Invitation for Technical and Financial Bid under the 2012 Capital Budget

 

Introduction

The Federal Civil Service Commission (FCSC) hereby invites interested and reputable contractors with relevant experience and good track records to tender for the following projects under the 2012 Capital Budget. The scope of Works and Services are as follows:

4 Procurement of Electronic Document Management System and Finalization of Server Placements and Redirection Network.

 

5 On -.Line Tracking of Transaction Files and Records of Civil Servants.

 

 

 

2 Tender/Bid Requirements

Interested contractors are expected to submit the following documents:

a.       Evidence of Registration with Corporate Affairs Commission (CAC);

b.       Current Tax clearance Certificate for the last 3 years (2009, 2010, 2011);

c.       Evidence of VAT Registration and Remittances;

d.       Company profile including Curriculum Vitae and details of key personnel;

e.       Verifiable list of similar jobs successfully executed within the last 3 years including letters of award and completion certificates;

f.       Audited Account of the company for the last 3 years (2009, 2010 and 2011)     duly stamped by a registered Auditor;

g.       Evidence of compliance with Pension Reform Act 2004 and remittances to

PFAs;

h.       Evidence of payment of Training Contributions to Industrial Training Fund (ITF)

i.        Evidence of Compliance with Employees Compensation Act, 2011 and remittances to NSITF.

j.        Evidence of Equipment and Technical capability for construction/ICT works:

 

3.       Collection of Tender/Bid Document

Interested companies are to collect tender documents from the office of the Director (Procurement), Federal Civil Service Commission, 3rd Floor, Room 335, on the payment of a non-refundable fee of Twenty-Five Thousand 25, 000.00) only per lot, in Bank Draft, payable to the Federal Civil Service commission: and please note that Bid documents can only be issued on the presentation of a receipt issued by the Commission Central Pay Office.

 

4        Submission of Tender/Bid Document

Technical and Financial Bids are to be submitted in two separate envelopes clearly marked “Technical” or “Financial” Bid with the specific Lot No. and Description of Project addressed to: The Permanent Secretary, Federal Civil Service Commission, 4 Abidjan Street, Wuse, Zone 3, Abuja. The envelopes are to be dropped in the Tenders Box in the Office of the Assistant Director, Procurement, 3rd Floor, Room 335, not later November 21st 2012 at 12.00 noon. All enquiries on the purchase of tender documents and inspection of the Office complex should be directed to same office.

 

5        Opening of Tender/Bid Document

The Technical bids shall be opened publicly in the FCSC Committee Room, 3rd floor, immediately after the closing of bids, by 12.30 pm on the 21st November, 2012. Representative of all responding companies, Civil Societies, NGOs and members of the general public are invited to witness the bid opening exercise.

 

Please note that:

a.       Tender documents submitted late shall be rejected;

b.       The FCSC reserves the right to verify the authenticity of any information/claims made on the tender documents submitted;

c.       The FCSC is not bound to accept the lowest bid or any tender,

d.       Invitation for financial bids opening will be extended lo only bidders who are technically pro-qualified.

1.0     Introduction

The Revenue Mobilization Allocation and Fiscal Commission wishes to invite reputable Security Service and Companies for the Provision of Security Services at its Head. Annex Offices and Twenty Six (26) Zonal/State Offices located in Abuja and various States of Nigeria.

 

2.0     Technical and Financial Bid Submission Requirements

In order to be considered for the bids. Contractors and Service Providers must submit the following documents:

a)     Evidence of Valid Certificate of Incorporation / Registration with the Corporate Affairs Commission including photocopies of Form CO2 and CO7.

b)    Current Tax Clearance Certificate for the last 3 years (2009, 2010, & 2011).

c)     Evidence of VAT Registration and Remittances.

d)    Company Profile including names, Qualification(s) and Experience (s) of key personnel.

e)     Evidence of Financial Capability to handle the job including letter of reference from your Banker.

f)      Evidence of Execution of similar Service.

g)     Certified Audited Account of the Company for the past 3 years (2009, 2010 & 2011).

h)    Evidence of PENCOM Registration and Remittance

i)       Evidence of compliance with Industrial Training Fund (ITF) Act

j)       Current license to operate as a security company,

k)    Evidence of registration with the Nigerian Social Insurance Trust Fund (NSITF) for employee compensation scheme, and

l)       Any other document that will place the company on comparative advantage.

