Civil Society Organizations for Vulnerable Children in Kaduna, Bauchi, Sokoto, Plateau and Kano

Save the Children, Ministry of Women Affairs and Social Development (MWASD) are pleased to announce the release of its call for Expressions of Interest for Nigerian Civil Society Organizations for Vulnerable Children (OVC). With this RFA, SC and MWASD are soliciting applications from civil society organizations to provide comprehensive, coordinated care for vulnerable children and youth in Kaduna, Bauchi, Sokoto, Plateau and Kano, Successful organizations will work in collaboration with state and local government structures to deliver comprehensive and coordinated support to vulnerable children while building household capacity to care for their own children. Successful organizations will be contributing to the overall project goal of improving the quality of life for highly vulnerable children and their caregivers through interventions designed to increase household capacity to serve as frontline providers of care and support. The programs will contribute to the USAID funded Umbrella Grants Mechanism managed by Save the Children, Systems Transformed for Enabling and Empowering Responses for Orphans and Vulnerable Children.

 

Guidelines for Expression of Interest

Applicants should submit expressions of interest no longer than 5 pages and detail

  • Their current level of experience in vulnerable children programs in the state for which they would apply
  • The main issues faced by vulnerable children in the state for which they are applying
  • Demonstrate understanding of the mechanisms existing in the state and with which they would work
  • Describe how they would work with government and other civil society partners to deliver comprehensive and coordinated support
  • Demonstrate support from the LGA and state in which they propose to work
  • LGAs where they work
  • Their current organizational structure (organogram)

 

Successful applicants to the umbrella grants mechanism will be invited to a bidder’s conference at which time they will receive the full request for application packet. Successful applicants will

  • Demonstrate familiarity with the status of the national OVC response in the proposed state and its critical gaps
  • Demonstrate knowledge of LGAs where the most need exist (high HIV preva­lence, High numbers of highly vulnerable children)
  • Demonstrate prioritization of essential gaps for OVC in the state that need to be addressed
  • Demonstrate awareness of state and local government capabilities in the proposed zone
  • Demonstrate prioritization of the gaps in state/local government that need to be addressed
  • Propose realistic and achievable solutions to the identified problems
  • Show clear linkages with other sectors including the private sector, government and other civil society organizations

 

SC and MWASD are soliciting applications from civil society organizations that meet the following criteria:

  1. Applicants must have been legally registered in Nigeria before 01 January 2010
  2.  Applicants must be working in the state where they propose to work
  3. Applicants must have at least three years of experience in OVC service delivery
  4. Applicants must be able to provide their most recent audited financial statement or certified annual financial report

 

SC anticipates making up to 5-10 awards per state, for an initial one year period beginning November 2013. Awards are based on selected partner’s capacity verified by an institutional capacity assessment. Grants are renewable based on performance for up to 5 years. Applicants seeking to support multiple states must submit separate and complete applications for each proposed state. No more than two applications (i.e. two states) will be accepted per applicant.

1.0     Background

In line with the Lagos State Health Sector Reform Policy and the 4-year Phased Infrastructural Development Initiative, there is an on-going phased equipping of health facilities in the State.

 

Neonatal death (which is the death of a baby in its first 4 weeks of life) accounts for 40% of all under-five mortality. To attain the goal of significantly reducing this under-five mortality rate in the State, the issue of neonatal deaths must be addressed.

 

Lagos State Government is therefore desirous of strengthening the delivery of neonatal care services in secondary and tertiary healthcare facilities across Lagos State.

 

2.0     Project Scope

This is the holistic supply and installation of Neonatal equipment required for the upgrade of the secondary health facilities providing neonatal care as well as LASUTH in order to maximize effectiveness of the facilities.

3.0     Requirements from Interested Parties

In order to be pre-qualified, the prospective company must possess the requisite capabilities and relevant experience in the supply and installation of similar equipment for Health facilities.

3.1   Legal Status and Profile

  • Full name of company and contact person, postal address, telephone/fax numbers and e-mail address.
  • Ownership   structure   including   names(s)   of  stakeholders   and   percentage shareholdings.
  • Company registration including Certificate of Incorporation, Certified true copies of Memorandum and Articles of Association and CAC Form CO7.
  • Evidence of registration with the Lagos State Tenders Board.

3.2   Relevant Experience

Provide evidence of previous experience in carrying out similar projects including the following details:

  • Name of Project
  • Brief description
  • Clients
  • Scope of Work
  • Contract Value
  • Nature of Contract
  • Name and address of a referee in client’s company

3.3     Financial Capacity and Evidence of Tax Payment

Provide the following information

  • Most recent 3-year Audited Financial Statements and latest Management Accounts
  • Evidence of available financing and /or access to credit line for the project where necessary.
  • Evidence of payment of personal tax by Company’s Directors
  • Evidence of company’s payment of tax

 

3.4   Un-priced Bill of Quantities

A copy of the un-priced Bill of Quantities is available in room 617, Block 4, Ministry of Health on payment of a non refundable fee of N 10,000.00.

 

3.5 General

  1.        i.            Bids must be delivered in quintuplicate (original and five other copies) and in Tamper Evident Envelopes addressed to the Honourable Commissioner for Health, Lagos State Ministry of Health, Room 505, Block 4, The Secretariat, Alausa, Ikeja not later than 5.00pm, 14th September, 2013
  2.      ii.            All costs incurred by respondents as a result of this Invitation to Bid and any subsequent requests for information shall be for respondent’s account only.
  3.   iii.            The State Government is neither committed nor obliged to award the Contracts to a particular Bidder based on the information provided. Invitation to Tender for the Construction of Murtala Mohammed Way Flyover Bridge

 

The Kano State Government of the Federal Republic of Nigeria, in its continues effort to provide meaningful developmental projects to its teeming populace, intends to carry out the Construction of the third Flyover Bridge (Elevated Road) on Murtala Mohammed Way (Airport Road Junction to WAPA Fagge Local Government), under contracts for which this invitation is made from the interested successfully prequalified construction firms for the exercise.

 

These companies are therefore required to obtain the Bid Documents from the office of the Secretary, Special Ministerial Tenders Board, after the payment of non-refundable fee of Five Hundred Thousand Naira (N500,000:00) Only. However, the application is open to voluntary formed joined ventures.

 

All bidders are also requested to:

i.            Inspect the project location and the quantity of works to be executed in order to ensure that there is no deficiency score  ii.            Ensure that their bids adequately cover the execution of the works without further demand on Government

iii.            It has to be noted that the process is not bound to consider the lowest bidder,

iv.            Submit all bids and other bidding documents in sealed envelope

v.            Enclosed a photocopy of the receipt as evidence for the payment of the fee for bidding documents

vi.            Submit a bid security in an amount not less than 3% of the bid price
