Society for Family health was  founded  in 1985 and is  one  of the  foremost  non-governmental organizations, (NGO), that supports Nigerian government’s  public  health interventions  in three key areas: HIV and AIDS prevention, family planning  and  maternal & child  health (malaria and  diarrhea control). The Society for Family Health (SFH) uses mass media and inter-personal communication (IPC) to promote healthier lifestyles among Nigerians.

SFH, in association with other principal recipients, is implementing the BCC component of the Global Fund HI V Round 9 Project. The Global Fund Round 9 HIV project aims to reach at least 80 million people with information on HIV and AIDS prevention, treatment, care and support services using  mass media, aimed at  generating demand. The project  will support  participatory development , production and airing of TV and Radio spots in 4 Nigerian languages; Igbo, Hausa, Yoruba and Pidgin English. The campaigns will run simultaneously at national and state levels and will be monitored quarterly using independent media monitoring agencies and evaluated every two years using the National HIV and AIDS Reproductive Health Survey (NARHS). SFH, therefore, seeks expressions of interest from communications agencies to implement Behaviour Change Communication campaigns using the broadcast media. The selected agency would be expected to develop and produce radio and TV spots in various Nigerian languages including those stated above.

The  EOIs should  indicate:

  • Experience in health related campaign development
  • Profile of key personnel
  • Strategies  employed  in   creative   materials development
  • Time frame in developing materials
  • Samples of previous materials

Upon the receipt of your expression of interest, SFH would provide a request for proposal (RFP) with a detailed description of HIV and AIDS in Nigeria, SFH’s contribution to the national HIV and AIDS control efforts in Nigeria, detailed objectives of the intervention and a deluded creative brief to shortlisted agencies

Engagement of a Market Firm for Abuja Carnival 2011

As part of an ongoing initiative to improve on the Performance of Abuja Carnival, the Federal Ministry of Tourism, Culture and National Orientation is inviting reputable and professional Marketing Firms to partner in the promotion and marketing of the Carnival for 2011. The relationship between the Ministry and whoever is eventually the successful marketer will be regulated by a Memorandum of Understanding (MoU) which will spell out, among other things, the quantum of compensation to the partner (marketer) relative to overall proceeds collected.

Responsibilities

To be engaged for the period of preparing for and executing the 2011 Carnival with the  following core responsibilities:

(a)       Effective Marketing and promotion of Abuja Carnival 2011;

(b)       Identify the most appropriate marketing mix and source for revenue and sponsorship for the  carnival

(c)        Create appropriate messages best suitable for the identified  techniques to elicit the desired responses from sponsors, stakeholders and target audience;

Develop a project programme for the implementation of a comprehensive marketing plan and

(d)       Participate in the production of a comprehensive report of the project  including assessment of its impact on the target audience.

Requirements

  • The key personnel (principal consultant) of the Marketing Firm should be a registered member of the National Institute of Marketing of Nigeria (NIMN);
  • Its principal consultant should have vast working experience and a track record in the sector;
  • Certificate of Incorporation;
  • Company profile indicating the nature of your company and key staff
  • Past experience/track records of the firm in undertaking similar jobs documentary evidences of such;
  • Evidence of three (3) years Tax Clearance Certificate:
  • VAT Certificate and evidence of past V&T remittances;
  • Audited annual Financial Report of the company for the past three (3) years;
  • Evidence of compliance with Pension Reform Act 2004; and
  • The CV of each professional staff.

Introduction

Esso Exploration and Production Nigeria Limited (EEPNL), contractor of NNPC/EEPNL Production Sharing Contract plans to engage Provision of Tank cleaning and Tank equipment services on its Erha Floating Production Storage and Offloading (FPSO) and other offshore installations within the NNPC/EEPNL Production Sharing Contract (PSC) acreage for an anticipated contract term of Three (3) years. Contract is expected to commence in the 01 October 2011.

2.       SCOPE OF WORK

The scope of work includes, but is not limited to the provision of Tank cleaning and installed tank cleaning equipment maintenance services, associated tools, equipment and highly qualified specialist personnel. The services are to be provided on EEPNL offshore installations either on an as needed basis or on preventive/predictive maintenance schedules basis.

Interested companies must be able to provide the following Tank cleaning and installed tank cleaning equipment maintenance services:

A.      Tank Cleaning Service for the crude oil storage tanks, Ballast tanks, SLOP tanks, off spec tanks, Methanol tanks, Diesel storage tanks, Chemical storage tanks, Portable water tanks and other hydrocarbon storage tanks onboard the EEPNL FPSO

B.      Tank cleaning services are to free the tank of all hydrocarbon for the provision of confined space entry. These services are required for either tank internal inspections and /or for the repair, removal and installation of integral tank cleaning equipment and crude oil transfer pumps.

