Invitation for Bids

 

The National Assembly in accordance with the requirement of the Public Procurement Act, 2007 hereby invites competent and reputable companies to tender for the following contracts being contemplated under the House of Representatives 2013 Projects as described hereunder:

 

2.       Description of Supplies

Lot 1H:       Supply of office consumables.

Lot 2H:       Supply of office Equipment

Lot 3H:       Supply of Amended Constitution and Laws of the Federation.

Lot 4H:       Provision of Sectional Facility/Maintenance Works.

 

3.       Tender Requirements:

Interested Companies/Contractors should indicate interest in writing, attaching the following documents:

i.        Evidence of Company Registration (Certificate of Incorporation)

ii        Evidence of Tax Clearance for the last 3years (2010, 2011, 2012)

iii.      Evidence of VAT Registration and Remittance

vi.      Copies of Auditors Report and Financial Statement (2010, 2011, 2012)

vii.     Evidence of Financial Capability & Sank Support.

viii.    Verifiable Evidence of execution of similar projects.

ix.      Evidence of PENCOM Registration and Remittance.

x.       Evidence of ITF Registration (for LOT 4H only); and.

xi.      Sworn Affidavit in line with the provision of Part IV, Section 16, Subsection 6(e-f) of the Public Procurement Act, 2007.

 

4.       Tender Instructions:

i.        Interested Companies are to collect Bid Documents from the National Assembly Tenders Board Secretariat (Room 1.279, Annex 1, NASS Complex) upon evidence of payment of a non-refundable fee of N20,000.00 (in Bank Draft in favour of the National Assembly).

ii.       All contracts will attract 2% of Bid Sum as Bid Security (Bank Guarantee);

iii       Tendering will be conducted through the National Competitive Bidding (NCB) procedures as specified in the Public Procurement Act, 2007.

iv.      Bids shall clearly indicate Bid Validity Period.

v.       Existing Tender Fee Rates will apply.

vi.      All Bids shall be assessed in full compliance with the instructions in the Tender Documents, which shall form the basis for Eligibility of Contractors/Suppliers for final consideration: and.

vii.     Tender Document submitted late shall be rejected.

 

5.       Submission of Bids:

i.        A total 15 copies of both the Financial and Technical Bids shall be submitted (in addition to the original hard and soft copies). The documents must be properly paginated, initialed and sealed in 15×9.5 envelope, marked appropriately at the left hand corner “Technical Bid” and “Financial Bid”, Both Bids (envelopes) will be enclosed in a bigger envelope (properly sealed) with the LOT clearly stated and addressed to:

ii.       To be dropped m the Tender Box in the office of the Secretary Tenders Board on or before Thursday, 4th April, 2013 by 1pm.

 

6.       Bids Opening:

i.        Bids will be opened at 130pm on Thursday, 4th April, 2013 at the Department of Procurement & Supplies Conference Room (Room 1.271) Annex 1, NASS Complex;

ii.       All prospective Contractors or their accredited representatives should endeavour to be present please.

 

 

Note:

iii.      National Assembly reserves the right to reject any or all bid documents.

iv.      This invitation should not be construed as a commitment on the part of the National Assembly to enter any form of contract with any company, enter into any communication with any company not found suitable nor shall it entitle any company to mate any claim whatsoever from the National Assembly.

v.       All costs incurred as a result of this Tender Invitation and any subsequent requests for information shall be borne by the bidding companies.

vi.      National Assembly is not bound to accept the lowest Bid or any Tender.

vii.     The National Assembly also reserves the right to annul the bidding process at any time without incurring any liabilities and assigning reason thereof; and.

viii.    Technical bids submitted by interested companies will be assessed and only Tenders of those found responsive will be subjected for detailed evaluation.

Introduction:

 

The Federal College of Agriculture Ishiagu hereby invites interested and credible companies with verifiable track records of performance to apply for pre-qualification for various capital projects of the college for the 2013 fiscal year.

 

Scope:

The Scope of work includes:

 

Lot1:          Supply of Utility Van for conveying farm produce such as cassava, rice etc

 

Lot 2:         Supply 54-Seater Students Tour bus

 

Lot 3:         Supply of Spectre/ Laboratory Equipment, Chemicals and re-Agents

 

Lot 4:         Supply of Library Equipment, Books and Journals

 

Lot 5:         Supply of Agricultural Engineering Equipment/ Tractors for Training,

 

Lot 6:         Completion of works on College Mini Auditorium

 

 

Pre Qualification Criteria

Interested companies should submit their detailed pre-qualification documents for assessment. Under-listed document should be submitted

 

1.       Evidence of incorporation with Corporate Affairs Commission (CAC)

2.       Evidence of recent annual returns of CAC

3.       Evidence of current Tax Clearance for three years.

4.       Evidence of VAT certificate and VAT remittances to Federal Government Internal Revenue Service (FIRS)

5.       Company profile with list of key staff, their curriculum vitea, competence, educational qualifications, experience, registration with relevant professional bodies etc.

