1.0         Background

The Federal College of Education Yola is desirous of undertaking projects approved for execution in the institution through the 2012 Capital Projects Allocation and is interested in engaging the services of any reputable contractor.

 

2.0         Scope of Work

The Proposed Projects are as follows;

Lot 1:  Construction of School of Science Complex (Phase I)

Lot 2:  Purchase of Water Tanker

Lot 3:  Supply of Furniture & Equipment to New Library Extension

Lot 4:  Erosion Control & Landscaping in Site I

 

3.0       Pre-qualification Requirements for the Technical Bidding

i)          Valid Certificate of Registration of Incorporation;

ii)         Tax/VAT Clearance Certificate for the last three years

iii)        Company Resume/profile including details of key officers, details of equipment owned,

iv)        Evidence of Registration with relevant professional bodies and organizations for both the firm and its personnel,

v)         Evidence of execution of similar projects, stating clearly the location of the projects, including copies of letters of awards and completion certificates

vi.        Company audited accounts for the last three years with Annual Turnover

vii.       Evidence of financial capability and banking support,

viii.      Evidence of company’s commitment to staff on NHIS and Pension contributions

 

4.0       Financial Bidding

Bidding document containing detailed specification for each project should be collected from the Works & Services Department of the Federal College of Education, Yola on payment of a non-refundable fee of N50,000.00 only to the Bursary Department through FCE Yola Unity Bank Account No 091310600 10002.

 

5.0       Tender Opening and Evaluation

Both technical and financial documents will be submitted at the same time but on separate marked and sealed envelopes to read e.g “Lot 1; Construction of School of Science   Complex   (Phase I)   (Financial   Bid)   or Construction of Block   B; Construction of School of Science Complex (Phase I) (Technical Bid).

 

All bid documents shall be sealed in envelopes and marked at the top with title of the project and the name of the firm and addressed to:

Documents should be received not later than 12.00 noon of Monday 13th August, 2012. Bids will be opened publicly by 2.00pm of the same day at the Jibril Aminu Hall in the College main campus. Contractors and the general public are hereby invited to witness the occasion.

Financial bids will only be considered for those contractors that meet the minimum requirements of the technical bid.

2)         Pre-Qualification Requirements

Interested contractors are invited to submit the following pre-qualification documents:

i)          Evidence of Registration with Corporate Affairs Commission

ii)         Tax Clearance Certificate for the last three (3) years.

iii)        Articles and Memorandum of Association

iv)        Evidence of Financial Capability.

v)         Audited Account of the bidder for the last three years

vi)        List of Plants and Equipment as may be applicable, with evidences of possession

vii)       Verifiable list of similar and other jobs successfully executed with their locations, including copies of letters of award and completion certificates.

viii)      List of names of key personnel Officers to be involved in the project, stating their qualification   and   professional   registration(s)   where   applicable   (enclose photocopies of credentials),

ix)        Evidence of compliance with the ITF provisions (Training Contributions to the

Fund).

x)         Evidence of compliance with Pencom Act 2004

xi)        Appropriate non-refundable processing fee of the lot being bidden for is to be paid to validate the bid

xii)       Evidence for the payment of the prescribed full tender fees.

Original of documents should be produced for sighting during the opening session.

 

3)         Collection of Bids

Detailed specifications and blank bills are to be collected from the Works, Physical Planning and Development Department upon the payment of the non-refundable processing fee prescribed above.

 

4)         Submission

The bidding documents (both technical and financial bids) are to be submitted at the same time but in separate sealed envelopes clearly marked 2012 APPROPRIATION PROJECT (PRE-QUALIFICATION BID) and 2012 APPROPRIATION PROJECT (FINANCIAL BID) respectively.

 

All Bids are to be submitted to the Office of the Registrar, P.M.B. 1069, University of Maiduguri. Submission of Bids shall close at 2.00pm on Thursday 16th ,August, 2012 to be immediately followed by opening of the bids submitted on the same day. Representatives of all companies that submit bids are invited to be present at the bid opening session.