 

3.0     Collection/Submission of Technical and Financial Documents

 

(i)      Collection of Bid Documents:

The Agencies/Companies that meet the above requirements should pay a non-refundable tender fee of twenty five thousand Naira (N25.000) only in bank draft in favour of Revenue Mobilization Allocation and Fiscal Commission before the collection of bid documents from the Head of Procurement between the hour 10:00am and 4:00pm, Monday to Friday.

 

(ii)     Submission of Bid Documents:

The complete documents should be enclosed in an envelope sealed and marked (a) “Pre-qualification for …….” (b) Financial Bid for……” indicating the “Provision of Security Services” and must be addressed and returned 12th November, 2012 to:

4.0     Closing Date

The closing date for submission of duly completed technical and financial bidding documents is 12:00noon Monday, 12th November, 2012.

 

5.0     Bid Opening and Venue

Technical Bids will be opened on the closing date of submission, Monday, 12th November, 2012 in the Commission’s Board Room, Ground Floor of the Commission by 1.00pm. All bidders, NGO’s and the general public are invited to the opening of the Technical Bids.

 

6.0     Please Note That:

(i)      The Revenue Mobilization Allocation and Fiscal Commission reserves the right to reject any or all Pre-qualification documents that fails to meet expected standards.

(ii)     Late Submissions will not be entertained.

2.0     Conditions for Eligibility:

Interested contractors shall be required to submit the following documents:

b)    Company Audited Account for the last three (3) years

c)     Evidence of Tax Clearance Certificate & Remittance.

d)    Provision of Tax Identification Number (TIN) by Contractor

e)     Evidence of compliance with Pension Reform Act, 2004

f)      Evidence of Financial capability and banking support

g)     Evidence of SIMILAR & verifiable projects executed not just awarded within the last five years.

h)    Annual turnover.

i)       Evidence of VAT registration.

j)       Comprehensive Company profile and organizational structure

k)    Evidence of equipments and technology capacity.

l)       Evidence of Experience / Technical qualification and experience of key personnel

m)  Sworn Affidavit to indicate that all information provided are true in every respect that the company is not in receivership and none of its Directors were ever convicted of fraudulent activity.

n)    Sighting of original copies of all the documents listed in the profile must be presented during opening of bids.

 

 

3.0     Verification of Claims:

Please note that Federal University Dutse reserves the right to verify claims made for the qualification and financial tender as submitted by interested contractors.

 

4.0     Submission of Pre-Qualification Documents:

Pre-qualification documents should be neatly packaged in a sealed envelope marked “Technical and Financial Bids For 2011 (Batch 8) TETFUND Project” indicating in each case, the project Lot at the top left hand corner of each of the two envelopes to:

Submission of documents will close 24th October, 2012 and should be made on or before 12.00 noon on Wednesday, October 24, 2012.

 

To be considered for Financial tendering, a bidder must score at least 70% and above for the listed category / Lot.

 

5.0     Opening of Documents:

Opening of bids will hold in the presence of applicants or their representatives at the Senate Building of the University located at the former Government House, Kandahar along Kiyawa Road, Dutse, Jigawa State on Wednesday, October 24, 2012 by 2:00pm.

 

6.0     Tender Processing Fee:

All interested Contractors are expected to pay a non-refundable Pro-qualification fee of N30.000.00 to the University’s Bursary Department and obtain receipt that should be attached to their respective bids.

7.0     Sighting of Original Documents Tendered:

Please note that the Federal University Dutse request all bidders to present all original Pre-qualification tender documents for sighting during the opening of bids exercise as any bidder who fails to present the original documents will be disqualified automatically.

 

8.0     Important Notice:

All applicants are to note that:

  1. Only firms capable of executing the jobs would be published on the notice board and contacted.
  2. Nothing in this advert shall be construed to be a commitment by Federal University Dutse.
  3. Failure to comply with any of the above instruction or to provide any of the above listed documents may automatically result in disqualification.
  4. The University shall not enter into any correspondence with unsuccessful bidders.
