Invitation to Tender

The National Film and Video Censors Board, Abuja wishes to refer to its earlier publication in the National Dailies (The Leadership Newspaper of Wednesday, July 10, The Nation Newspaper of Wednesday, July 10, 2013 and Federal Tenders Journal of Monday, July 15 – Sunday, July 28, 2013) on INVITATION TO TENDER” for its 2013 Capital Projects and to bring to the notice of bidders who had earlier shown interest that some errors have been spotted in the execution of the procurement process, hence the cancellation of the process.

NOTE:

All bidders who had earlier bidded and those who wish to participate in the bidding process are to note that the initial sum of N25,000 non – refundable tender fee has been reduced to N10,000 and bidders who had earlier paid will get back the difference.

All bidders are to come and collect a fresh bid document as the one earlier collected is now invalid. Bidders who have earlier submitted both Technical and Financial bid documents are to come and collect them back and re – submit in line with the fresh bid document.

Also, bidders are to note that Lot 2A has been changed to “Supply of 4nos Buses” with the following description: 2.7litre petrol engine, 16 – seater, High roof, Air Conditioner, ABS, 5 – speed manual transmission, Fabric seat, Air bags, Radio/CD player, tilt steering wheel, climate control system, door trim pockets, cup holders, lower glove box, 2KD – FTV 2.5 liter diesel, 3.0 – liter diesel engine, rear cabin cooling and heating system, 16 – valve DOHC with WT – i, electronic fuel injection.

Bidders should please note that the fresh bid document shall be collected from the office of Procurement &Planning unit, Room 201, National Film and Video Censors Board, Plot 20, Alexandria Crescent, Wuse II, Abuja.

The completed “Technical” and “Financial” documents should each be sealed  and put in another envelope that should also be sealed and labelled with the name of the project and lot number CLEARLY marked at the top left side of the envelope and addressed to Procurement and Planning Unit, Room 201, National Film and Video Censors Board, Plot 20, Alexandria Crescent, Wuse II, Abuja.

Submission of tender documents for all the lots ends on September 16, 2013 ‘at 12 noon prompt and the “Technical” bids will be opened immediately in the Board’s Conference room. Bidders or their representatives are strongly advised to be present.

Pre-Qualification Requirements

  • Certificate of Incorporation
  • Current Tax Certificates for the past three years.
  • Vat registration and evidence of tax remittance
  • Audited Accounts for the past three years
  • Company profile which must include organizational Structure, curriculum Vitae of key personnel
  • Details of equipment owned or to be hired
  • Evidence of experience or involvement in similar jobs with proofs of letters of awards and completion certificates.
  • Evidence of financial capability/financial statement to undertake the project
  • Evidence of compliance with Industrial Training Fund (ITF).
  • Evidence of compliance with the Pencom Act 2004.
  • Evidence of social/communal responsibility

4.0     Verification of Claims

Auchi Polytechnic reserves the right to verify the claims made by the contractors/suppliers.

5.0     Submission of Pre-Qualification Documents

Pre-qualification documents should be submitted in a sealed envelope and addressed to the Registrar, Auchi Polytechnic, P.M.B. 13, Auchi. These documents should be dropped in the Tender Box situated in the Registrar’s Office not later than 12 noon. Wednesday, 25th September, 2013.

6.0     Opening of Pre-Qualification Documents

The Pre-qualification documents will be opened same day on Wednesday, 25th September, 2013 at 12.00 noon in the Polytechnic Boardroom, at the expiration of the time allowed for submission of documents.

All the Tenderers and the general public are invited to witness the opening of the pre-qualification exercise, in line with Due Process Procedures.

Note: Names of Pre-qualified Contractors will be published on the Polytechnic Notice Board. Only pre-qualified Contractors shall be invited to tender.

1.0.    Preamble

The University is desirous of renovating and rehabilitating some project in her bid to enhance the existing and proposed structures in the campus. 4.0.    Bidding Criteria

  • Company profile showing organizational charts, names and resume of key Administrative and Technical officers and phone numbers. Academic and professional qualifications of the officers will be added advantage
  • Evidence of incorporation with Corporate Affairs Commission.
  • Registration with constructing bodies like the Federal Ministry of Works. Registration in category “A” with the University of Benin will be of added advantage.
  • Evidence of Tax Clearance for the year 2010, 2011, and 2012. Audited Account for the years 2010, 2011, 2012.
  • Provision of VAT Certificate.
  • Evidence of Financial capabilities of possible assistance from your bank.
  • List of verified similar projects previously handled by you in the last five years. You must clearly describe the listed projects, stating their clients, date of award, project duration, date of completion and cost. Copy of award letter, photographs and completion certificates are necessary. Listing of unverifiable projects may result in disqualification.
  • List of verifiable plants and equipment owned by your organization. Evidence of ownership will be added advantage. Listing of unverifiable equipment may result in disqualification.
  • Health and safety policy of your organization.
  • Evidence of your involvement in the development of your community and University of Benin.
  • Details of all litigation cases on previous construction projects.

