1.       Introduction

1.0     Osun State Government  is desirous  of undertaking  the execution  of various  physical development  projects  under the  laudable programmes  of the current Administration. In compliance with Sections 26(1)- (12) of the  State Procurement Law 2008, interested and reputable companies  and  organizations are hereby being invited to submit  applications for pre-qualification in relevant  categories of supplies such as:

 

(i)      Educational/Instructional Materials (Textbooks, Stationeries, Chalks, Dusters etc):

(ii)     Medical Supplies (Drugs, Consumables, Equipment etc);

(iii)    Water Treatment Chemicals (Alum, Liquid Chlorine, Lime etc);

(iv)    Motor Vehicles, Trucks and Spare Parts;

(v)     Earthmoving/Construction Plant & Equipment (Bulldozers, Graders, Road Rollers, etc);

(vi)    Agricultural Farm Machinery, Equipment & Inputs:

(vii)   Office and ICT Equipment (Computers, Typewriters, Printers, Scanners, Photocopiers, PABX, Intercoms, General Consumables, etc);

(viii) Office Furniture, Fittings, Household and Communication Equipment;

(ix)    Food & Beverages;

(x)     Electrical & Electronics Goods:

(xi)    Building and Construction Materials (cement, planks, reinforcement, etc)

(xii)   Security services, cleaning and fumigation:

(xiii) Sporting and Training Equipment; and

(xiv)  Printing of non-security documents

 

1.2.    It is important to note that information and data supplied by successful pre-qualified companies are to form the dossier of such, for inclusion into a centralized database of Contractors maintained for Government by the Osun State Bureau of Public Procurement. The current exercise is one –off  process and will ultimately serve the purpose of decision making by Government to patronize any Supplier of Goods.

 

2.       Criteria for Evaluation of Pre- Qualification Documentation:

 

2.1     Prospective Suppliers shall be required to .submit the following documents along with their application-

(i)      Evidence of registration of company or business name with the Corporate Affairs Commission (Certificate of Incorporation for Limited Liability Companies and Registration of Business Names for Enterprises);

(ii)     Articles and Memorandum of Association, Form CAC 07 i.e. Particulars of Directors and Form CAC 02 i.e. Particulars of Shareholders

(iii)    Photocopy of Tax-Clearance Certificate covering the past three years (2008, 2009 & 2010);

(iv)    Value Added Tax (VAT) Registration Certificate and evidence of past remittances;

(v)     List and Verifiable documentary evidences of similar project executed successfully in relevant sectors in the past five years. (Submission of the following documents would  be advantageous: i.e. copies of Letter of Contract Awards; Certificates, Partnership Agreement or Memorandum of Understanding (MOU) with Foreign Companies; organizations; Suppliers, Manufacturers; etc)

 

(vi)    Evidences of financial capability and banking support (Reference Letters, Statement of Accounts, Certificates for investment Deposits etc)

 

(vii)   List and Resume of Management and key Staff (Technical) and photocopies of academic qualification certificates and evidences of registration with relevant professional Bodies;

 

(viii)  Name(s) and contact Address(es) with email/telephone numbers of designated company Liaison Officer with the  Osun State Government

(ix)    Company’s 3-year Financial Summary and  3-year Audited Accounts;

(x)     Evidence of Registration with relevant Ministries and Agencies of Osun State Government

(xi)    Registration of Business premises and payment of Osun State Development Levies, Water Rates and Taxes (where applicable); and

(xii)   Evidence of payment of a flat pre-qualification fee of N10,000.00 (Ten Thousand Naira Only)

 

3.       General Information

Prospective Suppliers seeking any further clarification should at least ten (10) days before  the closing time of this advertisement, contact: The Director-General, Bureau of Public  Procurement , Office of the  Governor, Osogbo, Osun State.

 

4.       Submission of Pre-qualification Documents

Interested companies or consortium of companies are to submit the pre-qualification Documents in wax-sealed envelopes clearly marked in the top right hand corner as follows:

Interested companies and civil society Organizations which desire to witness the opening are encouraged to do so.

 

6.       Verification of Information/Date Supplied

Post qualification process may also involve verification of information supplied by companies in their applications. Companies may also be requested t provide additional information or give further clarifications on submissions to the Osun State Bureau of Public Procurement. Misrepresentation of facts, gross misstatement or false declarations, if discovered, may form the basis for disqualification.

(ii)     Pre-qualification documents should be very clear about bidder’s areas of interest; and

C. Eligibility/Requirement

In order to be considered for pre-qualification, interested reputable Contractors and Service providers must have necessary competence  possess the following:

(i)      Certificate of the Company’s Registration/Incorporation verifiable from Corporate Affairs Commission

(ii)     Company’s Current Tax Clearance Certificate issued by the appropriate authority (valid up to December 31st 2010).

(iii)    Tax Identification Number

(iv)    Evidence of VAT registration and remittance of VAT, WHT and PAYEE Company (v)          Company profile with CV/Certificates of professional staff

(vi).   Evidence from the company’s bankers as to its financial capacity to undertake works if awarded

(vii)   A sworn statement that the company is not in receivership or financially/legally encumbered

(viii)  Evidence of registration with relevant professional bodies

(ix)    Evidence of compliance with Pension Reform Act 2004, including remittance to PFCs and PFAs

(x)     Company’s audited accounts for the past three years

(xi)    Verifiable documentary evidence of similar and other jobs successfully executed within the last three years

 

D.     Submission of Pre-Qualification Documents

The documents should be arranged in the order listed and each chapter separated by dividers Interested and reputable companies are required to enclose all Pre-qualified documents in sealed envelopes, marked “2011 Pre-qualification” indication the Lot Number boldly on the envelope and addressed to:

1.2     it is important  to note that information and data supplied  by successful pre-qualified companies  are to form the dossier of such, for inclusion into a centralized database of Contractors maintained for Government by the Osun State Bureau of Public  Procurement. The current exercise  is a one-off process and  will ultimately serve the purpose  of decision making by Government to patronize any contractor.

3.       Criteria for Evaluation of Pre – qualification Documentation:

(xi)    Evidences of Registration with the Ministry of  Works and Transport and/or other  relevant Agencies of Osun State Government.

 

(xii)   Registration of Business premises and payment of Osun State Development levies, Water Rates and Taxes (where applicable); and

 

(xiii)  Evidence  of payment of a flat pre-qualification fee of N10,000.00 (Ten Thousand  Naira Only) per sector of interest as may be indicated in the  application.

Procedure for Tendering

1.       The prescribed non-refundable tender fee should be paid in cash at the Cash Office of the Bursary Department, University of Ibadan.

 

2.       The quantities, specifications and standard requirement expected for the chemicals are available for collection from the Office of the Director of Works, Works & Maintenance Department, after the payment of the non-refundable tender fee.

 

3.       The photocopy of the University official receipt, the specifications which must be signed by the appropriate Officials of the Works & Maintenance Department and standard requirement documents should be attached with the tender.

 

4.       Sealed tenders should be submitted to the Secretary, Procurement Planning Committee, Bursar’s Office, University of Ibadan and marked “Tender for the Supply of Chemical (please indicate type e.g HTH, Alum, Hydrated Lime) for use in the University Water Treatment Plant” at the  top left corner of the envelope, to reach him on or before 10th May, 2011. Late tenders will  not be  considered.

 

5.       Please note that the University will not accept expired and/or adulterated chemicals. Full samples of chemical(s) should therefore, be submitted to the Water Quality Control Laboratory for necessary laboratory analysis.
