Introduction

THE Nigeria Extractive Industries Transparency Initiative (NEITI) is committed to excellent service delivery in pursuit of its statutory functions and therefore aimed at continuous improvement in its operations.

 

Following amendment to the earlier advertised ICT bid, NEITI now invites interested companies who have earlier submitted bids under Lots 1 and 2 for resubmission of revised bid documents.

 

The revised bid include -HP server, Software and DMS (Microsoft SharePoint) to be funded under its 2012 Budget.

Scope of Supplies/Work

The scope of supplies is as follows:

Supply and Installation of HP Server, Software and Document Management System (DMS) – Microsoft SharePoint.

 

Re-Submission of Bids:

1.       Pre Qualification Requirements:

Firms are expected to satisfy the following requirements:

  • Evidence  of Registration  with Corporate Affairs Commission
  • Evidence  of Tax Clearance for the past three years (2009 to 2012)
  • Company profile including Curriculum Vitae of the firm’s top executives and personnel of Alliance/partnership with relevant OEMs or licensors
  • Details of similar assignment executed in the last three years.
  • Audited Accounts for the last 3 years 2011, 2010, 2009
  • Letter of Financial backing from a reputable Financial Institution
  • Evidence of submission of bid security of not less than 2% of the total proposed financial offer from a reputable bank.

 

2.       Bidding Process

The tendering exercise will be conducted under national competitive process in line with the Procurement Guidelines under the Public Procurement Act of 2007.

 

Detailed procedure on the bidding process is contained in the bid documents contained in a CD ROM to be obtained at the NEITI Headquarters.

 

3.       Collection and Submission of Bid Documents

Tender documents can be obtained free of charge at the address indicated below. Bids documents can be obtained between 10am and 2pm Monday to Friday by Bidders or their representatives upon satisfactory identification.

 

4.       Closing and Opening of Tender

Bids must be submitted in sealed and clearly marked envelopes indicating name of Company and the name of procurement. Submission of tender shall close on 28th September, 2012 by 10.00am. The bids will be publicly opened on the same day at 11:00 am.

 

Interested bidders, their representatives and members of the Civil Society Organizations (CSOs) can attend the public opening of the tender.

Release of List of Pre-Qualified Contractors and Invitation Collection of Financial Bid Documents and Opening of Bids for the Execution of 2012 Capital Projects

 

Further to the Polytechnic’s published adverts in the Punch newspapers of Monday July 9th 2012 and Federal Tenders Journal of August 20, 2012, the subsequent receipt and evaluation of technical bids for participation in:

1)      The Design, Construction of a medical centre and procurement of medical equipment.

2)      Design and Construction of a snooping complex and.

3)      Consultancy services.

 

The Federal Polytechnic Ekowe, Bayelsa State, invites all pre-qualified contractors/suppliers, or their representatives for collection of financial bids documents and opening of the financial bid. The list of pre-qualified contractors is available on the Polytechnic’s Notice Board.

 

Collection of Bid Documents:

Successful contractors/suppliers are invited to collect their financial bids from Wednesday October 3, 2012 from the procurement officer upon payment of a non-refundable tender fee of N30, 000.00 (Thirty thousand naira) only. The payment should be made to the following account either over the counter or via e-payment transfer and payment teller returned to the bursary department of the Polytechnic to obtain a receipt.

1.       Submission of Financial Documents

Financial bid documents from the pre-qualified contractors/suppliers should reach the Polytechnic on or before 29th October 2012. The submission of bid documents closes on Wednesday October 31st 2012 by 12.00 noon and the opening of bid documents will be by 1.00pm, on Wednesday October 31st, 2012 at the Council Chambers of the Polytechnic. Completed Financial bid documents should be sealed m an envelope indicating the “LOT no” and corresponding title, and dropped in the tender Box marked “Tender Box” at the Polytechnic Liaison Office at Opolo in yenagoa, Bayelsa State.

1.       The participation in the bid does not guarantee any company the right to be      selected or given any job.

 

2.       That by the submission of tender documents, the Polytechnic is neither committed nor obliged to award any contract to any contractor/supplier or Agency.

Introduction

The Federal Ministry of Communication Technology in pursuance of its mandate is desirous of undertaking the procurement of some of its projects under the 2012 Capital Budget.

 

Invitation of Tenders:

Interested competent and qualified contractors are hereby invited to tender for the following projects.

 

Description of Work:

Lot A:         Rehabilitation of Radio Monitoring Building at International Radio Monitoring Station (IRMS), Azare-Bauchi State.

