2.  Interested bidders for the above listed must be currently registered with Oyo State Bureau of Public Procurement should obtain Bidding Document from Department of Planning, Research and Statistics, Ministry of Health, Secretariat, Ibadan for a non-refundable fee of N30,000.00 only.

 

 

3.  Bid document can only be obtained between 8.30am – 3.30pm on every working day from Thursday 20th March – 27th March, 2013. Submission of completed Bid Documents to the Cabinet Department of the Governor’s Office closes by 27th March, 2013.

 

4.       All bids must be delivered to:

1.       This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Gateway Mart (DG Mart) of 21st February, 2013

 

2.       The Federal Government of Nigeria has received credit from the International Development Association toward the cost of Kebbi State HIV/AIDS Programme Development Project (KBHPDP 2), and it intends to apply part of the proceeds of these creditto payments under the Contract for Procurement of Medical Goods.

4.       Bidding will be conducted through the National Competitive Bidding NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

6.       Qualifications requirements include: Evidence of Registration with Corporate Affairs, Manufacturer Authorization (for test kits & drugs), Power of Attorney, Warranty Period, Evidence of experience in similar project executed. Audited Financial Statement and Tax Clearance. A margin of preference for certain goods manufactured domestically “shall not” be applied. Additional details are provided in the Bidding Documents.

 

 

7.       A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of N10, 000 only. The method of payment will be in cash/bank draft. The Bidding Documents will be delivered directly or sent by courier.

 

 

8.       Bids must be delivered to the address below on or before 10:00 am 8th April, 2013.

 

 

Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 10:00am on 18th April, 2013. Pre-Qualification Criteria

Prospective bidders are required to submit the following documents:

1)      Evidence of incorporation with Corporate Affairs Commission (CAC).

 

2)     Evidence of Tax Clearance Certificate for the last three (3) years (2010, 2011, and 2012).

 

3)     Evidence of VAT Registration with TIN No. and past remittances for the last three (3) years (2010, 2011, and 2012).

 

4)     Evidence of PENCOM registration in accordance with the pension Reform Act, 2004 including evidence of remittances of employees’ pension contribution/deductions.

 

5)     Evidence of Financial capability to execute the Project (Bank Statement for the last 6 months), Credit worthiness and readiness to instruct bankers to supply financial Information on the company as may be required.

 

6)     Company Audited Account for the last three (3) years (2010, 2011, 2012).

 

7)     List of key Technical personnel including photocopies of their qualification.

 

8)     List of plants and equipment owned or to be hired with proof of ownership if owned.

 

9)      Verifiable list of SIMILAR work(s) successfully completed with names of clients, evidence of award and completion certificate attached for the past three (3) years.

 

10)   Evidence of compliance with Industrial Training Fund (ITF) contribution.

 

11)   A sworn Affidavit certifying that all documents for the pre-qualification are genuine and current.

Request for Proposals to Implement Quick Win Intervention Projects for GHG Mitigation and Adaptation to Climate Change in Delta State, Nigeria

 

Introduction

Delta State Government is developing a Territorial Approach to Climate Change (TACC) Programme to reduce the vulnerability of her local communities to the impact of Climate Change. The programme, technically supported by United Nations Development Programme (UNDP), will produce an Integrated Territorial Climate Plan (ITCP) to execute extensive mitigation and adaptation projects in order to confront the challenges of climate change in Delta State.

 

The Delta State TACC programme aims to lay the foundation for the development of a low emission and climate-resilient local economic development within Delta State of Nigeria, which ensures sustainable energy, food security, robustness of infrastructure services and the creation of clean jobs and economic opportunities.

 

 

The TACC Programme will carry out pilot intervention greenhouse gas (GHG) mitigation and adaptation projects across relevant sectors via: Forestry/Environment, Health, Water Resources, Energy, Agriculture/Fisheries in vulnerable communities in the three senatorial districts of Delta State.

 

 

Expression of Interest:

The TACC mitigation and adaptation intervention projects will be carried out by Community- Based Organizations (CBOs), Civil Society Organizations (CSOs) and Non Governmental Organizations (NGOs) with adequate experience in Climate Change Mitigation and Adaptation Measures. The Projects will be supervised by the UNDP TACC Project Management Unit (PMU) and the Delta State Climate Change Team. Therefore, suitable and qualified CBOs, CSOs and NGOs are hereby notified to express their interest to be part of implementing this programme by submitting proposals on any of the following potential projects in one community in the State:

 

 

  1. Fuel-Efficient Stove Installation for Communities – (CCU/TACC/FES/001)
  2. Solar Installation for Health and Water Sector.   – (CCU/TACC/SHW/002)
  3. Small Scale Wetland/ Mangrove Restoration and Post Oil Spill Rehabilitation. –  (CCU/TACC/WMR/003)
  4. Rainwater Harvesting Technologies (CCU/TACC/RHT/004)
  5. Methane Harvesting/Utilization  of Biogas from  Dump  -(CCU/TACC/MHD/005)
  6. Any Other Unique  and   innovative  Mitigation/Adaptation Project-  (CCU/TACC/UIP/006)

Interested CBOs, CSOs and NGOs in their Proposals should kindly quote the reference number of the projects they are interested in on their cover letter. The Proposal should include full curriculum vitae of two lead members of the project team, completed application form and proposed budget.