5.0.    Submission of Document

Your pre-qualification and Tender documents must be sealed in an envelope and addressed to:

6.0.    Deadline for Submission

The documents shall be submitted not later than 12.00noon, Monday, 16th September, 2013.

7.0.    Opening of Documents

The Documents shall be opened on at 2.00pm on Monday, 16th September 2013 after receipt in the University Senate Chambers. All bidders are expected to attend. Interested members of the public and journalists are invited to witness the opening activities.

Expression of Interest at The Nigerian Energy Support Programme (NESP)

Expression of Interest to Register as Consultant to:

The Nigerian Energy Support Programme (NESP), implemented by the German International Cooperation (GIZ) in cooperation with the Federal Ministry of Power (FMP) and further Nigerian partner institutions

GIZ is a Federal enterprise which supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

As part of GIZ’s portfolio in Nigeria, the NESP supports different Nigerian institutions on both federal and state level in improving the conditions for the application of and the investment in renewable energies, energy efficiency and rural electrification. The main cooperating partners of the NESP are the Federal Ministry of Power (FMP), the Nigerian Electricity Regulatory Commission (NERC), the Federal Ministry of Lands, Housing and Urban Development (FMLHUD), the Standard Organization of Nigeria (SON), the Rural Electrification Agency (REA), the National Power Training Institute of Nigeria (NAPTIN), selected state and local governments and a variety of actors from the private sector.

The programme is structured along four components and comprises, but is not restricted to, the following activities.

1)      The Policy Reform and Renewable Energy (RE) component inter alia focuses on supporting the finalization of a harmonized policy framework for RE, EE and RrE, and on creating conducive institutional and regulatory structures for the deployment of grid-connected renewable energy in the country;

2)      The Energy Efficiency (EE) component focuses on different EE sub-sectors e.g. buildings, appliances and industry with the aim of supporting the design and implementation of a national EE strategy as well as corresponding incentive programmes and pilot projects to promote energy in the respective areas.

3)      The Rural Electrification (RrE) component focuses on the design of RrE master plans on State level and the creation of a conductive framework to attract private investment in decentralized electricity generation using RE. Furthermore, the development of business and projects plans for RE rural electrification and the implementation of RrE pilot projects in selected States is supported.

4)      Key activities in the Capacity Development and Training component are the assessment of the demand for training in the power sector, business and organisational development of NAPTIN, updating and customization of existing power training modules at NAPTIN, and the development and implementation of training courses for RE, RrE and EE for both engineers and technicians in cooperation with NAPTIN and other training institutions

Through the course of its activities, NESP requires advisory and consulting services from a wide variety of professional organizations, ranging from engineering, law, research, management and communication service providers. Tenders are hereby invited from reputable and suitably qualified contractors for execu­tion of capital projects at various locations in the Local Government Area:

(1)     Construction of a block of 3-classrooms with Headmasters Office and Toilet at:

(i)  Seven Day Primary School, Erunrau

(ii) S. D. A. Primary School, Owobade/Ibiti

(2)     Construction of 6 units of Block of Open market shops (12) per unit = 72 shops at Temidire Market, New Ife Road, Ibadan.

(3)     Construction of Hydraulic Structure and Asphaltic Tarring of Orisumbare/Lagos-Ibadau Express Road Link Length- 480m.

Pre-Qualification Requirements

(i)      Evidence of Company Registration with the Corporate Affairs Commission.

(ii)     Evidence of Registration as a Contractor with Egbeda Local Government.

(iii)    Payment of non- refundable fee of Twenty Thousand Naira (N20,000) as tender fee.

(iv)   Evidence of previous experience on such works with copies of completion certificate.

(v)    Evidence of current Tax Certificate for the last three (3) years.

(vi)    Verifiable evidence of Financial Capability of the Company to undertake such proj­ect.

(vii)   Prospective bidders are expected to forward their duly completed signed tender doc­ument in a sealed envelope with the title of items they intend to bid for at the right hand corner.

(viii) Tendering contractors are to note that the Local Government Tenders Board re­serves the right to accept or reject and will not entertain any correspondence on the issue. Furthermore, the Board is not bound to accept the lowest bid.

(ix)   Contract details and job specifications of the above listed Projects are available for inspection at the office of the Director of Works of the Local Government during office hours.

(x)     All correspondence should be forwarded to the Chairman of the Local Government on or before 12th September 2013.
