Technical Assistance for the Implementation of the Water Component of the EU-assisted Niger Delta Support Programme (NDSP)

Europe Aid/132203/D/SER/NG

The National Authorizing Officer of European Development Fund (NAO) intends to award a service contract to recruit a consultant who will mobilize a Technical Assistance Team (TAT) – long & short-terms experts – to assist the Contracting Authority, who is also the National Authorizing Officer (NAO), to implement the Water and Sanitation Component of the Niger Delta Support Programme (NDSP) in five States in the Niger Delta; namely: Akwa Ibom, Bayelsa, Delta, Edo and Rivers.

The Water and Sanitation Project addresses the issue of poor access to safe drinking water and basic sanitation services in the five participating States in the Niger Delta.  The project will focus on improving water governance (water policies, laws and   institutional framework) in the five States, and build the capacity of the sector institutions that are currently unable to fulfill their mandate adequately. The Water and Sanitation Component of the Niger Delta Support Programme aims at bridging the gaps in the basic social services delivery, particularly in the water and sanitation sector. It is expected that with the improvement in the availability of safe water and sanitation services, there would be less cause for conflict attributed to lack of basic infrastructures. Building on the community ownership principles of the facilities, the project aims at enhancing social bonds leading to peace -building and eventual reduction of conflicts.

The services to be provided by the consultant are grouped in five categories:

(1) Project management, (2) Facilitation of the water and sanitation sector reform process, (3) Support for the implementation of water, sanitation and hygiene provisions in small towns and urban areas, (4) Information processing, monitoring and reporting, (5) Coordination with stakeholders and other donors.

The location of the assignment is in Akwa Ibom, Bayelsa, Delta, Edo and Rivers States. The contract shall be for a period of two (2) years, starting from February 2013.

The procurement notice is available from the office of the Director, Department of International Cooperation, Room 202, 2nd Floor, National Planning Commission, No 421 Constitution Avenue near the Dome, Central Business District, Abuja, Nigeria and it is also published on the Europe Aid website:
