Construction of a Shopping Mall & General Toilets Invitation for Expression of Interest

 

The University College Hospital (UCH), Ibadan, Nigeria’s premier and foremost teaching Hospital, is desirous of constructing the under listed projects in line with the Federal Government’s Policy on Public Private Partnership (PPP).

 

To this end, applications are hereby invited from reputable qualified contractors to bid in line with the Federal Government’s PPP Policy for the construction of the following:-

  • Shopping Mall at the East Section of the Hospital
  • Shopping Mall at the West Section of the Hospital
  • General Toilets

 

Scope of Project:

To build, operate and transfer (BOT) a shopping mall at the East Section of the Hospital with zero (nil) percent finance from the Hospital.

 

Requirements:

The prospective contractors will be required to submit all the under-listed documents:

I.       Company Profile and organizational structure with names and        qualification(s) of key personnel

II.      Certificate of Registration (Incorporation) with the Corporate Affairs      Commission

III.     Evidence of registration with the Federal Ministry of Works

IV.    Evidence of Contributory Pension Scheme for Staff

V.      Evidence of VAT registration and remittance in the last three years

VI.     Evidence of three (3) years audited Annual Report

VII.  Evidence of financial capacity/capability to handle the job and bank reference.

VIII. Evidence of technical capacity/capability, covering quality management services in the field of design, construction and maintenance to match the scope.

IX.     Evidence of relevant experience in executing similar projects, giving scope, location, value and schedule

 

Submission of Documents:

Interested Companies who are to source, fully finance the project and recover the cost in line with the Public Private Partnership (PPP) Policy of the Federal Government are requested to visit the Hospital to access the extent of work to enable them prepare their Bid Document(s).

 

Bidders are to pay a non-refundable tender fee of N20,000 (Twenty Thousand Naira) only into the Hospital’s Tender Account at the First City Monument Bank (FCMB) Plc, UCH Branch and convert the Deposit Slip to the Hospital’s receipt at the Finance & Accounts Department of the Hospital. Photocopy of the receipt should be attached to the tender documents.

 

All Bid documents should be enclosed in an envelope, sealed and marked appropriately in capital letters at the left hand corner either as “Tender for the Construction of Shopping Mall” or “Construction of General Toilets”, and addressed to:

The completed and sealed documents should be deposited in the Tender Box in the office of the Deputy Director (Procurement) on or before 20th August 2012.

 

The submitted documents will be opened on 20thAugust, 2012 by 12.00noon in the Hospital’s School of Nursing Hall. Bidders or their representatives should endeavour to attend.

 

Please note that the University College Hospital, Ibadan is not bound to accept the lowest of any bid/quote and that the Hospital is not liable for any cost(s) or expenditure incurred by any contractor for this exercise.

Please note that the PPP arrangement is 0% (zero percent) finance by the Hospital.

3.       Tender Requirements

4.1     For each lot, interested Tenderers are to submit Technical and Financial Bids

3.0     Bidding Criteria

Interested contractors are required to submit the following:

 

a.       Company profile and organizational structure including names and resume of key personnel, including their certificates.

b.       Verifiable list of previous/similar major works carried out in the recent past with their locations and clients (copies of completion certificates/final payment certificates should be attached)

c.       Evidence of incorporation and current tax clearance for last three (3) years. d.   Reference letter from the company’s banker(s)

e.       List of equipment to be used for the project and their location (state whether

the equipment are leased, hired or owned)

f.       Evidence of compliance with Pension Reform Act 2004 (as amended)

g.       Evidence of compliance with the amended industrial Training Fund Act 2011

h.       Evidence of payment of non-refundable fee of project.

 

4.0     Submission of Pre-Qualification Documents

Duly completed documents should be neatly packaged with Title of the project and lot number Marked on the left Hand side envelop for the review of the University. It should be hand-delivered to:
