(a)    The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):

(i)                 Suitable for use as water treatment chemical,

(ii)               Suitable for Human Consumption,

(iii)             Products MUST come delivered in clearly/or legibly marked containers, bearing date of manufacture; evidence of certification of containers is mandatory for liquid chlorine (especially bidders offering products from India and China).

(iv)             Producing potable water that meets World Health Organization (WHO) Standards of Water Quality or more than the Highest Desirable Levels of the Guidelines. Additional details are provided in the Bidding Documents

6. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee N10,000.00 (ten thousand naira only). The method of payment will be by Cheque or Bank Draft. The Bidding Documents will be sent by Courier or picked by the Bidder at the address shown below.

7.   Bids must be delivered to the address below on or before 1300 pm (1.30 pm) on 7th March 2011. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 1400 pm (1.45pm) on 7th March 2011. The National Office for Technology Acquisition and Promotion (NOTAP), a parastatal under the aegis of the Federal Ministry of Science and Technology has a mandate to promote indigenous as well as acquire and assimilate foreign technologies in discharging part of its mandate of Research- Industry Linkage, the Office is partnering with INDORAMA GROUP OF COMPANIES to strengthen the relevant R & D capabilities in Tertiary and Research Institutions. Under this partnership, Indorama has provided some assorted laboratory equipment specifically meant for petrochemically resources diagnosis and research

In view of the above, the National Office for Technology Acquisition and Promotion (NOTAP) hereby invites Universities, Research Institutes, Polytechnics and Colleges of Education who are engage in Oil and Gas Technology Acquisition/R/D to apply for grant of some or all of the Equipment

Interested institutions should express their express their interest with a written application, naming the particular equipment of interest.
Such applications should include the following:

  • Evidence of Present Research Activities that would necessitate the use of the Desired Equipment
  • Evidence of Competent Laboratory Personnel to manage the Desired Equipment
  • Present Alternative Equipment in use before now
  • Evidence of Previous Work Done with Similar Equipment including published papers, patents, etc
  • Maintenance Brief of Existing Equipment
