Invitation for Expression of Interest for the Provision of Engineering Consultancy Service for Construction of Silo

Oyo State Government intends to embark on the Construction of a Silo in the State to stem the huge Post Harvest losses being recorded Agriculture. Interested Project Consultants are, therefore, being invited to submit documents for the Expression of Interest (EOI) for the project.

 

A.      The project

1.      Construction of silo.

B.      Project Objective

Bulk Grain Purchase, Storage, Preservation and Marketing.

C.      Scope of Services

The Scope of Services required is as follows:

  • Detailed Engineering Survey.
  • Detailed Engineering Design of Silo.
  • Preparation of Engineering Specifications and Reports.
  • Preparation of Bills of Engineering Measurement and Evaluation (BEME) and
  • Preparation of all other relevant Tender Documents.
  • Provision of Resident Supervision for the Construction of the Engineering Infrastructures.
  • Review of Engineering Design.
  • Production of Progress Report.

 

Pre-qualification Requirements:

 Eligibility Requirements (without which the firm shall be disqualified)

(i)      Evidence of Registration of the firm with Corporate Affairs Commission (CAC).

(ii)     Tax Clearance Certificate for the last 3 years expiring December, 2013.

(iii)    Evidence of firm current Registration with COREN.

(iv)    Evidence of firm’s valid Practising License (2013) issued by COREN (Expatriates only).

(v)     Evidence of Registration with Oyo State Bureau of Public Procurement.

 

Additional Requirements

(vi)    Corporate Profile of the firm, including Curriculum Vitae of key personnel, registered address, functional contract e-mail address and GSM phone number(s).

(vii)  Evidence of Registration of key personnel with COREN.

(viii) Evidence of up to date Annual returns with CAC (2012).

(ix)   Evidence of similar jobs successfully executed or being executed.

(x)    Evidences of Technology capacity/equipment/relevant software for the project.

(xi)   Evidences of compliance with local content requirements.

 

E.      Submission and Opening of Pre-qualification Documents

Three (3) copies of Pre-qualification Documents (one original and two other copies) must be enclosed in a sealed envelope clearly marked at top right hand corner Confidential and boldly written Expression of Interest for Engineering Design and Construction of Silo. The pre-qualification documents should be sealed and labeled as “Prequalification Bid” in three (3) copies (one original and two copies) and be dropped to the address below: –

This tender is for a period on or before 19th August 2013. The Representatives of the bidding companies and members of the public who choose to attend are invited to witness the opening of the pre-qualification bids on the same day by 12:00 noon, at the Conference Room of Cabinet and State Services Department.

Please note that:

 

(i)      Due Diligence could be carried put on the companies to verify claims included in the submission.

(ii)     Only prequalified firms shall be invited to submit Technical and Financial proposals for the projects.

(iii)    Response to this Invitation shall not obligate Oyo State Government to consider any responding firm for the award of any contract. All the cost incurred shall be borne by the responding firm.

(iv)    The advert should not be construed as a commitment on the part of the Oyo State Government, nor shall it entitle responding Companies to seek any indemnity from Oyo State Government by virtue of such Company having responded to this advertisement.

 Society for Family Health (SFH) was incorporated in 1985 and is one of the foremost Non-Governmental Organizations (NGOs) in Nigeria that provides support to the Nigerian government in key areas of public health:

HIV and AIDS prevention, family planning and maternal & child health (malaria and diarrhea control). SFH works with the media to promote behaviour change and healthy lifestyles.

As SFH continues to promote the adoption of healthier sexual practices, it plans to introduce a new health product into the Nigerian market.

SFH, therefore, seeks a reputable advertising agency to develop and produce a national product launch mass media campaign using the following communication channels;

Pre-qualification requirements:

Interested agencies must submit the following documents:

  1. Evidence   of   company   registration   with   Corporate   Affairs Commission dated three years or older, with copies of certificate of incorporation and Memorandum of Association.
  2. Evidence of VAT registration/Remittance certificate and income tax clearance certificate for the last three (3) years.
  3. Evidence of similar national product launches campaigns executed in the health sector in the last three (3) years. Successful execution of campaigns entails; presence of materials on multi-media channels, top-of-the-mind mention in market segment, positive industry reviews and evidence of material receiving industry awards etc.
  4. Company profile which will include list of key professionals with curriculum vitae and, evidence of registration of the personnel with relevant professional bodies within the last 4 years.
  5. All relevant information concerning contacts for the organization

 

Selection criteria:

At this stage a Yes/No qualifier will be used as basis of selection, and only candidates with Yes scores for all requirements will be invited for the next stage of this process.

 

 

Please Note:

1.       All costs incurred by bidders as a result of this process and any subsequent requests for information shall be borne by the bidding companies.

2.       Only agencies that satisfy the pre-qualification requirements will be contacted with Requests for Proposal (RfP).
Submission of Application/Closing Date

The completed Pre-qualification submissions must be provided in duplicate copies in a sealed envelope, and clearly marked “2013” on the top right corner of the envelope.

A.      Introduction

The Adeniran Ogunsanya College of Education (AOCOED), Otto/Ijanikin, a foremost College of Education in Nigeria, established by the Lagos State Government, invites applications from interested reputable firms/contractors in respect of the following projects-

PROJECT I –      The Executives of Oil and Gas firms, Petroleum dealers, Oil and Gas marketers and owners of Petrol filling stations to rehabilitate and manage the College filling station, located at the Lagos end entrance of the College, on a Public Private Partnership basis.

PROJECT II –     Real Estate Developers for the construction of hostel blocks for the students of the College under the Public Private Partnership (PPP) arrangement

 PROJECT III – Eatery/Restaurant Operators, Managers of Catering outfit & owners of Confectionary firms, to develop an eatery on the College campus

 

B.      Requirements for Pre-Qualification for Project I, II & III

 Interested firms are required to submit pre-qualification documents with verifiable evidence which must include:

(i)                Evidence   of   incorporation   of   company   by  Corporate   Affairs Commission;

(ii)             Evidence of Tax Clearance Certificate;

(iii)           Company’s Audited Account;

(iv)           Company’s profile with organogram showing details of key officers, such as names, qualifications etc. (Attach curriculum vitae of Principal Officers of the firm);

(v)             Evidence of financial capacity, with bank statement;

(vi)           Letter of reference from the firm’s banker(s), indicating availability of funds to execute such a project;

(vii)        Other documents that may support the capability of the firm to successfully execute a Public Private Partnership (PPP) project of such magnitude; and

(viii)      Evidence of Registration as contractor with Adeniran Ogunsanya College of Education.

 

Submission –

(i)                Interested firms/contractors desiring to work with the College on this special partnership arrangement may obtain further information as regards the SCOPE, DIMENSION AND LOCATION of the project from the office of the Director of Works and Services of the College from Monday – Friday, between 8.00am & 4,00pm.

(ii)             Upon receipt of the EOI from interested Companies, the College shall evaluate and pre-qualify applicants. Thereafter, pre-qualified applicants would be expected to provide an implementation plan as well as financial management proposals (funding and recovery plan) on the project.
