The Federal Government of Nigeria has obtained a credit from the International Development Association (IDA) towards the implementation of the Economic Reforms and Governance Project (ERGP), The Bureau of Public Service Reforms (BPSR), an agency of Government is a beneficiary of the credit and intends to apply part of the proceeds of the credit for services, including the engagement of a reputable Information Technology and Communication (ICT) consultant to install E-(On-line) Application and NELEX Web Portal System in the Federal Civil Service Commission (FCSC) and Federal Ministry of Labour and Productivity.

 

The installation of anE-(On-line) Application and NELEX Web-Portal system in the two agencies is part of the BPSR ERGP Performance Improvement Facility (PIF) scheme aimed at improving the operations and service delivery of the two agencies. One of the key statutory mandates of the Federal Civil Service Commission is to appoint suitably qualified persons into the Federal Civil Service. These qualified persons must come to Abuja to collect the Applications Forms, filling them manually and submit the Application Forms at the Federal Civil Service Commission Office in Abuja. The centralized access to the Application Form poses a lot of risks and challenges both to the applicant and the Commission. Some of the challenges include the long distance travel, high transportation cost, security, unreliable database of applicants at the Commission to facilitate tracking and retrieval of information etc In addition, the Ministry of Labour and Productivity has developed a web-portal for on-line registrations of job seek and job placement. While the web-portal is functional and operational in the Federal Capital Territory (FCT), it has become necessary to expand the Nelexweb-portal system to the Northern and Southern parts of the country.

 

Objective:

The E-(On-line) Application and NELEX Web Portal system is to:

i.        Facilitate easy access to Application Forms to everyone that could gain access to internet services anywhere in the world;

ii.       Streamline MDAs business process and ensure their effective workflow in processing Application Forms, and documentation;

iii.      Ensure good storage/real time retrieval of needed information from the database:

iv.     Engender the transformation of operation towards efficient and effective service delivery and;

v.       Improve the capacity of MDA staff.

 

Submission of Expression of interest

Prospective Consultancy firms are invited to submit Expression of Interest to install the E-(On-line) Application and NELEX web-portal system. A more detailed Terms of Reference (TOR) shall be provided with the Request for Proposals (RFP) and sent to firms that will be shortlisted for the consultancy service.

 

Qualification and Eligibility

Consultancy Firms must provide the under-listed information and any more indicating that they are qualified to perform the service; viz:

i.        Evidence of registration incorporation to provide services in the area of E-(On-line) Application and NELEX web portal system (photocopy);

ii.       At least Five (5) years’ experience in providing similar E-(On-line) Application and NELEX web portal system in sub-Saharan Africa;

iii.      Evidence of Technical experience/competence including evidence of similar assignments completed (i.e. veritable track record in E-(On-line) Application and NELEX web portal system):

iv.      Comprehensive listing of mix of technical staff to be deployed. Evidence of experts in the following areas: Information Communication Technology (ICT) experts/System Analysts/Engineers/ Database Administrators and Management Information System experts. Soft-ware technology competencies or similar software solutions competencies;

v.       Comprehensive Company profile including registered office, functional contact address, GSM Number and, E-mail address etc.

 

A firm will be selected in accordance with the procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 1997 (Revised September, 1999, 2002 and May 2004).

One at the mandates’ of the Ministry of Niger-Delta is the coordination of developmental activities in the country, particularly in the Niger -Delta region. The challenge faced by the Ministry in carrying out this mandate is traceable to lack of database on projects that have been implemented in the region as well as the Development Champions financing the projects. The implication is that projects are duplicated in some areas resulting in waste of resources, uneven development and marginalization of some areas from development activities in the country.

 

Objective:

The objective of the Development Champions Database web portal is to:

i.        Assist the Ministry to identify individuals, groups, organizations and agencies that have implemented, currently implementing or intending to implement development projects in the country;

ii.       Assist the Ministry to document and coordinate all development interventions and activities in the country and;

iii.      Serve as avenues that will provide relevant information to assist Development Champions make the right decisions as regards choice and location of projects and; to display information about the specific needs of the people of the region.

 

Submission of Expression of Interest:

The installation of the Unified Communication and Collaboration computerization System in the MDAs is part of the BPSR ERGP Performance Improvement Facility (PIF) scheme aimed at improving MDAs operations and service delivery of the citizenry.

 

2.       Communication is an important aspect of the success of any organization. Unfortunately, in most MDAs communication has become a major Problem. In some arms of the service, it takes too much time to pass information between members of staff and; organizing meetings, presentations and seminars even take longer time. When staffs in various departments have to work on the same project, the time taken to complete such projects is usually long as intra-departmental communication is usually poor. In order to provide a platform to facilitate quick and easy communication and collaboration between staff of MDAs, the BPSR PIF scheme plan to create a state of the art messaging and collaboration system that will allow staff of MDAs to communicate and collaborate with each other using several electronic corporate communication tools and: also allow several departments to coordinate on the same project and programmes at any time with ease.

 

Objective:

The specific objective of the system is to:

i.        Improve communication and collaboration among members of staff in the MDAs:

ii.       Aid coordinated workflow and make communication seamless;

iii.      Enable real-time collaboration across MDAs and its stakeholders;

iv.      Significantly improve the decision support environment by increasing the level of collaboration and cooperation for better informed and rapid decision-making and;

v.       Provide communication tools that allow communication to flow, and built team sites with members from different locations and members collaboration with each other via discussion forum, meeting and project workspaces.
