Invitation to Bid

NNPC hereby invites tender for the officer manning and corollary services for the storage tankers, the MT OLOIBIRI and MT TUMA. Tenders shall be entertained from interested members of the public, and any Ship Management companies or Agents with proven track records.

Instructions to Bidders

(A)    Introduction

MT OLOIBIRI is a crude oil storage tanker 272,537DWT. Presently the vessel is anchored at Lagos Fair Way Buoy inblast. The MT TUMA is a storage tanker/Vessel of DWT 36,100. She is presently at a shipyard in Brazil undergoing dry dock repairs. At her return she will be used to store petroleum products. Coastal vessels and import tankers will moor alongside her to discharge/load petroleum products via Ship to Ship transfer. The TUMA is supplied with STS Equipment,

(B)   Bid Documents should be collected between 20th and 30th September, 2010.

(C)   Validity Period

Respondents are required to state the validity period of their bids, which shall not be less than one hundred and eighty (180) days from the date of closure of bid submissions.

(D)   Other Requirements

Within 30 days of receipt of notification of award from NNPC, the successful bidders shall furnish a Bank Performance Bond of USD 100,000 (One hundred thousand US Dollars only). Failure to provide performance security shall constitute sufficient grounds for the annulment of the award.

(E)   Submission of Bids

Bidders or their Agents must submit separate bids for the manning of each of the tankers in two separate envelopes namely:

  1. Technical and Unpriced Commercial; and
  2. Priced Commercial

The Federal Government of Nigeria has received $180 Million USD from the international Development Association (IDA) towards the cost of the Malaria Control Booster Project (MCBP). The Federal Government through the Federal Ministry of Finance has lent part of this sum to Akwa Ibom State via a subsidiary agreement. Akwa Ibom State MCBP intends to apply part of the proceeds for the procurement of the services of.

1.     PMV Consulting for Private Sector Delivery of key Malaria Control Interventions in Akwa Ibom State

1.       Scope of Work of the Consulting Firm.

The services of the PMC Consulting will include

  • Identify registered and non registered PMVs
  • Training of PMVs according to national training guidelines
  • Subsidized drugs (through public or private sources inclusive of branding)
  • Demand creation (Improving access and use through advocacy/BCC/IEC)
  • Peer- supervised internal monitoring of PMVs (service delivery and compliance with associations’ regulations)
  • External monitoring and Evaluation of the effectiveness the program

The PMV Consultant will provide overall vision, direction, leadership, and management for strengthening private sector delivery of key malaria control interventions, specifically on Patent Medicine Vendors (PMV) model components. S/he will coordinate and direct program resources to ensure timely and cost- effective implementation of component activities inclusive of the M&E plan. S/he will engage and maintain collaborative partnerships and information sharing with protect and mutt-level partners and ensure timely reporting

Implementation Period

Initially for 12 months but renewable based on need

The Akwa Ibom State Malaria Control Booster Project now invites eligible consultants to indicate their interest in providing the services interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, experience in implementation of public health programs with a broad range of public, private and civil society sectors, experience in program planning implementation and management ability to create partnerships and achieve results, previous experience in supportive supervisory roles etc). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines:   Selection and Employment of Consultants by World Bank Borrowers (May, 2004)

Consulting Firm to Support Community Driven Intervention in Akwa Ibom

State

1.       Scope of Work of the Consulting Firm.

The services of the Consulting Firm will include

  • Conduct training for health workers in the LGAs on delivery of malaria control and prevention services through the CDI approach
  • Conduct training of community volunteers on delivery of malaria control and prevention services through the CDI approach
  • Advocacy and introductory meetings in the LGAs
  • Advocacy and introductory meetings in the communities
  • Introduce program to community leaders
  • Train community volunteers on mapping techniques
  • Participate in the conduct of community mapping
  • Ensure timely reporting between communities and Health Centres and Health Centres and LGAs
  • Monitor and facilitate adequate supply of commodities between LGAs and Health Centres and down to communities to avoid stock-outs
  • Conduct supportive supervision to the LGAs and communities
  • Monitor implementation of intervention, provide reporting to the State PIU
  • Identify and involve all stakeholders in malaria control in the state
  • Host meeting of all stake holders (government, CBOs, FBOs, NGOs etc) with potentials for contributing to malaria control
