1.       This invitation for Bids follows the General Procurement Notice for this project that appeared in Development Business, issue no. 591 of 2nd July 2007.

 

2.       The Federal Government of Nigeria has received a credit from the International Development Association (IDA) toward the cost of Science and Technology Education Post Basic (STEP-B) Project, and it intends to apply part of the proceeds of this, credit to payments under the agreement(s) resulting from this IFB: STEP- B/CoEx Solid Minerals/GDS/NCB/02/12

 

3.       The Kaduna Polytechnic, Kaduna Science and Technology Education Post Basic (STEP B) Project serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Procurement and Installation of Internet Infrastructure and Supply of Internet Services, e-Books, e-Journals and Computer Softwares at Kaduna Polytechnic, Kaduna, Nigerian Institute of Mining and Geosciences, Jos, Federal University Of Technology, Yola, The Federal Polytechnic, Nekede-Owerri, and The Federal Polytechnic, Nasarawa.

4.       Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under  IBRD Loans and IDA Credits, edition of May 2006 and is open to all eligible Bidders as defined in these Guidelines, that meet the following minimum qualification criteria;

a.       Must have completed at least 2 successful contracts involving the installation of Internet Equipment, the Provision of internet Services and technical Support of comparable scale to Purchaser’s needs

b.       Demonstrate experience in installing and managing Internet Infrastructure and the Provision of Services.

c.       Must show Financial Viability, and to demonstrate annual turnover and liquidity of at least a minimum acceptable figure for 3 years, A reasonable annual cash flow of at least 5 times the estimated proposed contract.

 

5.       Interested eligible Bidders may obtain further information from Project Manager and inspect bidding documents at the address given below froum 8:00am to 4:00pm excluding public holidays.

 

6.       A complete set of hard copy bidding documents in English Language may be purchased by interested Bidders on submission of a written application to the address below and upon payment of a nonrefundable fee of fifteen Thousand Naira N15,000.00) only or $100 (One hundred United States Dallas) only. The method of payment will be in Bank Draft in favor of STEP-B CoEx Solid Minerals Project, Kaduna Polytechnic, Kaduna. The document will be collected by the representative of the bidder or by courier service on request.

 

7.       Bids must be delivered to the address below at or before 17th April 2012 by 12:00 noon Bids need to he secured by a Bid Security from a reputable Bank” and the amount of Bid Security required is 2.5%, Electronic bid will not be permitted. Late bids will be rejected. Bids will be opened in the presence of Bidders’ representatives, who choose to at the address below on or before 17th April, 20 12 by 12 .00 noon.

 

8.       The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii)  that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.

A margin of preference for certain goods manufactured domestically shall not be applied,

The Federal Government of Nigeria has obtained a credit from the International Development Association (IDA) towards the implementation of the Economic Reforms and Governance Project (ERGP), The Bureau of Public Service Reforms (BPSR), an agency of Government is a beneficiary of the credit and intends to apply part of the proceeds of the credit for services, including the engagement of a reputable Information Technology and Communication (ICT) consultant to install Electronic Document Management and E-File Archival System MDAs.

The installation of the Electronic Document Management and E-File Archival System in MDAs is part of the BPSR ERGP Performance Improvement Facility (PIF) scheme aimed at improving MDAs operations and service delivery of the citizenry.

The objective of the EDM and E-Archival System in MDAs is to:

i.        Safe storage of physical Files and documents:

ii.       Easy search and retrieval of archived documents

iii.      Electronically capture, convert, and improve information storage and dissemination;

iv.      Archived files and documents will be captured, converted and store electronically;

v.       Facilitate easy integration of archived solutions into the operations of MDAs  and;

vi.      Facilitate easy on-line access to archived information; etc.

Submission of Expression of Interest:

Prospective Consultancy firms are invited to submit Expression of Interest for the installation of the EDM and E-Archival system in MDAs. A more detailed Terms of Reference (TOR) shall be provided with the Request for Proposals (RFP) and sent to firms that will be shortlisted for the consultancy service.

Qualification and Eligibility:

Consultancy Firms must provide the under-listed information and any more indicating that they are qualified to perform the service; viz;

i.        Evidence of registration incorporation to provide services in the area of Electronic Document Management and E-Archival system (photocopy);

ii.       At least Five (5) years’ experience in providing similar Electronic Document Management and E-Archival system in sub-Saharan Africa;

iii.      Evidence of Technical experience/competence including evidence of similar assignments completed (i.e. veritable track record in Electronic Document Management and E-Archival System);

iv.      Comprehensive listing of mix of technical staff to be deployed, Evidence of experts in the following areas; information Communication Technology (ICT) exports/System Analysts/Engineers/ Database Administrators and Management Information System experts. Soft-ware technology competencies or similar software solutions competencies:

v.       Comprehensive Company profile including registered office, functional contact address. GSM Number and, E-mail address etc.

 

A firm will be selected in accordance with the procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 1997 (Revised September, 1999, 2002 and May 2004).

in the Federal Civil Service, access to relevant information and documentation in a timely manner is very vital to decision-making. However, in most arms of the Federal Civil Service, such information is not always readily available and when it is, it is outdated most of the time. The challenge is to have a system put in place that will allow staff to get whatever information they require at the shortest possible time. Hence the need for the creation of a virtual repository of information that is accessible from anywhere at any time. The digital virtual is an electronic library that behaves and operate just like a real world library but is accessible via a computer over a network or the internet. Once the virtual library is implemented, users will have access to its contents by registering and then borrowing whatever materials they require just like in a regular library. The library will be recognized content providers from all over the world. Through this system, the MDAs will be in a position to digital and upload a number relevant documents, polices and programmes to the library. The E-Library will reside in the MDAs but the contents will be available over the internet.
