Introduction

The Regional Centre for Training in Aerospace Surveys (RECTAS) is an inter-Governmental organization established in 1972 under the auspices of the United Nations Economic Commission for Africa (UNECA) to develop African institutional and human capacities in the areas GIS, Remote Sensing and Cartography for resources’ mapping and sustainable development. The Centre is situated on the Obafemi Awolowo University campus: lle-lfe, Nigeria. The Federal Government of Nigeria, as host country, is supporting the physical development activities and projects in the Centre. As part of the support for the year 2011, the following projects have been earmarked for execution for which interested reputable contractors are invited to forward their tenders.

 

Tender Specifications and Requirements Tender Items

1.       Construction of International students’ hostel,

2.       Construction of Administrative building (structural framework),

3.       Construction of twin 3 bedroom bungalow (with boys’ quarter) for General staff.

4.       Construction of detached 3 bedroom bungalow withstudy & boys quarter for Professional staff.

5.       Supply of vehicles.

6.       Rehabilitation and upgrading of Photo-litho building.

7.       Design and production of RECTAS’ Strategic/Master Plans.

 

Tender Requirements

1.       Evidence of Company Registration.

2.       Evidence of tax clearance certificate in the last 3 years,

3.       Evidence of VAT registration and remittance in the last 3 years.

4.       Evidence of financial capability to handle the work.

5.       Company profile which includes names, qualification and experience of key personnel, evidence and proof of similar projects previously executed,

6.       Evidence of registration with the Office of the Surveyor-General of the Federation or Federal Ministry of Works. Housing and Urban Development.

 

Collection of Tender Documents

Collect bidding documents on payment of a non-refundable fee for each of:

1.       N50.000.00 (fifty thousand naira) for each project listed No, 1-4.

2.       N25,000.00 (twenty five thousand naira)for each project listed No. 5

3.       N10,000,00 (ten thousand naira) for each project listed Nos. 6 and 7.

 

Submission of Tender

All completed tenders should be submitted in sealed envelopes with the inscription of the project on or before 16th June, 2011.

 

Opening of tenders shall take place the following working day at the end of the 6 weeks at 12 noon at the Centre.

1.       The Centre reserves the right to verify the veracity and authenticity of any claim(s) made in the pre-qualification documents submitted by companies,

2.       Failure to comply with instructions and the provision of any required documents may result in automatic disqualification,

Call for Proposals

 

The Rivers State Government in collaboration with UNDP under its 7th Country Programme is implementing activities in four (4) thematic areas contained in the Country Programme Action Plan (CPAP): Capacity for Governance Programme (CGP), Economic Governance Programme (EGP), Private Sector Development Programme (PSDP) and Sustainability and Risk Management Programme (SRMP) (comprising the Governance of HIV/AIDS and Environmental Governance programmes).

 

To realize the objectives of the programme as contained in the 2011 Annual work plan signed between the Rivers State Government and UNDP, the office of the Senior Special Assistant to the Governor on International Donor Agencies, requests proposals from qualified individuals, firms, corporate bodies and civil society organizations with requisite qualifications/experience for activities under each thematic area.

 

A.      Economic Governance Programme (EGP)

(i)      Develop a framework/policy for aid coordination and management and   conduct stakeholders’ forum to validate the policy.

(ii)     Conduct capacity building workshop on effective Project Monitoring and Evaluation of Aid Programmes and development of Monitoring and Evaluation tools and indicators matrix for Implementing Partners and MDAs.

(iii)    Development of RIVSEEDS 2 with links to National Vision 20:2020

(iv)    Production of Fiscal Policy Management Manual

(v)     Capacity building of staff on the Fiscal Policy Management Manual.

(vi)    Production of Socio Economic Reports (SYB 2009) for Rivers State

B.      Private Sector Development Programme

1 Microfinance initiatives

Conduct Micro finance training for key managers of microfinance institutions and banks on Monitoring and Evaluation (including microfinance tool kit and framework) and facilitate implementation of agreed agenda on inclusive microfinance activities with MFBs/Institutions within the State

 

C.      Sustainability and Risk Management Programme (Srmp) Environmental Governce Programme

(I)      Conduct vulnerability Assessment of Climate Change Impact

(ii)     Prioritize sites for carbon footprint assessment and implement Green House Gases assessment.

 

Application Procedures

All interested individuals/firms/NGOs/consultants and corporate bodies are to submit two (2) copies each of a detailed technical proposal and a financial proposal in separate sealed envelopes stating clearly the activity applied for.

 

The top left of each envelope should be marked TECHNICAL PROPOSAL, or

FINANCIAL PROPOSAL, as may be applicable. Individual proposal should include three(3) copies of CVs while firms/corporate bodies should include certificate of incorporation, evidence of three(3) years Tax clearance, three(3) years Annual Audited Reports, company profile/staff, list of key staff/personnel that will work on this assignment and other relevant information.

3.    The Federal Ministry of Water Resources now invites sealed bids from eligible and qualified bidders for the supply of the operational support equipment as listed on the table above.

 

4.       Bidding will be conducted through National Competitive Bidding (NCB) procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the guidelines.
