INVITATION FOR PRE-QUALIFICATION

1.       INTRODUCTION

The Federal College of Education, Kano hereby invites interested, reputable and competent contractors to submit documents for pre-qualification of the following Year 2010 Capital Projects:

  • FENCING OF ANNEX LAND
  • PROPOSED CONSTRUCTION OF EARLY CHILD EDUCATION DEPARTMENT
  • PROPOSED SCHOOL OF LANGUAGES PHASE II
  • PROCUREMENT OF SCIENCE AND VOCATIONAL EQUIPMENT

2. PRE-QUALIFICATION REQUIREMENTS

It is expected that the contractors should be reputable and technically competent with verifiable track record of performance on similar projects.

All pre-qualification documents shall be subjected to technical evaluation. Consequently, interested contractors are invited to submit the following pre-qualification documents:

  1. Evidence of incorporation
  2. Registration with relevant Federal Ministry as a contractor
  3. Evidence of Tax Clearance Certificate for three (3) years (2007, 2008 & 2009)
  4. Company Audited Account for three (3) years (2007,2008 & 2009) prepared by Chartered Accountant, duly signed and stamped with ICAN or ANAN Seal).
  5. Evidence of Financial Capability and Banking Support (Bank Reference, Recent Statement of Account),
  6. Experiences/Technical Qualification and experience of key personnel (Company Profile, CV and Credentials).
  7. Evidence of Similar Projects executed over the last three (3) years and evidence of knowledge of the industry (Award letters of projects executed and completion certificates).
  8. Evidence of Financial Capability (Evidence of ownership/Lease agreement)
  9. Annual Turnover.
  10. VAT Registration and evidence of past VAT remittances
  11. List of On- going Projects

Original copies of documents listed above must be produced for sighting after being pre-qualified, before collection of Tender Documents.

3.       SUBMISSION OF COMPLETED PRE-QUALIFICATION

The pre-qualification documents must be submitted for each project in a separate sealed envelope and clearly marked “Pre-qualification to tender (name of the Project)” and shall be delivered to:

on or before 3rd May 2010. The documents will be opened at 12:00 noon on the closing data at the College Council Chambers. No late submission will be entertained after 12:00 noon on the expiration of the 3rd May 2010 Stated above.

Please note that the College reserves the right to verify any claim by the bidders.

Note: This is not an invitation to tender. Full tendering procedures will be applied only to bidders that have been pre-qualified and found capable of executing the projects.

The Government of the Federal Republic of Nigeria has received a credit from the International Development Association towards the cost of Science and Technology Education Post Basic Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Procurement of Science Equipment Chemicals, Office Equipment. 6. Qualifications requirements include:

  • Evidence of previous supply (sale) of similar Equipment proposed for the last 5 years.
  • Audited Financial Statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of Profitability and adequate working capital,

A margin of preference for eligible national contractors shall not be applied; Additional details are provided in the Bidding Documents.

  1. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of N 10,000.00 (Ten Thousand Naira) only. The method of payment will be Bank Draft in favor of STEP-B FGC RUBOCHI or by cash. The Bidding Documents will be collected by the representative of the Bidder or by courier services on request.
  2. Bids must be delivered to the address below at or before 2:00pm on Thursday 20th May, 2010. Electronic bidding will not be permitted.   5. Verifiable evidence of previous experience in a relevant job with copies of Awards and Practical Completion Certificates.
  6. Financial Capability/Banking Support.
  7. Evidence of Community and Social Responsibility.
  8. Evidence of Compliance/fulfillment of statutory obligations to employees   of the Company with respect to Pension.
  9. Sworn Affidavit that none of the partners of the Company has been convicted in any Country for any criminal offence including fraud or   financial impropriety
  10. Sworn affidavit indicating whether any Officer of Federal Polytechnic, Bauchi is a former or present partner. Director Shareholder or has any     pecuniary interest in the Company

Additional Pre-Qualification Requirements For Construction Projects

  • Experiences/technical qualification of key personnel with copies of their Certificate
  • Equipment and Technology Capacity.

Additional Pre-Qualification Requirements for Consultancy Services

  • Evidence of registration with Professional Bodies
  • Company/Firm Profile including names and technical ‘ qualification of key personnel with copies of their Certificates address and phone number.

Submission of Documents

The documents are to be submitted to the undersigned in a sealed and signed envelope marked “either Lot A, Lot B, Lot C or Lot D, followed by the title of the project”  at the top right corner of the envelope and to reach him on or before 4th May, 201 0.

The submissions are to be opened at 12:30 pm of the same date at the Council Chamber of the Polytechnic and all applicants are invited to attend. Please note that this is NOT an invitation to Tender and Contractors that have been pre-qualified will be invited to Tender.