C.      Removing all traces of crude oil and asphaltenic and paraffinic waxes and sludge which accumulate in the bottom of crude oil tanks.

D.      washing and venting the tanks using industry approved methods to free all hydrocarbons and suitable for personnel confined space entry. The cleaning methods shall include but not limited to water wash, chemical, butterworthing, steam and biological.

E.      Provide qualified personnel, equipment, tools, chemicals and consumables required for the selected tank cleaning method. All equipment and powered tools shall be approved for operations at hazardous areas, Class 1 Division 1 areas.

F.      Develop tank-cleaning procedures for EEPNL review and approval prior to the commencement of any tank cleaning activities.

G.      Prepare and submit to EEPNL Tank Cleaning completion reports

H.      Provision of completes new replacement Polarmarine Crude Oil Washing (COW) pumps. The pump model Polar Jet PJ 120 CPA, Single nozzle, programmable, deck mounted pumps and Polar Jet, Twin nozzle, non-programmable, submerged pumps.

I.       Provide all tools, materials consumables and genuine Original Equipment Manufacturer (OEM) spare parts for the repair and overhaul of Polarmarine Crude Oil Washing (COW) pumps.

J.       Adequate onshore repair facilities for the repair of Plarmarine crude oil pump.

K.      provision of or shall have ready access to an approved onshore waste disposal facility to dispose all the Asphaltenic and paraffinic waxes, sludge and other wastes that were collected during the tank cleaning. The onshore waste disposal facility shall be adequately equipped to dispose the waste in accordance with the Waste Management Regulators of Nigeria.

L.      Provision of Confine Space Entry (CSE) supervisory services to oversee and monitor the CSE activities are carried out safely in accordance with approved industry and EEPNL safety standards.

M.     Service provider shall be approved for the provision of Tank cleaning services by at least one Marine Class Society such as ABS, DNV, Lloyd’s, BV, GL and/or other internationally reputable classification societies.

3.       MANDATORY REQUIREMENTS

A.      To be eligible for this tender exercise, interested bidders are required to be prequalified in 30513 ‘Industrial Cleaning Services’ Category in NipeX Joint Qualification Scheme (NJQS) database. All successfully pre-qualified suppliers in this NJQS category will receive Invitation to Technical Tender for this service

4.       NIGERIAN CONTENT

Nigerian Content (NC) in the upstream sector of the Nigerian Oil and gas industry is defined as: “the quantum of composite value added to or created in the Nigerian economy by a systematic development of capacity and capabilities through the deliberate utilization of Nigerian human, material resources and services in the Nigerian oil and gas industry”

The Federal Government of Nigeria (FGN) in line with its vision for Nigerian Content (NC) development has enacted the Nigerian Oil and gas Industry Content Development Act 2010 (NOGICD Act).

NNPC/EEPNL PSC requires their Contractors to comply with the Act, and it’s attached Schedule A and any applicable regulation developed by the Nigerian Content Development Monitoring Board.

Bidders shall consider Nigerian content as an important element of their overall project developments and management philosophy for project execution. (Section 2)

In line with the NOGICD Act, Bidders are required to submit as part of its technical submission a Nigerian Content Plan demonstrating compliance with the NC requirements in the Act.

Bidders are also expected to provide the following details

  • NC Plan that addresses utilization of Nigerian Labor, Services, Materials and Equipment for this service
  • Provide a detailed description of your company’s committed infrastructure Nigeria (offices etc)
  • Provide details of your company’s Ownership Structure. Attach copies of CAC forms (CO2 & CO7)
  • Describe any training and certification program you have in place for your Nigerian personnel including list relevant training attended by indigenous staff in the last 3 years
  • Please indicate the percentage of key Management positions (line managers) that are held by Nigerians. Also provide percentage of total Company workforce and staff (direct and in-direct employees) that are Nigerians

Bidders’ failure to comply with the NOGICD Act or demonstrate commitment to Nigerian Content development will result in Bidder’s disqualification

Introduction:

The National Automotive Council (NAC) is committed to the rescusitation and development of Nigerian automotive industry to meet national automotive policy objective. Local content development remains at the heart of overall strategy beneficiaries of NAC Automotive Development Fund (NAC-ADF), face managerial challenges. it is in this light that the Council seeks to engage the services of reputable management consultants to provide:

(a)        Strategic industrial and technology management advisory services

(i)         Process and value stream mapping;

(ii)        Quality control, lean manufacturing and process improvement; and

(iii)       Establishment and supervision of process towards quality certification;

(b)        Financial management advisory services

2.         Eligibility Criteria

The NAC now invites eligible consultants to indicate interest in providing the above services in line with the Public Procurement Act 2007 (Consultant’s Qualification Selection, section). Interested consultants must provide detailed information showing their  ability to perform the services required, and submit the following:
