Invitation for Pre-Qualification and Tendering
A. Introduction.
The Federal Airports Authority of Nigeria (FAAN) in accordance with the Public Procurement Act invites competent and reputable companies/contractors to submit pre-qualification documents as pre- requisite to tender for the following projects.
B. List of Projects
Lot A – Airport Security Improvement Project
LOT/A, 1-Construction of Bi- Metal Operational Fence at Benin Airport.
LOT/A, 2- Construction of Bi -Metal Operational Fence at Kaduna Airport,
LOT/A, 3 – Installation of Melinnabar Bird Strike Avoidance Radar at two Airports,
LOT/A.4 – Supply and installation of Tracking and Security Surveillance Equipments for Nnamdi Azikiwe International Airport, Abuja (NAIA)
LOT/A, 5 – Supply and installation of Tracking and Security Surveillance Equipments for Port -Harcourt International Airport, (PHIA)
LOT/A,6- Supply and installation of Tracking and Security Surveillance Equipments for Mallam Aminu Kano International Airport, KANO (MAKIA)
LOT/A,7- Supply and installation of Tracking and Security Surveillance Equipments for Akanu Ibiam International Airport, Enugu (aIIa)
LOT/A,8- Supply and installation of Tracking and Security Surveillance Equipments for Margret Ekpo International Airport, Calabar (MEIA)
LOT/A, 9 – Car Park Extension at Kano Airport.
LOT/A,10- Repair of failed apron at Sam Mbakiwe International Cargo Airport (SMICA), Owerri.
LOT/A, 11- Supply and installation of X-Ray Screening Machines and walk Through Detectors, Equipment for Murtala Muhamme international Airport, Lagos (MMIA).
Lot B-: Airport Facility Improvement Project
LOT/B, 1 – Complete Upgrade /Renovation of Ibadan Airport Terminal Building Including Protocol Lounge.
LOT/ B, 2- Perimeter Topographical and Detail Survey of Enugu Airport
LOT/B3 – Water hydrant restoration at Akanu Ibaim international airport, Enugu.
C. Document That Must Be Submitted Along With the Completed Tender
1. Evidence of Company Registration with Corporate Affairs Commission (CAC).
2. Certified true copy of memorandum and article of association with CO2 and CO7
3. Evidence of tax payments for the last three years (2008 – 20 K number.
4. Company profile/brochure to include detailed CV’s and copies of the professional certificate of technical personnel.
5. Bank reference from reputable bank with evidence of overdraft /facilities of at least N25 million and cash in hand of at least N10million.
6. Copies of the audited account and financial statement of the company for the last three years (2008 – 2010)
7. Original bank statement for the last 12months.
8. Verifiable evidence of similar works successfully completed and or ongoing (indicating percentage status) within the last three years, with minimum value of N50million (attaching photocopies of award letters and job completion certificates and agreement as applicable)
9. Evidence of fulfillment of obligations to pay pension.
10. Value Added Tax Registration Certificate/evidence of remittance.
11. List of equipment and evidence of ownership or lease.
12. Bid security of at least 2.0% of the bid price from a reputable commercial bank.
13. For LOT/A4-LOT/A11- Evidence of being the original equipment manufacturer (OEM) or approved agent is required.
14. For LOT/B2- The Company must be SURCON registered and professional member NIS.
15. A sworn affidavit-disclosing as follows: –
a. That the document submitted for the tender are not only genuine but correct
b. That the director(s) of the company has never been convicted by any court of law.
c. That the company is not bankrupt.
d. Whether or not any of the officers of the relevant committees of FAAN or BPP is a former or present director of the company.
D. Submission of Tender Documents.
1. The completed original financial tender document to include item B, 12 listed above is to be submitted along with additional three Copies (A4 sizes and neatly bound).
2. Four copies of technical tender document containing all the items listed in b above
3. The documents should be arranged in the order listed above and each chapter separated except item no. B. 12. (A4 sizes and neatly bound).
4. Both the Technical and financial tender document must be sealed in separate and the job reference number must be clearly written at the top left hand corner of the envelopes. E.g. Financial Document (LOT/BN/CB/A.1), or Technical Document (LOT/BN/CB/A.1) for fence at Benin airport.
5. All documents must be submitted to the office of The General Manager (Procurement), with dividers FAAN Headquarters, Ikeja – Lagos, (Tel, 080-2315-4129)
E. Closing and Opening of Tender
Submission of all tender shall close on 23rd August 2011 by 11.30 a.m prompt while bids will be opened on the same day at 12noon in the Commercial and Business Development Conference Room, FAAN Headquarters, Ikeja- Lagos,
F. Important Information
1. Tender documents are to be obtained at the office of The General Manager (Procurement) Federal Airports Authority of Nigeria as tender processing fee.
2. Representative of bidders are requested to attend the tender opening,
3. FAAN reserves the right to verify the authenticity of any claims made on the documents submitted by companies.
4. Failure to comply with the instruction and provide any required document(s) may result in disqualification.
5. FAAN reserves the right to reject any or all the bid documents.
6. Original or documents listed in item C above must be produced for sighting.
7. Tender documents submitted late shall be rejected
8. Submission should be very clear on the areas of specialization and LOT(s) of interest.
9. A company can only apply for one project under each lot, of fifty thousand naira only (N50, 000, 00) payable to Federal Airports