6.       Evidence of previous similar projects undertaken in the past including scope of project, location, contract sum, evidence of successful completion of the project, interim or final valuation and certificates,

7.       Evidence of possession of relevant equipment for work

8.       Evidence of current Audited Accounts of the company for three years.

9.       Evidence   of financial   capability   and banking support.

10.     Sworn Affidavit that (a) the Company is not bankrupt (b) Non of the Directors is an ex convict or bankrupt.

11.     Evidence of employees’ Savings Account (RSA) with a pension fund administrator

12.     Evidence of remitting Employer and Employees’ pension contributions to the appropriate pension and Administration.

13.     Evidence of compliance with the provisions of Industrial Training Fund (ITF) amended Act of 2011 relating to the training contribution by     liable organization.

Submission

Pre-qualification documents must be in marked “Confidential/Pre-Qualification for FCAI 2013 Capital Projects” and the Lot of interest clearly printed at the top left corner of the envelope to be submitted on or before 2pm on 3rd May 2013, the document will be opened by 2.10pm on the 3rd May 2013 at the College Conference Room, Ishiagu. All Companies submitting their pre-qualification documents are invited to attend the opening of the documents on the date, time and venue stated. Sealed and clearly marked envelopes as specified above should be addressed to the Provost.

Preamble

The Federal Polytechnic Nekede, Owerri wishes to procure assorted Library Equipment and Books for the Polytechnic Library from its 2009/2010/2011 (Merged) Tetfund Intervention in Library Development funding.

 

This is, therefore, to invite pre-qualification, reputable contractors/suppliers for the execution of the projects.

 

Project Description

Lot 1: Procurement and Installation of virtual Library Components and Accessories including Computer Furniture, WAN Connectivity. Power Cost, Computers and Server Cost for the Polytechnic Library.

Lot 2:          Procurement of Various Titles of Assorted Books for the Polytechnic Library

Lot 3: Procurement and Installation of Library Equipment

Lot 4:          Procurement and Installation of Mini Bindery Unit for the Library

 

 

Pre-Qualification Requirements

(a)     Valid certificate of Registration/Incorporation

(b)     Current tax Clearance Certificate

(c)      VAT Registration and Evidence of past VAT remittances.

(d)     Company Audited Accounts for 3 (three) years

(e)      Evidence of Financial Capability and banking support/guarantee

(f)      Evidence of similar projects executed

(g)     Evidence of Technical Capability

(h)     Annual Turnover

(i)      Evidence of timely completion of similar projects executed.

(j)      A verifying Affidavit under the Public Procurement Act 2007 sworn to at the Federal High Court indicating that the company is not in receivership: non of its Directors has been convicted for fraud; disclosure of any relationship with the Polytechnic personnel (Proforma of this must be obtained at the Public Procurement Unit (PPU) of the Polytechnic).

(k)     Evidence of Compliance with Section 6(1)-(3) of the Amended IFT Act 2011. (A copy can be obtained at the Procurement Unit of the Polytechnic).

 

Verification Of Claims In Pre-Qualification Documents

Please note that the Federal Polytechnic Nekede will on its own, verify the claims made in the pre-qualification documents. Pre-qualification analysis will be based on technical and financial capability of the documents.

 

Submission of Pre-Qualification Requirements

Pre-qualification documents will be submitted with a non-refundable fee of N5,000.00 (Five thousand Naira) only in bank draft made payable to the Federal Polytechnic Nekede, Owerri.

 

Only pre-qualified companies will proceed to the bidding process.

 

Pre-qualification documents should be enclosed in a sealed envelope addressed to:

The description of the project should be boldly written at the right hand top comer of the sealed envelope.

 

The document must be submitted not later than 11th April, 2013  by 12noon

 

Names of pre-qualified companies will be published on the Federal Polytechnic, Nekede Notice Boards.

 

Tender documents will be issued to pre-qualified companies on payment of non-refundable fee of N50.000.00 (Fifty thousand naira) only for each of the lots. Payments should be in bank draft made payable to Federal Polytechnic Nekede, Owerri.

 

Completed tender documents must be submitted not later than 11th April, 2013  successful pre-qualified companies will be published on the Federal Polytechnic, Nekede, Notice Boards. The documents will be publicly opened on the last date of submission at 12.noon prompt in the Polytechnic Council Chambers.
