Expression of Interest to Provide Community HIV/AIDS and TB Services

 

Management Sciences for Health (MSH) saves lives and improves health, especially among the world’s poorest and most vulnerable people, by closing the gap between knowledge and action in public health. The Prevention, Organizational System AIDS Care and Treatment (ProACT) project is a USAID financed program to support CSOs and FBOs through small grant to provide critical community HIV/AIDS and TB services in the following areas: Vulnerable Children (OVC), community prevention of HIV/AIDS and community PMTCT services.

 

TO:   Potential Civil Society Organizations (CSO) and Faith Based Organizations (FBO) working in any of the following states: Sokoto and Zamfara States

 

Rationale for the grant: The ProACT project will provide grant to selected CSOs (NGOs, CBOs and FBOs) that are committed to strengthen community HIV/AIDS and TB prevention services including HTC and PMTCT services, vulnerable children services, care and support services and linked to facility-based clinical HIV/AIDS and TB services. Each selected organization is expected to provide ONE or more of the categories of services listed below in the State or States in which you are proposing to work.

 

1. Community Prevention of HIV/AIDS services to include

i.        Provide HIV testing and counseling service for Most-At-Risk-Population

ii.      Provide Minimum Prevention Package Intervention (MPPI) services to targeted population at-risk of HIV

iii.     Reach out to Most-At-Risk population and other vulnerable groups with HIV prevention messages using the Prefer Education Strategy

iv.      Facilitate non-curricula school based prevention interventions

 

2. Community-Based PMTCT services to include:

A.      Mobilize and sensitize communities on the availability of PMTC services across health facilities

B.                Support the provision of HTC services in ANC setting.

C.                Link mother-baby pair to Comprehensive Care and Treatment sites for continuum care.

D.     Establish support groups for pregnant HIV+ women in the community to improve retention in PMTCT program.

E.     Establish linkages with TBAs and other community based delivery homes for PMTCT services

 

3. Vulnerable Children (VC) service to include:

i.        Implement VC intervention using the National service standards

ii.      Providing actual services to VC and their families based on needs

iii.     Mobilizing and sensitizing the community on VC care and rights

iv.     Promoting activities that rely on efficient and effective leveraging of services and resources within communities.

v.      Monitor and evaluate the VC service delivery

 

Care and Support Services to include:

vi.      Provider Initiated Testing and Counseling Support and HTC outreaches

vii.    Support Adherence Counseling services for PLHIV

viii.    Community Based Care for PLWHA

ix.     Promote reduction in stigma and discrimination

x.      Provide Positive Health Dignity and Prevention service for PLHIV

xi.     Support economic empowerment for PLHIV in need

xii.    Provide counseling and support services including community based linkages for PABAs

 

Eligibility Criteria: This opportunity is open to only Non- Governmental organizations, faith-based organizations and community-based organizations working in the locations mentioned above and sensitive to the needs of women and children.

 

Any organization interested in being considered must indicate an interest in one or more of categories. A pa-qualification questionnaire will be forwarded to interested organizations that forwarded the EOI. Please note that only those organizations which prequalify will be sent a Request for Application (RFA) to submit full proposal.

  2. That none of the Directors/Partners of the company has been convicted bv court of law.
  3. That the Firm/Company is not bankrupt.
  4. That none of the Officers of Jigawa State Ministry of Finance and Jigawa Savings and Loans Limited is a former or present Director of the Company.
  5. Original copies of items 13, 6, 7, 8, 10 and 11 will be required for sighting after bid opening.

Expression of Interest to Provide Quality HIV/AIDS/TB, and Malaria Services on the Management Sciences for Health (MSH) Project

The Prevention Organizational Systems AIDS Care and Treatment Project (Pro-ACT) is a USAID-funded project managed by Management Sciences for Health (MSH). The goal of the project is to build the capacity of Nigeria’s public/private institutions and communities to strengthen sustainable systems for HIV/AIDS and TB service delivery.

 

TO: All Private Medical Laboratory outfits providing Medical Laboratory Services in the following States: Kebbi, Niger, Sokoto and Zamfara.

Background Information

The LMS Prevention, Organizational Systems, AIDS Care and Treatment (PrOACT) Project will provide in-kind grants to support private Medical Laboratories to provide critical HIV/AIDS/TB and Malaria services to  complete the continuum of care and support to people living with HIV/AIDS (PLWHA) as well as general population

 

These services will be linked and integrated with facility-based clinical HIV/AIDS and TB services. Each selected Medical Laboratory is expected to provide the spectrum of existing services (test menu)to increase access to laboratory services and continuously improve the quality of services they provide, as well as referrals for ART Services.

 

Coverage for Services will include

1.       Quality Management Systems

2.       HIV Testing & Counseling (Provider Initiated testing & Counseling)

3.       TB Microscopy Services

4.       Malaria Services

5.       Infection Control

6.       Referrals for HIV Care & Treatment

 

In addition to awarding the in-kind grants, the PrOACT Project will provide Medical laboratory Services providers with some training and capacity development to assist them in improving their services and support.