 

Note

Only pre-qualified bidders will have their financial bids opened.

Full tender procedures will be applied to pre-qualified bids

The University is not bound to accept tenders sent by courier or post.

The Management of the Federal Polytechnic, Ilaro had observed some errors in its advertisement published in the Federal Tenders Journal of Monday, June  11th – Sunday, June 24th 2012  and wish to correct the publication as follows.

(A)       The Federal Polytechnic, Ilaro hereby invites competent and reputable contractors for the submission of expression of interest in the execution of the under listed approved Projects under the 2012 Capital projects.

 

The Projects are:

i.          Rehabilitation of Academic Buildings ii.    Furnishing of Classroom and staff offices:

7.         List of equipment and technical capacity

8.         Evidence of VAT Registration and certificate

9.         Evidence of financial capabilities and Bank Support (Bank Reference) and

10.       Evidence of Registration with Pensions Commission in compliance with provisions of section (16(6) (d) of the Public Procurement Act, 2007 (PPA2007)

11.       Any other document that may complement the tender

 

(C)       Submission of Pre-Qualification and Collection of Tender Documents

The Pre-qualification Documents must be accompanied with an evidence of payment of Five Thousand Naira (N5, 000.00) payable to the Federal Polytechnic, Ilaro. The Pre-qualification documents must be submitted in a sealed envelope and marked at the top left hand corner “Pre-qualification for………….” (the chosen project) and to reach the address on or before Monday 23rd  July, 2012.

 

The advertisement of invitation for pre-qualification should not be considered as a commitment on the part of this Polytechnic nor shall it entitle contractor to make any claims whatsoever and or seek any indemnity from the Polytechnic. It is also not an invitation to bid.

 

All those interested should be available at the Board room West Campus of the Federal Polytechnic, Ilaro by 12.00 noon for the opening of pre-qualification documents on Monday 23rd July,2012.

 

Pre-qualified bidders shall be required to procure bidding documents with the sum of Twenty Thousand Naira (N20,000.00) only after the pre-qualification exercise from the office of the Director of Works and Services. Completed Tender/Bidding documents shall be returned to the Registrar, Federal Polytechnic, Ilaro, on or before 12.00 noon on Monday 20th  August 2012.

Invitation for Expression of Interest from Private Partners for the Renovation, Maintenance and Management of Kogi State Government Lodges.

 

Kogi State Government is interested in developing and renovating the Government Lodges in the under-listed urban centres under a public-private partnership arrangement. The idea is to commercialize the lodges to make them render high quality services to the public as part of government’s desire to boost the hospitality industry in the State.

 

The Government hereby invites interested reputable hoteliers, tourism and hospitality operators, individuals and corporate bodies to submit an Expression of Interest (EOI) to participate in this programme, for any or all of the lots stated below.

 

Scope of Work

1.      Renovation of 8 (Eight) lots in Kogi State. The 8 lots consist of:

3.0     Pre-Qualification and Requirements

Prospective companies who to participate in the execution of the projects are required to submit their pre-qualification bids containing the under-listed documents

(a)     Certified true copy of certificate registration /incorporation with the Corporate Affairs Commission.

(b)     Audited Accounts of the Company for the last three (3) years

(c)      Certified true copy of company’s Tax Clearance Certificates for the last three years

(d)     Evidence of VAT registration with the University.

(e)      Evidence of current registration with the University

(f)      Evidence of financial capability to execute the project(s)/reference letter from a reputable bank.

(g)     Evidence of similar and verifiable projects successfully executed by the company indicating locations, letters of award and completion certificates in the last five years

(h)     List of major items of equipment possessed by the contractor.

(i)      List of managerial technical and administrative staff of the contractor

(j)      Evidence of remittance of staff pension contributions to the appropriate pension custodian/administrator; and

(k)     Evidence of remittance of Training contributions to the ITF.

 

4.0     Submission of Pre-Qualification Documents

The completed pre-qualification documents must be submitted in separate and sealed envelopes with the names of the projects for which the documents are

submitted , marked clearly on the envelopes.