Tender Qualifications/Requirements:

Interested and reputable contractors are requested to forward for consideration the following pre-qualification documents: –

i.        Evidence of registration with Corporate Affairs Commission (CAC).

ii.       Evidence of Tax Clearance Certificate of the last three (3) years (2009-2011).

iii.      Evidence of VAT Registration.

iv.      Evidence of Registration with National Pensions Commission.

v.       Evidence of Registration with Industrial Training Fund (ITF).

vi.      Company’s experience and works of similar nature.

vii.     Relevant experience/qualification of key personnel.

viii.    Evidence of three years audited account (2009-2011)

ix.      Sworn affidavit confirming that all information presented are true or that none of the Directors has been convicted of any criminal offence.

x.      Evidence of payment of Bid Document.

 

Collection of Tender Documents:

Tender Documents are obtainable from the Procurement Division, Room 305, 3rd Floor, Annex III, Federal Ministry of Communication Technology, Federal Secretariat, Phase I, Abuja as from 12th of September, 2012 on the Presentation of evidence of non-refundable Tender fee of N20, 000.00 (Twenty Thousand Naira) only payable in cash to the designated bank of the Ministry. Details are obtainable at the Central Pay Office of the Ministry.

 

Submission and Opening of Tenders:

Original and two (2) copies of the Technical and Financial Bids are to be submitted in two (2) Separate envelopes enclosed in one single outer envelope sealed and marked on the top left hand corner boldly written “Title of Project”. The document should be addressed and submitted to the address below on or before Wednesday 23rd October, 2012 by 12.00 noon and the opening of the Technical Bid will take place immediately after the deadline at 1.00 pm. Bidders or their representatives, interested members of the Public and observer-are invited to witness the opening of the bids.

 

Note that Lot G will be opened on the 26th of October, 2012.

 

Financial Opening:

Only the financial bids of the Companies that meet the pre-qualification /technical criteria will be opened while the financial bids of the Companies that do not meet the technical criteria will be returned unopened. Please note that response to this invitation does not place any commitment or obligation on Federal Ministry of Communication Technology for award of contract.

In pursuance of the implementation of its 2012 capital projects, the Office of the Secretary to the Government of the Federation (OSGF) intends to procure consultancy services for some of the projects. Interested consultancy firms are hereby invited to submit technical and financial bids for the projects listed in the table below:

2.       Requirements

Interested bidders are required to submit the following along with their bids:

 

  1. Evidence of incorporation with the Corporate Affairs Commission
  2. Copy of Memorandum and Articles of Association
  3. Evidence of VAT registration
  4. Evidence of valid Tax Clearance Certificates for the last three (3) years
  5. Audited Account of the Company for the last three (3) years duly endorsed by a firm of Chartered Accountants and bankers reference
  6. List and verified documentary evidence of similar jobs successfully executed/on-going within the last three (3) years
  7. List of Key Staff including professionals (if any) to be attached to the work, including photocopies of relevant professional certificates where applicable (for Lots 1, 2, 3, and 4);
  8. Provision of Bid Security for all bids valued above N50m at 2% of the bid price by way of guarantee from a reputable Bank
  9. Evidence of working capital for bids valued N20 Million and above,     and authority to seek reference from bidder’s Bankers
  10. Evidence of participation in the contributory pension scheme for bidders   having a staff strength of five and above
  11. Original copies of documents listed in i – iv above must be presented for sighting during the bid opening;

 

The OSGF reserves the right to inspect or verify claims/information submitted as it deems necessary. Similarly, the Office is not bound to patronize any bidder and reserves the right to annul the selection process when unforeseen and justifiable developments warrant such action, without incurring any liability and assigning any reasons thereof.

 

3.       Bid Documents

Bid documents containing full specifications on all the Lots can be obtained from the Office of the Deputy Director (Procurement) located on the Second Floor of the Main Building of the Office of the Secretary to the Government of the Federation, Shehu Shagari Complex, Three Arms Zone, Abuja, upon payment of a non-refundable fee of Ten Thousand Naira (N10, 000.00) for each Lot bided

 

4.       Submission of Bids

Technical and Financial Bids are to be separately trance Certificates sealed with wax in envelopes indicating the Lot number/title and addressed to the Secretary Tenders Board, Procurement Division, Department of Planning, Research and Statistics, Office of the Secretary to the Government of the Federation, Shehu Shagari Complex, Three Arms Zone, Abuja. Submission of bids shall close at 2.00pm on Monday, 29th October, 2012 to be immediately followed by opening of the bids. Representatives of all companies work including that submit bids are invited to be present at the opening session.
