Invitation for Pre-Qualification of Suppliers for the Year 2011/2012 (Merged) TETFUND Intervention in Library Development

 

Applications are hereby invited from reputable and interested Suppliers with relevant cognate experience and good track record of performance for prequalification on year 2011/2012 (Merged) TETFUND intervention in Library development in Ahmadu Bello University, Zaria. The projects are:

 

Lot A:        Procurement of 1,018 Volumes of Assorted Text Books

 

Lot B:         Procurement of Library Equipment and Library Surveillance Facilities Which Include the Following:

 

  • Procurement of Fibre Chairs
  • Procurement of 4 Reader Table Carrel
  • Procurement of Steel Shelves
  • Procurement of ID Card printer
  • Procurement of Vandal Doom camera
  • E – Library Network.

 

Prequalification Criteria;

The pre-qualification documents should include:-

(a)     Evidence of Incorporation/Registration with Cooperate Affairs Commission (CAC).

(b)     Company Current Tax Clearance Certificate for the last three (3) years (2010-2012)

(c)      Company Audited Account for the last three years (2010-2012) certified by a chartered accountant/auditor.

(d)     VAT registration and evidence of remittances in the last three years (2010-2012) to be attached.

(e)      Evidence of Financial capability to execute the project. Bank reference and a letter of for the execution of the contract if eventually won.

(f)      List of similar, verifiable and successfully executed projects or ongoing by the Company with letters of award and completion certificates, in the last four years 2009-2012 only. Letters of award and interim certificates of payment should be attached for projects that are ongoing.

(g)     List of Managerial, key Technical and Administrative Staff of the Company which should include names, curriculum vitae and copies of certificates for each key staff.

(h)     List of Equipment owned or on lease hold by the company relevant for smooth execution of the project. Evidence of ownership and pictures with company Logo is an added advantage.

(i)      Evidence of remittance of pension contribution fund for staff of the company from reputable pension funds Administrators (PFA) as provided in section 16, subsection 6(d) of the Public Procurement Act, 2007.

(j)      Evidence of compliance with the provisions of the industrial training fund amendment act as stipulated in section 6 (1)-(3) for year 2013.

(k)     Evidence of community social responsibility (if any)

(I)      Original documents should be available for sighting on demand during or after the opening of prequalification documents

1.     Submission of Prequalification Documents

Prequalification documents should be bound in wax-sealed envelope with ‘Prequalification as Supplier’ and LOT interested in clearly written at the top right hand corner and addressed to the The Registrar Ahmadu Bello University Zaria be hand delivered into the prequalification box in the Registrar’s office, 7th floor Senate Building not later than 12 noon, 16th September, 2013

2.     Opening Of Prequalification Documents

Prequalification documents will be opened on Monday, 16th September, 2013 at 1:30pm at the ABU Samaru Zaria Assembly Hall near the Convocation Square. All interested members of the public especially intending suppliers are hereby invited.

(a)     Submissions of pre-qualification documents to ABU ZARIA is neither a commitment nor an obligation to award contract to any Supplier or his agent.

(b)     Advertisement for Invitation to Pre-qualification should not be construed as a commitment on the part of Ahmadu Bello University, Zaria or shall it entitle any Supplier to make any claims whatsoever or seek any indemnity from ABU Zaria.

Qualification to Tender:

Interested and competent contractors should submit the following qualification documents along with their tenders in a separate envelope marked as qualification document properly addressed and enclosed in a large envelope together with the tender.

  1. Evidence of Registration with Corporate Affairs Commission, including Memorandum and Articles of Association; forms CO2 and CO7 where applicable;
  2. Evidence of similar contracts executed in the last three (3) years;
  3. Evidence of financial capability and Bank’s support (this shall include certified Bank Statement of Account, Bank reference letter with commitment);
  4. Company Profile indicating details of key Staff with their CVs;
  5. The Company’s Annual audited accounts for the last three (3) years (2010 – 2012);
  6. Tax Clearance Certificate for the last three (3) years, to be valid up to December 31st, 2012;
  7. VAT registration Certificate and TIN;
  8. Evidence of registration with National Pension Commission and remittance of employees’ contribution/deductions to the Pension Funds Administrators;
  9. Evidence of registration/Contribution with Industrial Training Fund.
  10. Evidence of payment of non-refundable tender fee of N20,000.00 in bank draft for each project Lot, in favour of Federal Ministry of Youth Development and thereafter presented to Cash Office for receipt;
  11. Any additional information that may enhance the chances of Company/Contractor compliance to the above requirements, in addition to the degree of responsiveness to the Bidding Document will form the major Evaluation criteria to be considered/applied for selection of the successful contractors.

 

D. Collection & Submission of Tender:

Tender documents with detailed specifications are to be collected from Office of the Director (PMI) upon presentation of evidence of Payment of non-refundable Tender Fee of N20,000.00 only (by Bank draft payable to FEDERAL MINISTRY OF YOUTH DEVELOPMENT). Completed Tender documents should be submitted in sealed envelope marked at the right hand corner ‘Tender for…… (indicate the specific project and Lot No. of intent)’, addressed to (The Secretary, Ministerial Tenders Board, Federal Ministry of Youth Development, Block E, 5th Floor, Room 521, Federal Secretariat Phase II, Bullet House, Shehu Shagari Way, Abuja,) with the qualification documents in one envelope and tender document in another envelope, both enclosed in a sealed large envelope indicating the specific project and Lot No., and deposit same in the Tender Box at the Secretary’s office on or before 30th September, 2013.

 

E.      Opening of Tender

Submission of tender documents will close at 12:00 noon on Monday, 30th September, 2013. Tenders will be opened at 12:30 pm on the closing day, Monday, 30th September, 2013, at the Permanent Secretary’s Conference Room, Block D, 2nd Floor.

Representatives of the Tenderers, Professional Bodies, NGOs and interested members of the general public are hereby invited to witness the Bid Opening.

2.0     Pre-qualification Requirements
