3.0     Condition for Eligibility

  • Copy of the Certificate of Incorporation of the Company
  • Current Company Tax Clearance for the last Three (3) Years
  • VAT Registration Certificate and evidence of VAT remittances
  • Evidence of compliance with Pension Act 2004
  • Evidence of Financial capability from a reputable Bank
  • Evidence of having successfully carried out similar works/supply in   the last five years.
  • Companies in construction industry should have COREN registered  engineer as the Managing Director and must show proof of having  executed such jobs successfully.
  • Evidence of capability and facilities for manufacturing of Equipment  for Manufacturers.
  • Manufacturers must show evidence of SON or ISO certification
  • Company profile including details of key professional staff, relevant manufacturing capability where necessary and copy of Company Brochure.
  • Any other information or document(s) that will place the Company on a comparative advantage over others

 

4.0     Method of Application

Tender Documents are available for collection upon payment of Non-Refundable Tender fee from the office of:

5.1     Submission of Document

Interested Applicants should submit their spirally bound Technical & Financial Bid Documents in line with the requirement stated above in sealed envelopes marked “Tender – 2011 FCN Capital Project” indicating the description of project on the left hand corner of the envelope (s).

 

Application should per Lot and documents for different  lots must be in separate envelopes, clearly and boldly labeled as indicated above to be sent to the following address on or before August 19th 2011 by 12 Noon.

6.0      Note:

  • Only Technically qualified companies will be allowed to participate in the Financial Competitive Tender.

Requirements

Interested bidders are required to submit the following along with their bids:-

i.        Evidence of company incorporation with the Corporate Affairs Commission;

ii.       Evidence of VAT Registration;

iii.      Evidence of valid Tax Clearance Certificates for the last three (3) years;

iv.      Audited Account of the Company for the last three (3) years duly endorsed by a firm of Chartered Accountants; and bankers reference;

v.       List and verifiable documentary evidence of similar jobs successfully executed/on-going within the last three (3) years;

vi.      List of relevant technical Equipment and or evidence of accreditation/professional registration (if required for practice) for the job with statement of whether the

equipment are owned or leased (for Lots 1 -8, 13, 14,15,16 and 17 only);

vii.     List of Key Staff including professional (if any) to be attached to the work, including photocopies of relevant professional certificates where applicable;

viii.    Provision of Bid Security for all bids valued above N50m at 2% of the bid price by way of a Bank guarantee from a reputable Bank;

ix.      Evidence of working capital for bids valued N20 Million and above, and authority to seek reference from bidder’s Bankers;

x.       Evidence of participation in the contributory pension scheme for bidders having a staff strength of five and above;

xi.      Original copies of documents listed i – iii above must be presented for sighting during the opening of Tenders;

 

The OSGF reserves the right to inspect or verify claims/information submitted as it deems necessary. Similarly, the Office is not bound to shortlist any bidder and reserve the right to annul the selection process when unforeseen and justifiable developments warrant such action, without incurring any liability and assigning any reasons thereof. In respect of motor vehicles, products assembled or made in Nigeria will be of advantage.

 

3.       Bid Documents

Bid documents containing full specifications on all the Lots can be obtained from the Office of the Deputy Director (Procurement) located on second floor of the Main Building of the Office of the Secretary to the Government of the Federation, Shehu Shagari Complex, Three Arms Zone, Abuja, upon payment of a non refundable sum of Twenty Thousand Naira (N20.000.00) for each Lot bided.

 

4.       Submission of Bids

Bids are to be sealed with wax in envelopes indicating the Lot number and Lot Specification and addressed to the Secretary Tenders t Department of Planning, Research and Statistics, Office of the Secretary to the Government of the Federation, Shehu Shagari Complex, submission of bids shall close at 2.00pm on Monday 22nd August, 2011 to be immediately followed by bid opening on the same day. 8.       Verifiable evidence of similar works successfully completed and or ongoing (indicating percentage status) within the last three years, with minimum value of N50million (attaching photocopies of award letters and job completion certificates and agreement as applicable)

 

9.       Evidence of fulfillment of obligations to pay pension.

 

10.     Value Added Tax Registration Certificate/evidence of remittance.

 

11.     List of equipment and evidence of ownership or lease.

 

12.     Bid security of at least 2.0% of the bid price from a reputable commercial bank.

 

13.     For LOT/A4-LOT/A11- Evidence of being the original equipment manufacturer (OEM) or approved agent is required.

 

14.     For LOT/B2- The Company must be SURCON registered and professional member NIS.

 

15.     A sworn affidavit-disclosing as follows: –

a.       That the document submitted for the tender are not only genuine but correct

b.       That the director(s) of the company has never been convicted by any court of law.

c.       That the company is not bankrupt.

d.       Whether or not any of the officers of the relevant committees of FAAN or BPP is a former or present director of the company.

1.       The completed original financial tender document to include item B, 12 listed above is to be submitted along with additional three Copies (A4 sizes and neatly bound).

 

2.       Four copies of technical tender document containing all the items listed in b above
