Please refer to our recent published advertisements in the Guardian Newspapers (page 41) and Daily Trust Newspapers (page 38) of Monday, October 22, 2012 respectively as well as the Federal Tenders Journal (page 2) of Monday October 29 – Sunday November 11, 2012 on the invitation to tender for the Appointment of Human Resources Management Consultants for Staff Recruitment Interview and Selection.

 

2.       The submission of tender documents/bids has been extended to Thursday, 22nd November, 2012 by 3.00 pm. Nigerian Time and opening of bids would take place immediately on the same day at 3:30 pm in the Honourable Minister’s Conference Room, Federal Secretariat Complex, Phase I, Annex III, Maitama, Abuja.

Invitation for Expression of interest for Partnership in the Development of the Garam Model City Project

                                         

Introduction:

In line with the strategy for repositioning Niger State to become one of the top three Economies in Nigeria by 2020, the Niger State Development Company (NSDC Ltd.) currently saddled with the responsibility for facilitating and driving investments in the State, is desirous of engaging and partnering with reputable companies for the Garam Model City Project.

 

1.       The Garam Model City Project:

 

A 250 hectre plot of land situated 32 km from the FCT and comprising of

3200 mixed density plots. Adjacent to Bwari LGA, Abuja, the finished development is expected to house 30,000 in a community development

5km from Bwari Town, 18km from Kubwa and linked to Sabon Wuse by a

20m right of way road. The site is adjoined by Dorben University to the west and the proposed Garam Industrial Park to the south-west. The project comprises physical infrastructure and social amenities including schools, drainage, health centres, shopping and recreational facilities.

 

2.       Management is hereby calling for Expressions of Interest (EOI) from the following categories of expert consultants, investors and contractors for development of the aforementioned project.

 

Categories

A)      Consultants: Marketing, Financial, Management and Technical Consultants whom will provide creative marketing, research and strategy, branding, feasibility reports, project implementation oversight, and other relevant services related to the projects.

 

B)      Investors: Interested individuals/corporations in Property Development Facility Management Tourism, Hospitality, Infrastructure, Concessions, and other relevant services not stated herein.

 

C)      Contractors: Companies with requisite experience in housing development, infrastructure development, merchandising and other related construction activities related to the projects but not listed here.

 

Pre-Qualification:

4.       In order to pre-qualify, applicants are expected to be local/international firms with a proven track record in their respective fields, and are required to provide verifiable evidence related to general requirements in addition to specific category requirements as listed below.

 

Al firms are required to submit the following

  • Company profile containing contact person, telephone number and email address.
  • Copy of CAC Registration Certificate or proof of company registration.
  • Brochure showing tasks accomplished in relevant sectors.
  • Composition and profile of management team, showing qualification and years of experience in respective fields.
  • If a consortium, submit clearly delineated responsibility matrix to which value proposition will be highlighted.
  • Additional information that will enhance the application.
  • Certificate of Tax Clearance; and
  • Copy of audited accounts for the last three years.

 

Specific Requirements (Categories)

 

A)      Consultants:

  • Methodology for undertaking the assignments), fees/charges (where applicable), work plan, implementation strategy with realistic timelines for completion.
  • Proven evidence of technical ability to manage facility upon completion (where applicable).

 

B)      Investors:

  • Proof of Funding, Letter of Recommendation from financial institution.

 

C)      Contractors:

  • Proof of required equipment or access to required equipment

 

Failure to provide the above information in full will render an application invalid.

 

Submission

5.       Tenders for respective projects must be made independently with:

 

  • A non-refundable bank draft of N50, 000 payable to Niger State Development Company Ltd. (Separate drafts are required for each submission. So an organization expressing interest in project 1.i and 1.ii would require two drafts).

 

  • Delivered in a sealed envelope marked “Expression of Interest for the “Garam Model City Project”.

 

  • Four copies of all submissions are required.

 

  • Deadline for submission must be on or before 16th November 2012 4.00 p.m. on Friday, the 16th of November, 2012.

1.0     Introduction

 

1.1     The Nigerian Maritime Administration and Safety Agency (NIMASA), a Parastatal of the Federal Ministry of Transport hereby invites reputable and interested contractors/service providers/consultants with good and proven track record to submit technical and financial bids for the projects listed in the table below:

1 Re-Design of Helipad at the Nigerian Maritime Resource Development Centre (NMRDC), Kirikiri Lagos

 

2 Network Upgrade and Optimization, Eastern zone

 

3 Procurement and Installation of High capacity UPS and inverter systems

 

4 Deploying back-up servers for maritime databank

 

5 Integrated Document Management system

 

6 Reconnaissance survey and sea floor mapping of the Kirikiri channel adjacent to the Nigeria Maritime Resource Development Centre Kirikiri – Lagos.

 

 

 

2.0     Requirements:

 

2.1Prospective bidders are required to submit the following documents:

(a)  Company profile stating registered office and functional contract address (including e-mail address and Telephone numbers)

 

(b) Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC).

 

(c)  Copy of Memorandum and Articles of Association of the Company

 

(d) Evidence of Tax Clearance Certificate for the last three years (2009,2010 & 2011) showing annual turnover

 

(e)  Evidence of VAT Registration with TIN No and past remittances for the last 3 years from Federal Inland Revenue Service (FIRS).

