Invitation for Pre-qualification of Works Contractors

1.       Introduction

1.0     Osun State Government  is desirous  of undertaking  the execution  of various  physical development  projects  under the  laudable programmes  of the current Administration. In compliance with Sections 26(1)- (12) of the  State Procurement Law 2008, interested and reputable companies  and  organizations in the construction industry with suitable  and relevant  experience  are hereby invited to submit applications for pre-qualification as contractors in the various sectors listed in paragraph 2 below:

 

1.2     it is important  to note that information and data supplied  by successful pre-qualified companies  are to form the dossier of such, for inclusion into a centralized database of Contractors maintained for Government by the Osun State Bureau of Public  Procurement. The current exercise  is a one-off process and  will ultimately serve the purpose  of decision making by Government to patronize any contractor.

 

2.       Area of Services Required

(i)      Building  Construction

(ii)    General Civil Works including Roads, Highways, Flood and Erosion Control etc;

(iii)    Water Engineering Works;

(iv)    Mechanical and Electrical Engineering Services;

(v)     Rural Electrification;

(vi)    Computer and Information/Communication Technology and other specialist trade as may be indicated in the data sheet accompanying pre-qualification documents.

3.       Criteria for Evaluation of Pre – qualification Documentation:

3.1     Prospective Contractors shall be required to submit the following documents along with their applications:

 

(i)      Evidence of registration of company or business name with the Corporate Affairs Commission (Certificate of Incorporation for Limited Liability Company and Registration of Business  Names for Enterprises):

 

(ii)     Articles and Memorandum of Association, Form CAC07 i.e. Particulars of Directors and Form CAC02 i.e. Particulars of Shareholders:

 

(iii)    Photocopy of Tax-Clearance Certificate covering the past three years (2008,2009& 2010);

 

(iv)    Value Added Tax (VAT) Registration Certificate and evidence of past remittances:

 

(v)     Company Profile including List and Resume of Management and Key Professional Staff and photocopies of their academic qualification certificates and evidences of  registration with relevant Professional Bodies.

 

(vi)    List and Verifiable documentary evidences of similar projects executed successfully in relevant sectors in the past five years. (Submission of the following documents would be advantageous: i.e  copies of Letter of contract Awards Certificates of Completion; Partnership Agreement or Memorandum of understanding (MOU) with foreign Organizations; Suppliers: Manufacturers, etc);

 

(vii)   List of Plants and Equipment owned/leased by the company, with information on their  location address and year of  manufacture;

 

(viii)  Evidence of financial capability and Banking support (Reference  Letters, Statement of Accounts, Certificates for investment  Deposits etc);

 

(ix)    Name(s) and Contact Address(es) with e-mail/telephone number(s) of designated  company Location Officer with the Osun State Government.

 

(x)     Company’s 3-year Financial summary and 3-year Audited Account

 

(xi)    Evidences of Registration with the Ministry of  Works and Transport and/or other  relevant Agencies of Osun State Government.

 

(xii)   Registration of Business premises and payment of Osun State Development levies, Water Rates and Taxes (where applicable); and

 

(xiii)  Evidence  of payment of a flat pre-qualification fee of N10,000.00 (Ten Thousand  Naira Only) per sector of interest as may be indicated in the  application.

 

4.       General Information:

Prospective Contractor seeking any further clarification should, at least ten (10) days before the closing time of this advertisement, contact. The Director-General Osun State Bureau of Public Procurement Office of the Governor Osogbo, Osun State. 4.

 

5.       Submission of Pre-Qualification Documents:

Interested contracting firms or consortium of companies are to submit their Pre-qualification Documents enclosed in wax-sealed envelopes and clearly marked on top right hand corner as follows: Pre-Qualification as a Contractor “…..Sector” and drop them in the Tender Box in the Conference Room of Osun State Bureau of public Procurement.

 

All Applications for pre-qualification MUST reach the Director-General, Bureau of Public Procurement, Office of the Governor, Secretariat, Osogbo, Osun State  on or before 31st May, 2011.

 

6.       Opening:

6.1     Applications submitted shall be opened immediately after close of submission by 12.00 noon at the Conference Hall of the Bureau of Public Procurement Office of the  Governor, Osogbo State. Interested companies and Civil Society Organizations which desire to witness the opening  are encouraged to do so.

 

7.       Verification of Information/Data Supplied

Post-qualification process may also involve verification of information supplied by companies  in their applications and physical demonstration of special skills, work  or equipment/machinery listed in their submissions. Companies may also be requested to provide additional information or give further clarification or submission to the Osun State Brueau of Public Procurement, Misrepresentation of facts, gross misstatement or false declaration, if discovered, may for the basis for disqualification.

 

8.       Please Note that:

(i)      Late submissions will be rejected

(ii)     Pre-qualification documents should be very clear about bidder’s areas of interest; and

(iii)    Osun State Government is not legally bound to enter into any contractual agreement or negotiations with any party based on this Advertisement.
