2        The Federal Republic of Nigeria has received a loan from the African Development Fund towards the cost of the Support to National Programme for Food security (SNPFS) in Ekiti, Ondo and Cross-River States and intends to apply part of the funds to cover the eligible payments under the Contract for the following works:

3.       Bidders may submit bids for all the lot and must possess the capacity and/or capability to execute the jobs contained in the lot.

 

4.       The Cross-River State Agricultural Development Programme (CRSADP),

responsible for implementing this project in Cross-River State; now invites sealed bids from eligible bidders for the execution of the above stated Works.

 

5.       A complete set of bidding document may be purchased by interested bidder on submission of a written application to any of the addresses below and upon the payment of non-refundable fee of Twenty Thousand Naira (N20, 000.00) in local currency or other freely convertible currency.

(a)  7.       Bids shall be delivered to Cross-River State Agricultural Development Programme (CRSADP), IBB Way, Opposite Margaret Ekpo international Airport, Calabar, on or before 12 noon on 5th December, 2012 and must be accompanied by a bid security as indicated above, at which time they will be opened in the presence of the bidders who wish to attend.

The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Community and Social Development Project and intends to apply part of the proceeds for consultancy services for External Auditing for Abia CSDP

 

The Community and Social Development Project (CSDP) is a development intervention that built on the LEEMP and CPRP structures to effectively target social and natural resources at the community level, as well as improve LGA, responsibility to service delivery. One of the key highlights of the CSDP is that clear-cut supportive roles and responsibilities are provided for the key actors in the project cycle. They include: the Federal level, the State level, the Local Government level and the community level. The following are the 3 major components:

 

 

Project Component: 1- Coordination & Program Support.

 

Project Component: 2- LGA/ Sectoral Ministries Capacity & Partnership Building

 

Project Component: 3 – Community-Driven Investment.

 

 

Objective of the Service:

The overall objective for Hiring of External Auditors is to perform external auditing of the Abia CSDP operations, assess the Agency’s existing financial management system and produce a comprehensive report on the outcomes.

 

Team

 

The Team Leader must have an advanced degree in Economics, Accountancy, Management or Business Administration and at home with accounting software.

He/She must also be a member of acceptable accounting professional body with over 10 (ten) years cognate experience.

 

 

Scope of Service

The External Auditing Services shall be annually and renewable upon satisfactory performance.

 

 

Selection Method

Consultants’ Qualification (CQ) method shall be used to process the selection of External Audit consultants.

 

 

Payment Schedules:

30% of the contract sum upon submission and acceptance of inception report

 

50% of the contract sum on submission of draft report.

 

20% of the contract sum on submission and acceptance of final report

 

 

The Abia State Agency for Community and Social Development Project (ABIA-CSDP)-now invites eligible consultants to indicate their interest in providing the services.

 

 

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments experience in similar conditions, availability of appropriate skills among staff, etc) Consultants may associate to enhance their qualifications

  • Evidence of Incorporation and registration with CAC.
  • Genuine Tax Clearance Certificate for the proceeding 3 years i.e. 2009, 2010 and 2011.
  • Evidence of Pension Fund/ ITF Contribution.
  • Companies audited account for the preceding 3 years.
  • Number of years of experience of similar work of the same magnitude
  • List of Similar Work Performed in the last five (5) years

 

 

Eligibility Criteria

  • Profile of the Company including list of Professional Staff qualification and competence for the assignment
  • Evidence of financial capability supported with bank statements for the last six months from a reputable bank.
  • Evidence of membership with Electrical Contractors of Nigeria in the case of LOTS ECW1, ECS1, ECE1, ECNW1, ECNC1 and ECNE1
  • Interested Firms MUST NOT submit bids for more than ONE (1) Lot.
  • Every submission must be accompanied with an affidavit that all information and documents submitted are true and correct and that no officer of the Commission is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
