The management of Federal Medical Centre Keffi plans to execute the following supplies under the 20l2 Capital Project.

 

  1. Establishment of oxygen gas local plant stations
  2. Oxygen gas piping including all flow control Accessories

(a)  Accident and Emergency Ward.

(b)  Paediatrics Emergency.

(c)   Obstetrics and Gynaecology Emergency.

  1. Supply of protective and storage accessories for Gas Plant.
  2. Supply Installation of Telemedicine/Her System with Maintenance and Training for One year.
  3. Telemedicine/ICT Centre Networking
  4. Telemedicine/ICT Centre Furnishing
  5. Completion of telemedicine unit
  6. Optical Bandwidth Subscription via Glo Cable installation

 

Collection of Bid Document:

Interested Companies who have experience in similar job are hereby invited to collect bid documents from the Federal Medical Centre, Keffi Nasarawa State from 12th July, 2012 to 16th August, 2012 upon payment of a non –refundable tender fee of N20,000.00 only for each project.

 

Submission of Bid Documents:

All completed bids documents should be submitted in sealed clearly marked with the following details.

1        Preamble:

In compliance with the provisions of procurement Act of 2007 in regard to government procurement of goods and services, the Ministry of Police Affairs wishes to pre-qualify companies suitable for execution of its projects in various areas specified hereunder:

Category C:          Registration, encoding and automated asset inventory management

Category D:          Development of National framework for Community Policing

 

 

Pre-Qualification Requirements

(i)                Valid Certificate of Incorporation/registration issued by Corporate Affairs Commission,

(ii)             Tax clearance Certificate for the last three years (2009, 2012 and 2011) showing annual turnover,

(iii)           Evidence of Certificate Exemption for PENCOM in accordance with the Pension reform Act 2004 including evidence of remittance of Employees Pension Contributions Deductions.

(iv)           Company audited accounts for the last three years (2009, 2010 and 2011) showing annual turnover.

(v)             Evidence of VAT Registration Certificate

(vi)           Company Profile including details of key officers with evidence of experience on similar jobs equipment/machinery (where applicable)

(vii)        Verifiable list of similar jobs successfully executed in the last three years, stating locations of projects contract sum including letters of award and completion,

(viii)      Evidence of financial capability to execute the projects (Bank Guarantee from reputable banks)

(ix)           Declaration that the company is not:

 

(a)     In receivership, or in any form of insolvency or bankruptcy Proceeding or the subject of any winding up petition proceeding: and

(b)     Having any Director who has been convicted in any country for any criminal offence relating to fraud or financial impropriety or criminal misrepresentation or falsification of facts relating to any matter of its company.

(a)    Evidence of payment of training Contributions to the Fund (Industrial Training Fund)

(b)     Evidence of compliance with the employee’s compensation Act which requires that all employers of labour must remit 1% of the total annual emolument of their workers to the Nigerian Social Insurance Trust Fund.

 

(x)             Accompany the bid with an affidavit disclosing whether or not any officer   of the relevant committees of the Ministry of Police Affairs/Nigeria Police Force or Bureau of Public Procurement is a former or present Director. Shareholder or has any pecuniary interest in the bidder and:

(xi)           An affidavit that the information presented in the bid are correct in all particulars.

Invitation for Expressions of Interest

The Jebba Hydro Electric Plc (the “JHEP”) intends to finance the assignment/services described below under an Official Development Assistance loan (the “ODA loan”) from the Japan International Cooperation Agency (the “JICA”).

 

Project Background

JHEP is a wholly owned company of The Federal Government of Nigeria (FGN). JHEP’s Power plant with rated output of 578.4 MW is a major and most reliable facility in Nigeria Power Industry, however, it hasn’t undergone a full-scale overhaul since being operational in 1983 and the advancing deterioration of equipment at the station signifies that it is in urgent need of renovation. “FGN” has therefore applied for a loan from “JICA” to rehabilitate four of the six hydroelectric power generation units in JHEP’s Power plant.

