Recruitment of a consultant to identify and establish Public-Private Partnership (PPP) project and program profiling in the ECOWAS region

 

 

1.       The Economic Community of West African States (ECOWAS) seeks to engage the services of a consultant to identify and establish Public-Private Partnership (PPP) project and programme profiling in the ECOWAS region.

 

2.       The purpose of the mission is to study and collect data on key PPP projects in the Member States and document good practices and common challenge with the aim of creating an easily accessible data information bank on skills, project/programme development and regional policy on the PPP.

 

3.       The firm selected to conduct this mission shall, at least:

 

 

  • to be engage in trade and economic research activities;
  • to be particularly interested in Public-Private Partnership   projects   in   one   or   several ECOWAS countries for the past five years;
  • to have the ability to produce and provide  materials in at least two of the ECOWAS official languages, namely: English, Portuguese and French;
  • to Have a staff having an experience(experiment) turned out in the Public Partnership – Private.

 

 

4.  The selection procedure will be based on Quality and Cost in accordance with the ECOWAS Tender Code. ECOWAS Commission is under no obligation to shortlist any consultant who expresses interest. The firms that are part of an international network are to submit one expression of interest.

 

 

5.  The ECOWAS Commission now invites eligible consultants (Firm) to indicate their interest in providing these services. The interested consultants have to supply the information indicating that they are qualified to perform the services:

 

  • list of the staff and the skills of the consultant for the mission in particular;
  • indication of the verifiable technical references in the field of the present mission: the year, the cost of the mission list previous client for this type of mission specifying, the name of the representative of the client, the implemented methodology and the obtained results;
  • the completes address of the firm (location, person to contact, BP, Telephone, Fax, Email). The interested Consultants can establish in Grouping to increase their level of qualification.

1.    This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 591 of 2nd July, 2007 and 4 National Dailies of the same date.

 

2.    The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) toward the cost of Science and Technology Education Post-Basic Project (STEP-B Project), and it intends to apply part of the proceeds of this credit to payments under the contract for the procurement, installation and training of equipment for upgrading the ceramic technology analytical laboratory.

 

3.    The Akanu Ibiam Federal Polytechnic, Unwana, Ebonyi State, now invites sealed bids from eligible and qualified bidders for the Procurement. Installation and Training of Technical Staff for the following:

Bidders are advised to bid for all the Items, any omission in the items shall be declared non-responsive during evaluation.

 

4.    Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source Countries as defined in the Guidelines.

 

5.    Interested eligible bidders may obtain further information from the Akanu Ibiam Federal Polytechnic, Unwana, Ebonyi State and inspect the bidding documents at the address given below, between the hours of 9.00 am to 4.00pm Mondays to Fridays, except on public holidays.

 

6.    Qualification requirements include:

(i)      Evidence of previous supply (sale) of similar equipment for the past 5 years,

(ii)     Audited financial statements for the last three years.

(iii)    Evidence of registration with appropriate/relevant Government Agency.

(iv)    After sales service facilities in area of training and maintenance capacity in Nigeria.

 

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

 

7.       A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of N10,000.00 (Ten Thousand Naira only) or US$64.10 (sixty four Dollars one cent only). The method of payment will be Cash or Bank Draft in favour of Akanu Ibiam Federal Polytechnic, Unwana, Ebonyi State. The Bidding Documents will be collected by the representative of the Bidder or by courier services on request.

 

8.       Bids must be delivered to the address below on or before 9th August, 2011 by 12:00 noon local time. Late bids will be rejected. Bids will be opened in the presence of the bidders representatives, who choose to attend in person at the address below on Tuesday, 9th of August 2011 by 12:00 noon local time. All bids must be accompanied by a Bid Security of at least 2.5% of bid price in local currency or an equivalent amount in a freely convertible currency.

Scope of Work

3.       Firm’s profile/brochure to include detailed CV of Key personnel

4.       Bank reference from reputable bank with audited statement of the firm for the last three (3) years i.e. 2007, 2008, 2009.

5.       Evidence of valid Tax clearance certificate and audited finance statements for the last three (3) years i.e. 2008-2010.

6.       Veritable evidence of similar works successfully completed in the Aviation Industry.

7.       Evidence of Membership/Registration with the relevant professional bodies

a.  Nigerian Institution of Estate Surveyors/Valuers (NIEVS)

b. Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON)

c. Current payment of professional fees.

 

8.       VAT Registration Certificate/Evidence of remittance.

D.      Important Information

1.       FAAN reserves the right to verify the authenticity of any claims made on the documents submitted by companies.
