 Introduction

The Federal Ministry of Information intends to undertake the procurement of various projects in the Y2013 Capital Budget and hereby invites competent and interested suppliers, contractors and consultants with relevant experience to tender for the projects.

2.       Details of Projects

LOT 1:        Production of various Publications on Government Policies and Programmes.

LOT 2:        Production of Documentaries and Jingles on Government Policies &

Programmes.

LOT 4:        Supply of Repository Equipment and Technical Materials.

LOT 5:        Digitization of National Archives: Supply & Installation of heavy duty scanners, softwares, computers and accessories.

LOT 6:        Provision of Training Services for Human Capital Development & Advanced Computers Training on Excel & Financial Software Applications.

LOT 7:        Provision of Training Services for Capacity Building for Budget Monitoring and Evaluation and Financial Management.

LOT 8:        Procurement of Computers. Printers and Modern Public Enlightenment Equipment.

LOT 9:        IT Consultancy Services on the Management and Integration of Social Media Platform collaboration including secured WAN with VPN optimization.

LOT 10:      Hosting and Management of the National Web Portal and Ministerial Website www.nigeria.gov.ng.

LOT 11:      Media Consultancy Services for External Publicity.

LOT 12:      Media Consultancy Services for Production of Specialized Publicity Materials for External Audience.

LOT 13:      Media Consultancy Services for Publicity of Government Programmes & Activities.

LOT 14:      Media Consultancy for Management and Integration of Social Media

Platform.

LOT 15:      Media Consultancy for production of specialized Public Enlightenment Materials and Jingles & Grassroots Public Enlightenment Campaigns.

LOT 16:      Media Consultancy on Publicity of Vision 20:2020.

LOT 17:      Media Consultancy Services on Promotion of Made-in-Nigeria Products and related Activities.

LOT 18:      Media Consultancy Services for Nationwide Good Governance Tour of Federal Government Projects and Hosting of Town Hall Meetings.

3.       Qualification Requirements

Interested and eligible suppliers, contractors and consultants are required to submit the following documents for consideration:

(i)              Evidence of Company’s Registration with Corporate Affairs Commission (CAC);

(ii)           Company’s Current Tax Clearance Certificate for the Last 3 Years;

(iii)          Evidence of VAT Registration and Past Remittances;

(iv)          Evidence of Compliance with Pensions Act 2004;

(v)           Company’s Profile reflecting experience and works of Similar Nature and Value;

(vi)          Curriculum Vitae (CV) including relevant experience of key Personnel;

(vii)        Evidence of Financial Capability and support from Bank;

(viii)      Company’s Audited Account for the last three (3) Years.

4.       Collection of Tender Documents

Tender Documents are to be collected for LOTS 1 to 10 from the Procurement Department, 9th Floor, Federal Ministry of Information, Radio House, Abuja on the payment of a non-refundable tender fee of N20,000.00 (Twenty Thousand Naira) per Lot at the cash office of the Ministry.

5      Submission of Tender Documents

Tender Documents are to be submitted in two (2) copies clearly marked PROJECT TITLE and LOT NO… (Technical and Financial separately for LOTS 1 to 10) and Pre-qualification for LOTS 11-18, addressed to the Permanent Secretary, Federal Ministry of Information, Radio House, Abuja and dropped into the Tender Box at the Procurement Department not later than 12 noon on Tuesday, May 7th 2013 for LOTS 11 to 18 and 12 noon on Tuesday, May 21st 2013 for LOTS 1 to 10.

6.       Opening of Tenders

Opening of tenders will take place immediately after the close of submission at 2.00 p.m. on Tuesday, May 7th 2013 for LOTS 11-18 and Tuesday, May 21st 2013 for LOTS I-10 (Technical) in the Ministry’s Conference Room, 8th Floor, Radio House, Abuja. Bidders or their representatives are invited to witness the opening.

Bidders are to note that this invitation does not place any commitment on the Ministry for award of contract. Only pre-qualified bidders will be invited for financial tender.