 

(f)   Evidence of Certification or Exemption from PENCOM in accordance with the Pension Reform Act, 2004 which must include evidence of remittance of Employees Pension Contributions/Deductions as applicable.

 

(g)  Evidence of compliance with Industrial Training Fund (ITF) Act, 2011.

 

(h) Audited Statement of Account of the Company for the last three years duly endorsed by a firm of Chartered Accountants.

 

(i)    List of verifiable documentary evidence of similar projects successfully executed/on-going within the last three years (e.g. Letter of Award/ Job completion Certificates, etc)

 

(j)    Provision of Bid Security for all bids valued above N50 Million at 2% of the bid price by way of guarantee font a reputable Bank.

 

(k) Evidence of working capital for bids valued at 50 Million and above, and Reference letter from a reputable Bank of financial capability to execute the project (Bank Guarantees from a reputable bank will form part at the evaluation criteria).

 

(l)    A sworn affidavit that none of the Directors has been convicted in any court of law for any criminal offence.

 

m)  List of key personnel including professionals to be attached to the work, including photocopies of relevant professional certificates.

3.0     Collection of Bid Documents

 

3.1     Interested Companies/Firms should collect bid documents starting from Tuesday, 6th November, 2012 from the Office of the Deputy Director, Procurement, 5th Floor, Nigerian Maritime Administration & Safety Agency, No. 4 Burma Road, Apapa, Lagos after payment of a non-refundable fee of Thirty Thousand Naira (N30, 000.00) only for each Lot at The Financial Services Department (Revenue Section) of the Agency on the 4th floor.

 

4.0     Deadline for Submission and Opening of Bids:

 

4.1     All Bids should be submitted in an envelope with one set of CD rom. The envelope should be clearly marked stating the Project Lot Number, Company’s Name and submitted on or before 12noon on Tuesday, 20th November, 2012 in the office of:

7.0     Please Note:

 

(i)                Late submission of bids will not be entertained.

Advertisement for CSOs and PSOs to Provide HIV/AIDS Services

 

Issuance Date: 2nd November, 2012

 

Kebbi State Agency for the Control of AIDS (SACA) coordinates the response to HIV/AIDS epidemic in the state. It has received financing from the World Bank to coordinate the HIV/AIDS Program Development Project (HPDP 2) and intends to apply part of the proceeds for consultant services.

 

Assignment Description & Services Requested (Scope of Work)

This is a call for Expression of Interest from qualified and competent organizations to respond to (i) HIV Prevention of New Infections and (ii) Care and Support.

 

Under the two service categories mentioned above, organizations are expected to work with any or all specified target populations within the specified geographic coverage areas to deliver, evidence based HIV intervention packages in line with international standard and best practices.

 

A.      HIV PREVENTION OF NEW INFECTION

1. Most At Risk Populations (MARPs)

i.        Target population – Female Sex Workers

ii.       Geographical Area – Bagudo, Arewa, Gwandu, Shanga, Zuru, Birni Kebbi and Fakai Local Government Areas (LGA)

 

2. Other Vulnerable Groups

i.        Target population -clients of FSW (e.g. long distance drivers and migrant

workers), youths.

ii.       Geographical Area – Yauri, Bagudo, Shanga, Birnin Kebbi, Gwandu, Arewa,

Jega, Zuru and Dandl LGAs.

 

3. Prevention of Mother to Child Transmission of HIV

i.        Target population – Pregnant women, Health care providers, Traditional Birth Attendants (TBAs), house hold heads, traditional and religious leaders.

ii.       Geographical Area – identified communities with documented evidence of low up-take of PMTCT services within 21 LGAs.

 

B.      CARE AND SUPPORT

 

1. Care and Support of PLWHA

i.        Target populations – People Living With HIV/AIDS (PLWHA)

ii.       Geographical area – B/Kebbi, Argungu, Koko-Besse, Yauri, Jega, Zuru, Suru, D/Wasagu and Kalgo LGAs.

 

2. Care and Support for OVCs

i.        Target groups – Children and who lost one or both parent (physically or mentally challenged, school drop-out).

ii.       Geographical area – B/Kebbi, Argungu, Yauri, Zuru, Suru, Kalgo, D/Wasagu, Koko-Besse and Jega LGAs

 

SELECTION CRETERIA

Kebbi SACA invites eligible organizations to express their interest in providing any of the above mentioned services. Interested Organization must provide information indicating they are qualified to perform the services which include evidence of registration with CAC of not less than one year old, brochures / organizational profile containing area of expertise, description of similar assignments with delivered results, demonstrate logistics, and infrastructural capacity to deliver, experience in similar projects, availably of adequate staff with appropriate skills, office accommodation located within the state, operational governance structure and process, understanding the culture and traditional values including local languages of the project areas, evidence of working in and with the community and evidence of financial management Organizations are encouraged to associate to enhance their qualifications.

 

General Terms and Conditions

Organizations will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition).

  • All Expression of Interest must be submitted in triplicates (three hard copies), one CD -Rom and delivered to KBSACA on or before 23rd November 2012.
  • The sealed envelope must be clearly marked ‘KBSACA- Expression of Interest for HAF Grant.
