Introduction

The Federal Ministry of Works in furtherance to her statutory mandate and in the implementation of the 2010 Budget Appropriation is desirous to undertake various works, goods and services.

The Services Projects include. The implementation of a comprehensive and integrated Information and Communication Technology (ICT) as well as the implementation of a structured project management system for improved service delivery in line with the Ministry’s mandate.

The scope of Works and Services are as follows:

Introduction:

A regulatory financial institution intends to engage a reputable Facility Management Company to manage its Head Office complex located in the Central Business District of Abuja.

The property consists of a parcel of land of about 7, 000 square meters, containing an exclusively designed purpose-built 7-floor office complex with a total effective floor space of 6,400 square meters.

Scope of Work

  1. Maintenance of external surroundings, landscaping and gardening.
  2. Maintenance and repairs of air conditioners, lifts, fire-fighting equipments, boreholes and water pumps, plumbing and sanitary fittings, generators and electrical panels.
  3. General cleaning of the property and premises.
  4. Maintenance of PABX, CCTV and other electronic facilities.
  5. Repairs of all civil, mechanical and electrical installations.

Pre-Qualification Requirements:

  1. Evidence of registration with Corporate Affairs Commission.
  2. Full details of the company profile.
  3. CV’s of key personnel, showing experience and technical qualification.
  4. Evidence of registration of the company and principal officers with relevant professional bodies.
  5. List and verifiable evidence of similar jobs previously handled, stating the values, clients and reference persons.
  6. List of suitable equipments for maintenance of multi-storey, high rise buildings (owned or to be leased, stating their present locations)
  7. Tax clearance for 3 years.
  8. VAT registration certificate.
  9. Full office address and GSM numbers.
  10. Company Audited Accounts for 3 years.
  11. Bank reference.
  12. Evidence of financial capacity or bank support.

m.  Payment of N100, 000/= non-refundable fee, with a crossed bank draft (payable to Securities and Exchange Commission), attached to the Expression of Interest.

General Information:

  1. This request for expression of interest is not an invitation to bid.
  2. All costs incurred, in the preparation and submission of expressions of interest, are to be borne entirely by the applicants.
  3. Late submission will not be accepted.
  4. Firms will be pre-qualified based on the provisions of the Public Procurement Act, 2007.
  5. The Commission reserves the right to verify the authenticity and accuracy of claims made in the submissions.
  6. The commission reserves the right to accept or reject any application for pre-qualification, if deemed necessary to do so.
  7. Only the pre-qualified firms will be invited to submit bids.

The Expression of interest should be in four bound, hard copies and be submitted on or before Wednesday, 24th November, 2010, in a sealed envelope clearly marked “Confidential/EOI for Facility Management” and addressed to:

Introduction

Over the years, three spots on the highways into/out of the State Capital have evolved as convenient resting places for long distance haulage trucks. The spots are Tafa on Kaduna-Abuja Road, Maraban Jos on Kaduna-Zaria and Maraban Rido on Kaduna-Kachia Road. The disorganized manner of parking at these locations have continued to cause serious impediment to smooth flow of traffic, hazardous to road users and have at-times resulted into fatal accidents.

Trucks  Parks

Construction of parks is being considered as an option to bring sanity and orderliness of these spots. It is in this regard therefore, the Kaduna State Government, through the Ministry of Works and Transport invites Expression of Interest (EOI) from interested and capable firms to build TRUCK PARKS at the spots already described above on the basis of Public Private Partnership (PPP).

Department has provisions in the FCT 2010 Statutory Budget proposal and is hereby inviting competent and interested companies to submit Technical and Financial bids for the following projects

  1. Printing of Non-Security Documents
  2. Procurement of Office Equipment
  3. Completion of Computerization of FCT Treasury Department
  4. Supply of Office Materials and Supplies.

B. Prequalification Requirements

Interested companies are to forward copies of the following documents and the originals are to be made available for sighting during the tender opening:-

  1. Evidence of Registration with Corporate Affairs Commission (CAC) and articles of Memorandum of Association
  2. Interested companies should have up to date returns with CAC and due. diligence could be conducted.
  3. Company’s Audited Account for the last three year from a Charted Accounting firm.
  4. Tax Clearance for the last three (3) years expiring December, 2010
  5. List of verifiable  documentary evidence of similar jobs successfully executed within the last three years (copies of letter of contract award, completion certificates etc
  6. Reference letter from a reputable bank.
  7. Sworn affidavits in line with the provisions of part iv section 16, subsection 6(e f) of the Public Procurement Act, 2007
  8. Letter of authority to FCT Administration to cross check  the company’s account
  9. Evidence of registration and remittance of  Contributory Pension fund by the Company as provided for in section 16, sub-section (d) of the Public Procurement Act, 2007.
  10. Copies of the Tender Forms 6-1 and G-4 should be completed as stated in ITT Clause 17. Form G-2 Price Schedules for the supply is to be detached and completed separately as Financial

C. Collection of Tender Documents

Interested companies are to collect tender documents from the  Director FCT Treasury Department, Block B, FCTA Secretariat, Kapital Street, Area 11, Garki Abuja upon the presentation of a proof of payment of N 10,000,00 (Ten thousand Naira only) non-refundable tender fee into FCT Treasury Account at Fidelity Bank, Central Business District, Account No. 051503010000426,

D. Submission

The prequalification and Financial bid documents should each be sealed and labeled ‘Technical and Financial bids as appropriate’ separately, and the two separate envelopes be put in another envelope that should be sealed and labeled as Tender for., “(Project Title)”. The financial bids should be submitted in three (3) copies (one original and two other copies) and all pages are to be duly endorsed by the bidder. The document is to be dropped in the Tender Box in the office of the Secretary FCT Tenders Board, Room 43, FCT Procurement Department (Former Public Building Department), First Floor, Block B, FCTA Secretariat, Area 11 Garki – Abuja not later than 10.00 am of 30th November, 2010. The representative of the bidding companies are invited to witness  the opening of the tenders on the same date at G9, Archives and History Bureau Building, near AGIS, peace Drive, Area 11, Garki Abuja by 12.00 noon.

E. Successful companies could be requested to provide Performance Bond, whose value shall the contract sum before signing the contract.

  1. Interested bidders are not allowed to bid for more than one (1) of the listed projects.
  2. Interested members of the general public, especially the  Civil Society Organisations are invited to attend the opening exercise, They are to abide by the code of conduct for procurement observers issued by the Bureau of Public Procurement Act, 2007.
  3. Company’s representatives are to come along with a letter of introduction indicating name, rank and sample signature to the opening exercise.
  4. FCTA is not bound to accept the lowest bid or any other tender.
