Interested competent and qualified Contractors are invited to tender for any of the contracts that will arise from the programme.

Lot No.                Description

Lot 1:                             Completion of Dining Hall/Kitchen and Assembly Hall.

Lot 2:                             Construction of 3 bedrooms Staff Quarters.

Lot 3:                             Construction of 2 bedroom Staff Quarters.

Requirements:

Interested companies must forward copies of the following documents and originals to be made available for sighting during the Tender opening.

  1. Evidence of Certificate of Incorporation with CAC.
  2. Evidence of Tax Clearance for the last 3 years valid up to December, 31st 2009.
  3. Evidence of similar Job successfully executed with Federal or State establishment including qualified technical/professional staff.
  4. Evidence of acquisition of specialized Construction Equipment (particularly for Water Projects).
  5. Audited financial statement for the last 3 years to demonstrate the financial capability and adequate working capital.
  6. Evidence of VAT payment.
  7. Evidence of Tax identification Number (TIN)
  8. Evidence of Financial capability and Banking Support.
  9. Evidence of contributory Pension Scheme.

Bidding Documents:

A complete set of bidding documents in English may be purchased in the Accounts Department by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of Fifteen Thousand Naira (N15, 000.00) only per lot. Bids open on October 27th 2010, from 10:00am to 4:00pm Mondays to Fridays except public holidays.

All sealed and labeled documents of “Technical” and “Financial” Bids should reach the Tenders Board of the College by November 15th 2010, latest by 12:00noon prompt. 2.      Collection Tender Documents

3.       Submission Of Bid Documents

The duly Completed Tender Documents is to be submitted to the Secretary, Ministerial Tenders Board, Ministry of Sports Affairs, Room B18, Musa Usman Secretariat, Maiduguri, latest by 12:00noon on 9th November 2010, with the following evidence:

  • Registration and incorporation with the Corporate Affairs Commission (CAC)
  • Valid three (3) years Tax Clearance Certificate
  • Evidence of Registration with the Borno State Government as a Contractor in Category F
  • Verifiable evidence of previous experience in handling such projects including letter of Completion Certificate

4.       Opening of Tender:

All submitted Tender Documents will be opened at 12noon in the presence of the Contractors, who submitted their Bid Documents on Friday 12th November in the office of the Permanent Secretary. Ministry of Sports Affairs. Tenderers who chose to be present during the opening of the Tender are free to do so.

5.       Please note that, any Tenderer who does not comply with the above shall be disqualified, in addition, the Borno State Government is not bound to award the Contract to any Tenderer under whatever cordon or obligation, whosoever, or to offer any explanations for the eventual award of the Contract to a Contractor.

Expression of Interest

  1. The Federal Government of Nigeria has received credit from the International Development Association (IDA) for the implementation of State Governance and Capacity Building Project II (SGCBP II). Ondo State is a beneficiary of the credit and intends to apply part of the proceeds to engage consultancy firm to support the design and procurement of a State Integrated Financial Management Information System ISIFMIS) which will be supplied through a separate procurement process.
  1. The scope of the consultancy service shall include:
  • Conduct a thorough assessment of the use of the existing packages in the Accountant General’s Office and other Public Financial Management (PFMI) Institutions in the State to see if it meets the expectations of SIFMIS; with particular emphasis on the level of integration between Budgeting, Appropriation, Receipting, Payments, Accounting, Reporting, Human Resource (HR)/Payroll and Cash Management (including bank reconciliation) and in the long run Procurement, Fixed Assets and Inventory/Stock.
  • Review all existing arrangements on financial information systems in the State
  • Review and document business processes and information requirements in order to develop the technical and functional requirements for the overall SIFMIS,
  • Based on the review, the consulting firm will conduct a Project Risk Assessment and propose and present for thorough discussion the practical SIFMIS scope and technological platform including communications/connectivity infrastructure options to be adopted in the light of existing institutional factors and systems currently driving financial management practice in Ondo State and prevailing international best practices. Prepare a Project Charter. Practices in other States in Nigeria that have implemented integrated financial management information systems should also be considered.
  • Assist and support the Project Teams in developing a robust and appropriate bidding documents (Invitation for Bids (IFB) for The Supply, Installation, Integration, Testing and Commissioning of Financial Management Information System Software (IFMIS), Hardware and Network Infrastructure and Related Support Services bidding document) for the Consultancy Firm who will have the specific responsibility for the design, installation, training and testing of the relevant SIFMIS software and related ICT infrastructure.
  • Clearly identify the major structural and institutional requirements needed to support the successful implementation of the SIFMIS. This will include clarity in roles and responsibilities, identification of ‘Super Users’ in the area of applications users, application management & support and ICT support unit. A Training Needs Assessment will be done for the identified Super and other Users.
  • Assist in the identification and selection of a suitable firm for the supply and implementation of SIFMIS by coordinating the bid evaluation which should include demonstration against Test Scripts which the consulting firm will help to prepare.
  • Provide technical support services prior to and throughout SIFMIS project implementation
  1. The Ondo State Governance and Capacity Building Project II now requires the services of eligible Consultancy firms to indicate their interest in providing the services. Interested consulting firms must have information indicating that they are qualified to perform the services (please provide organisational profile and brochure, description of similar assignments experience in similar conditions, availability of appropriate skills and staff etc.). It is expected that this assignment will require the services of two accounting and public financial management experts (one of which must be the Team Leader) with strong ICT skills, one HR/payroll expert with IT skills, and one ICT/systems analyst, all with very good postgraduate and/or professional qualifications and solid