 

 

Scope of Assignment

To achieve the above objective, the consultant will undertake the following services, including, but not limited to:

(1)     Overall Project Management

(2)     Review of Pre-investment Studies

(3)      Basic Design Reports

(4)     Preparation of Documents for Expression of Interest (Pre-qualification) and      Evaluation

(5)     Preparation of Tender Documents

(7)     Tender Assistance

(8)     Assistance in conclusion of contract with the successful tenderer

(9)     Renovation Work Supervision

(10)   Environmental Monitoring

(11)   Capacity Development

(12)   Institutional Strengthening for Project Sustainability

(13)   Financial Management

(14)   Project Monitoring and Evaluation

(15)  Documentation of Replicable Experiences

(16)   Services during Defect Liability Period (DLP)

 

The project is expected to span over a period of about 6 years.

 

Contents of Expression of Interest.

The JHEP now invites eligible consultants to indicate their interest in providing the services. In order to be pre-qualified, interested organizations are required to submit the following information: Evidence of experience in at least three (3) assignments of similar nature and complexity completed within the last five (5) years  with verifiable  letter of contract award  and certificates of job completion and details of ongoing services;

 

 

  • Company’s registration with appropriate professional bodies;
  • Company profile with a copy of Certificate of Incorporation, Memorandum and Articles of Association, forms CAC-2 and CAC-7,   where   registered   in   Nigeria   and   Joint Venture/Consortium Agreement (where applicable);
  • Submission of valid tax clearance certificate.
  • Submission of Audited Account for the last three years;
  • Submission of evidence of compliance with social security regulation, such as Open Retirement Savings Account (RSA) and Remittance of both Employer and Employee with a Pension Fund Administrator (PFA) of choice.
  • Any additional information, as appropriate.

 

 

Important Information

  • All Documents must be in English or be translated to English by a licensed translator.
  • The JICA loan is an untied loan. Thus, consultants from all countries are eligible.
  • Consultants’ experiences on projects funded by Japanese ODA will be an added advantage.
  • Consultants may associate (with local or foreign consultancy firms – showing evidence of MoU) to enhance their qualifications.
  • Consultant will be selected in accordance with the procedures set out in the effective Nigerian Public Procurement Act 2007, Guidelines by the Nigerian Bureau of Public Procurement, and with JICA Guidelines for the Employment of Consultants under Japanese ODA Loans April 2012.

1.0 Preamble

Following low response to the advertisement of 30th April 2012, the Nigeria French Language village, Ajara- Badagry, an Inter-University Centre for French Studies hereby invites interested, reputable, experienced and highly capable contractors to express their interest for the proposed Reticulation of Electricity

2.0 Pre-Qualification Requirements/ Evaluation Criteria

i.        Evidence   of incorporation   with   the   Corporate Affairs Commission.

ii.       Submission of current three years tax clearance certificate and VAT Registration Certificate.

iii.      Evidence of Audited Account for the last three years

iv.      Provision of company profile.

v.       Evidence of registration with the Village

vi.      Provision of details of staffing and level of expertise of key personnel of company

vii.     Lists of Equipment and Technology capacity.

Viii.   Provision   of verifiable   list   of previous   /similar works successfully executed within the specified contractual   time frame in the past with the location, the clients and Architect.

ix.      Evidence of financial capabilities and Bank support.

3.0 General Information

Interested contractors must collect pre-qualification screening forms from the Physical Planning Unit, Nigeria French language Village Ajara- Badagry, upon payment of non-refundable fee of N10,000.00 (Ten-thousand naira only) per project at the cash office in the Bursary Department of the Nigeria French language Village.

 

 

4.0 Submissions

All submission for each of the projects shall be in sealed envelopes and identified with their reference numbers at the top left hand corner and marked “confidential notice of intend to pre-qualify as contractor” and forwarded to Director General, Nigeria French Language Village, Ajara- Badagry, to reach him not later than Monday 6th August, 2012.