 

Interested Medical Laboratories that wish to be considered must indicate interest to provide the above-listed services and systems. Medical Laboratories that prequalify will be sent a Request for Application (RFA) to submit a full

proposal after a prequalification questionnaire is administered.

  • Current Tax Clearance Certificate for the last three (3) years.

Background

The Nigerian Content Development and Monitoring Board (NCDMB) pursuant to its mandate of local capacity development for the Oil and Gas industry is promoting the Nigerian Oil and Gas Industrial Park Scheme (NOGIPS).

 

The objectives of the scheme are to;

  1. Establish industrial parks close to the ml field clusters to stimulate In-Country manufacturing by Original Equipment manufacturers (OEMs) or their local partners.
  2. Attract domestic and foreign direct investment at the community level that support the Oil and Gas Industry.
  3. Promote community participation m manufacturing and other industry activities.
  4. Reduce per capita cost of doing through shared services
  5. Develop and integrate the local supply chain to support oil and gas operations.
  6. Foster mentoring of local SMEs by international OEMs for annual benefits.
  7. Facilitate   new   business   start-ups,   technology   acquisition   and competitiveness.
  8. Provide a range of made in Nigeria goods for the oil and gas industry.

 

Each Park complex shall consist of the following businesses at the minimum:

  1. Manufacturing of equipment components and equipment spare parts for the Oil and Gas industry (e.g Flanges, brackets, switchgear, panels, skids, bolts & nuts etc)
  2. Assembly of equipment for the oil and gas industry eg valves
  3. Production/Processing of chemicals such as drilling fluid
  4. Non – Oil and Gas manufacturing units such as Personal Protective Equipment
  5. Maintenance and repairs
  6. Utility services –power plant, water supply, waste management telecommunications, gas station, fire station
  7. Parking lots
  8. Warehousing and distribution
  9. Security services
  10. Financial services
  11. Training and Research & Development
  12. Medical Services
  13. Catering Services
  14. Office accommodation

 

Statement of Purpose

The Nigerian Content Development and Monitoring Board (NCDMB) hereby invites interested Industrial Park Development Consultants (IPDC) to submit a proposal to provide consultancy services for implementation of the NOGIPS.

The Purpose of this Request for Proposal (RFP) is therefore to select a suitable consultant through a National Competitive Bidding exercise for the implementation of the NOGIPs.

 

Scope of Work

A detailed blueprint has been developed for implementation of the industrial park scheme. in line with the blueprint, the scope of the scheme shall cover oil producing communities in strategic locations and the main economic activity in the park shall be manufacturing of equipment components and spare parts for the oil and gas industry

Prospective tenants in the parks shall be mainly Joint Ventures formed between local Small and Medium Enterprises (SMEs) and Original Equipment Manufacturers (OEMs) or multinationals; and other support services providers.

Scope of work to be provided by the IPDC

  1. Carry out high level validation of the NOGIPS blueprint
  2. Carry out assessment of identified locations for quality (based on selection criteria), availability
  3. Design financing model for development of each location through the Nigerian Content Development Fund (NCDF) or any alternative funding model
  4. Develop a land use model for each location
  5. Organize small and Medium Enterprise (SME) fair and facilitate Joint venture formation between the local SMEs and international manufacturers
  6. Facilitate study tour to world class oil and gas industrial parks, for knowledge exchange and benchmarking
  7. Design  appropriate  park  operating  model   including,  governance framework, incentives to attract SMEs to participate in each location
  8. Develop communication and marketing strategy for each location
  9. Develop community relations management strategy for each location
  10. Develop infrastructure development strategy for each location
  11. Develop a detailed implementation plan for each location
  12. Provide project coordination for each location

 

Nigerian Content Requirements

Interested IPDC’s must demonstrate through their proposal that they have the technical competence to provide the required services. Consultants must also show compliance with statutory requirements for engagement of consultants.

 

The proposal shall include:

  1. Detailed methodology for the execution of the terms of reference stated above, execution timelines and deliverables for each item in the scope of work
  2. Company profile and organizational structure, including names, resumes and phone numbers of key personnel.
  3. Experience/Technical qualification of key personnel that will be directly involved in the project
  4. Verifiable list of previous relevant experience with evidence of awards and completion.
  5. Evidence of incorporation of the company in Nigeria
  6. Company tax clearance certificate for the last three years
  7. Audited annual report of the company for the last three years
  8. Evidence of successful completion of community development projects especially projects located in oil and gas communities
  9. Evidence of financial capability (bank statement) for the past six months
  10. Demonstration of willingness to comply with Section 35 of Nigerian Content Act relating to employment and training for local communities
  11. Submissions must be made in English language only
  12. The details of consultancy fee shall be submitted as a separate proposal. The validity period for the consultancy fee shall be Three (3) months from the date of final submission of proposal (17th October 2013).

All proposals (both technical and financial) are to be submitted in two separate sealed envelopes and clearly marked “NOGIPS TECHNICAL PROPOSAL” and NOGIPS FINANCIAL PROPOSAL”.
