Introduction:

The ABUTH Management hereby invites interested and reputable Contractors and Suppliers with relevant experience and good track record for pre-qualification for the following projects at ABUTH, Zaria with effect from Monday, 25th June, 2012 to 30th July, 2012.

 

1.         COMPLETION OF CARDIOTHORACIC CENTRE (SUPPLY OF EQUIPMENT)

2.         PROCUREMENT OF MEDICAL EQUIPMENT FOR MEDICINE DEPARTMENT

3.         REHABILITATION OF SEWAGE TREATMENT PLANT

4.         PURCHASE OF EQUIPMENT AND TRAINING FOR CANCER RESEARCH

 

2.0       Pre-Qualification

In order to be considered for pre-qualification, bidders must submit the following:

i.          Certificate of Registration with Corporate Affairs Commission.

ii.         Evidence of Current Tax Clearance.

iii.        Company Audited Account for the last 3 years,

iv.        VAT registration certificate.

v.         Evidence of Registration with PENCON

vi.        Original copies of documents listed in item (i-iv) for sighting during the opening session which is scheduled for 31st  July 2012 at 2:00pm.

vii.       Evidence of Experience with similar jobs in the last three years. This should include the scope/volume of work and the amount, which should be verifiable.

viii.      Evidence of financial capability to handle the job and bank support

ix.        Company profile including names and technical qualification(s) and experience(s) of key personnel.

 

3.0       Submission of Pre-Qualification Documents

The completed pre-qualification documents should be enclosed in an envelope, sealed and marked “PRE-QUALIFICATION DOCUMENTS FOR THE (Indicate the Project you are bidding for) and addressed to:

4.0       The completed pre-qualification documents should be deposited in the Tender Box situated at the Office of the Chief Medical Director, ABUTH, Zaria.

 

5.0       The submitted pre-qualification documents will be opened on the 31st July, 2012 at 2.00pm. in the presence of bidders or their representatives who choose to attend, at the Board Room, ABUTH Permanent Site, Shika-Zaria.

 

6.0       This is not an invitation to tender, full tendering procedure will be applied only to bidders that have been pre-qualified and found capable of project delivery.

 

7.0       Tenderers should note that only pre-qualified companies would be invited to submit financial bids. The ABUTH Management reserves the right to reject any or all pre-qualification documents.

Introduction

The Lake Chad Research Institute (LCRI) Maiduguri in accordance with public procurement act. 2007 wishes to carryout some of its captor projects under the 2012 budget. To this end, interested and reputable contractors with relevant experience are invited to submit pre-qualification document/tender for the

(A)    Scope of Work

Lot 1:          Construction of wall fencing of experimental farms

Lot 2:          Renovation and furnishing of eleven (11) rooms offices block at the institute sub-stations (Ngala and Biu)

Lot 3:          Construction of 1.5 km road, Maiduguri (headquarters)

Lot 4:          Renovation of 37 houses at the headquarters

Lot 5:          Sinking of one borehole at headquarters

Lot 6:          Procurement of assorted reagents/install of laboratory equipment

Lot 7:          Procurement of automatic hydrometer station

 

(B)     Pre-Qualification Requirements:

i.        Evidence of registration with corporate affairs commission (CAC)

ii.       Evidence of technical capability

iii.      Last three (3) years company’s audited account (2009, 2010 and 2011)

iv.      VAT registration/VAT payment/exemption certificates

v.       Three (3) years tax clearance certificate (2009, 2010, and 2011)

vi.      Detailed information on technical personnel and the staff of the company

vii.     Financial capability and banking support:

viii.    Evidence of similar project executed in the past three (3) years (letters of award and completion certificate)

ix.      Evidence  of compliance with pension reforms act. 2004

 

(C)    Collection of Documents:

Interested contractors/companies should collect the tender documents from the procurement planning committee (PPC) secretariat, Room 04, 1st floor, and administrative block, Lake Chad research institute (LCRI) Maiduguri, Borno state, after payment of non-refundable fees of thirty thousand naira only (N30,000.00) for each lot in bank draft payable to the Ag. Executive Director, Lake Chad research institute.

 

(D)    Submission

The (i) Technical and (ii) financial bid documents shall be sealed and labeled ‘Technical and financial bids’ respectively as appropriate and the two envelopes should be put in another envelope sealed and labeled at the right hand corner indicating project name. The tender documents (technical and financial bids) shall each be submitted in three (3) copies, one original and two other copies and all pages therein to be dully endorsed by an authorized principal officer of the bidding company. The document should be addressed and submitted to:

 Subject: Expression of Interest to strengthen organisational System for improve HIV/AlDS and Maternal and Child Services to Selected Communities

 

To: Civil Society Organizations (CSO) and Faith Based Organizations (FBO) working in one or more of the following states: FCT Abuja, Gombe or/and Akwa Ibom

 

Program Objective:

Management Sciences for Health (MSH); PLAN Health Project is a USAlD-financed program to strengthen the leadership and management capacity of the Government of Nigeria and Civil Society Organisations to provide improve HIV/AIDS and associated health services. To achieve this goal PLAN-Health has two broad, out related strategic goals:

 

1.         Provide support and technical assistance to government agencies actively involved in the development and implementation of health policies and their respective frameworks; and

2.         Develop local expertise to improve HIV/AIDS and other health services through strengthened institutional capacity in Nigeria,

 

Rational for the grant: PLAN Health project is awarding grants to CSOs that will be committed to strengthening organizational systems; and whose mission includes providing maternal and child services to women of child bearing age in local communities in Akwa Ibom or FCT or/and Gombe. Successful organizations will be expected to utilize the strengthened systems in creating demand for PMTCT and other maternal and child health services in the local communities. This grant will be a contribution towards the total cost needed to provide PMTCT and ANC in those communities.

 

PLAN Health is looking for five organizations that will receive $10,000 each. Only successful organizations will be invited to the next phase of selection. The grant cannot be utilized in funding any administrative cost or salary. The period of performance will be from October 2012 to September 2013.

 

Eligibility Criteria:

This opportunity is open to only non-governmental organizations, faith based organizations and community based organizations in the locations indicated above.

 

Essential Requirements:

  • Duly registered and provide services in Nigeria as indigenous organizations
  • Available to benefit from a mandatory 3-month system strengthening intervention that will focus on finance,  M & E and board governance prior to receiving the grant.
  • Have a registered board that is willing to provide governance oversight.
  • Willing to be mentored on how to adhere to generally accepted accounting principles.

 

 

Desirable Requirements:

  • The mission of the organization includes services to women and children (40%)
  • Have over three years demonstrated commitment to addressing Key challenges of the HIV/AIDS epidemic especially PMTCT and ANC services for women (40%)
  • Are willing to commit resources including time towards the process of their institutional development (20%).

 

Selection Process and Criteria:

The selection process will conform to the USG procurement Integrity Standard of transparency and fairness. Selection will be based on the eligibility criteria and responsiveness to the guidelines for submission.