5.0    Background

The Oyo State Government (OYSG) as an integrated part of its policy thrust has embraced the Public Private Partnership (PPP) model as a key strategy in the delivery of public infrastructure.

The Oyo State Ministry of Health (OYSMOH) on behalf of the Oyo State Government hereby invites EOI submissions from interested parties for providing Specialized Clinical Services

The Oyo State Ministry of Health plans to institute best practice in specialized clinical Services through a Build Operate Transfer (BOT) agreement and give preference to proposals that demonstrate exceptional value for money and technological innovation.

6.0     Project Scope

Services to be provided will include:

  • Intensive Care Unit (ICU)
  • Dialysis Center
  • Fertility Clinic
  • Pain Centre

7.0     Requirements from Interested Parties

In order to be pre-qualified, the prospective consortia must possess the requisite capabilities and relevant experience in the management of Specialized Clinical Services. They are required to submit comprehensive technical and financial information as follows:

3.1     Legal Status and Profile

  • Full name of company and contact person, postal address, telephone/tax numbers, and e-mail addresses.
  • Ownership structure including name(s) of shareholders and Percentage shareholdings.
  • Company registration including Certificate of Incorporation, Certified true copies of Memorandum and Articles of Association and C AC Form C07.
  • Registration with the Oyo State Bureau of Public Procurement

3.2         Relevant Experience

Provide evidence of previous experience in carrying out similar projects in the management of Specialized Clinical Services, including the following details:

  • Name of Project
  • Brief description
  • Clients
  • Scope of Work
  • Contractual period
  • Nature of Contract (PPP, lump sum etc.)
  • Name and address of a Referee in client’s Company.

3.3     Safety, Health and Environment (She) Statement

  • Provide SHE Policy and evidence of Management’s commitment to the policy,

3.4         Quality Assurance and Quality Control (QA/QC)

Provide Quality Assurance and Quality Control Policy and Plan along with ISO Certification (if available)

3.5         Financial Capability

Provide the following information:

  • Most recent 3 Years Audited Financial Statements and latest Management Accounts.
  • Evidence of available financing and/or access to credit line for the Project

The requirements at each facility will be for a range of 36 to 99 chambers scalable to meet future requirements at the following facilities:

  • Ring Road State Hospital, Ibadan
  • Adeoyo Maternity Hospital, Ibadan
  • State Hospital, Oyo
  • State Hospital, Saki

3.0        Requirements from Interested Parties

In order to be pre-qualified, the prospective consortia must possess the requisite capabilities and relevant experience in the management of Mortuary Services. They are required to submit comprehensive technical and financial information as follows:

2.0     Evaluation Requirements:

1.       Evidence of registration with Corporate Affairs Commission (C.A.C).

2.       Evidence of Tax clearance for the last three (3) years.

3.       Evidence of VAT Registration and Remittance.

4.       Evidence of compliance with Pension Reform Act 2004 with regards to operation of the employees Retirement Savings Accounts with an approved Pension Fund Administrator(PFA).

5.       Company profile with Evidence of Personnel capability including list of Key) Professionals, C.V of each professional.

6.       Evidence of experience in jobs of similar nature within the past Three (3) years with   verifiable   letters   of contract’s   award   or   certificate/s   of job completion/details of on-going Projects.

7.       Those interested in Supplying Orthopaedic Instruments and Implants must provide  evidence  that   the   Implants   meet   International   Standards   with appropriate guarantees.

8.       Evidence of financial capability to handle the job by way of turnover figures backed by three years Audited Report, Bank statement and Bank reference letter.

9.       Evidence of compliance with Provision of Section 6 (I – iii) of the Industrial Training Fund (ITF) amended Art no   19 of 2011 with regards to payment of contribution for employee training

Interested companies are to obtain Tender/Bid Documents from Planning Unit of Administration Department of the Hospital upon the presentation of the receipt of payment of non-refundable Tender processing fee of N30, 000.00 per Lot.

Only the submissions which fulfill the requirements stated above will be considered.

3.0     Submissions:

Technical and Financial documents should be packaged in separate envelopes identifying the contents as either Technical or Financial documents, sealed and addressed to:
