1.       The Abidjan-Lagos Corridor Organization (ALCO) has been appointed by the Regional CCM as the Principal Recipient to manage the Grant MAW-607-G01-H, received within the  6th round of the Global Fund to fight AIDS, Tuberculosis and  Malaria (GFATM). The grant is for the implementation of the  project titled “Intensification of STI/HIV/AIDS intervention Targeting mobile populations: Consolidation and Extension of the  Joint Regional STI/HIV/AIDS Project along the Abidjan-Lagos Transport Corridor”. The project started since September 1st, 2007 and will end on August 31st, 2009 for the Phase 1, and on August 31, 2012 for the phase 2.2. ALCO proposes to use part of these funds and invites sealed bids from eligible and qualified bidders for the supply of the  under listed items and quantities.

3.       Bidding will be conducted through the international Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible Source Countries as defined in the Guidelines.

4.       Interested eligible bidders may obtain further information from Executive Secretariat of the Corridor Project and inspect the Bidding  Documents at the  address given below from 9.00am to 5.00pm local time (Monday-Friday).

5.       Interested bidders can purchase a complete se bidding documents available in both English and  French, by submitting an application to the  address indicated above, for a non-refundable amount of amount of Twenty thousand  (2,000)Francs CFA. The documents are available at the project head office; its also possible to receive these Documents by email. Payment will be  in cash or certified cheque.

6.       The completed bids must be sent to the address indicated in paragraph 4 above, latest on Tues 1st March, 2011 at 10.00am. They must be  accompanied with a  bid security of one million (1,000.00) francs CFA or an equivalent amount in freely convertible currency. The bid securities must come from an approved commercial Bank. Bids received after the stipulated time will be rejected. Envelops will be opened in the presence of the  representatives of the bidders who wish to attend the opening  session on Tuesday 1st Mach,2011 at 10.30am at ALCO executive secretary Office.

HIV/AIDS, Tuberculosis and Malaria Civil Society Networks in Nigeria

ActionAid Nigeria with support from the Global Fund under the Round 8, Health  System Strengthening (HSS) project is to contribute to an improvement in the quality of integrated AIDS, Tuberculosis and Malaria programming among Civil Society Organisations (CSOs) in Nigeria. The purpose of the HSS intervention is to strengthen basic health service systems to scale-up ATM interventions through accelerated national roll-out of the Ward Minimum Health Care Package. This is to be achieved through a set of complementary activities involving four objective areas:

1.        Improving basic health service delivery in 925 Primary Health Care Centres (PHCs)

2.        Improving supply chain management,

3.        Strengthening PHCs health management information and M&E systems and

4.        Strengthening the community based networks and community level committees to ensure that they have minimum capacity to deliver quality ATM services.

Towards achieving this, ActionAid Nigeria is seeking the services of consultants to develop and install an electronic database for HIV/AIDS, Tuberculosis and Malaria Civil Society Networks using the District Health Information System (DHIS) Software in the ATM Networks State offices in Nigeria.

Experts Required for the Consultancy

The consultancy firm should have;

  • A team of experts with capacity to render required services mentioned above at ATM networks national offices, 36 states and the FCT simultaneously
  • Experience in developing database and managing health data using the DHIS
  • Experience in monitoring and evaluation of health development programmes using DHIS
  • Knowledge of the Nigerian health sector especially the National Health Management Information System
  • Excellent statistical, analytical and written communication skills
  • Experience in building capacity of end users of varying literacy levels
  • Demonstrated Knowledge of Nigerian civil society sector, participatory, gender, community mobilization and rights-based approaches.

The consultants should be willing to adopt participatory process and collaborate with the ATM Networks, AA Nigeria staff and other partners in planning and executing the project.

Interested consultancy firms are invited to submit detailed proposal (no more than 8 pages A4 paper size) outlining the competencies and suitability of the firm for the assignment, proposed methodology for accomplishing the consultancy, resources needed, cost implication, time frame as well as readiness for immediate and long-term consultancy.
