Invitation for Pre-Qualification to Tender

The Federal Capital Development Authority (FCDA) through the Department of Engineering Services intends to procure the Provision of Access Road/Water/Electricity to EFCC Permanent Office Site at Institutional Area in Phase 111 OF FCC within the year 2013 budget.

In line with the 2007 Public Procurement Act, the Authority is inviting interested, competent and reputable Engineering Construction Companies to submit pre-qualification documents:

12.      Scope of works

The scope of work comprises:

i.            Site Clearance and Earthworks:
ii.            Storm water drainage
iii.            Road works
iv.            Culverts
v.            Electrical Power Supply
vi.            Water Supply Network
3.       Pre-Qualification Requirements

Interested Companies are invited to submit the following pre-qualification documents:

a)     Evidence of incorporation of the Company with Corporate Affairs Commission (CAC), including Memorandum and Articles of Association of the company, up to date Annual Returns to the CAC and forms C02 & C07.

b)    The Company must in addition show evidence of the following:

(i)    Tax Clearance Certificate for the last three (3) years.

(ii)   Registration with PENCOM and Remittance to Pension Fund Administrator,

(iii)  Payment of Training Contributions to the Industrial training Fund (ITF)

(iv)  Compliance with the Employee’s Compensation Act (i.e.) Remittance of 1% of the total emolument of your workers to the Nigerian Social Insurance Trust Fund (NSITF)

(c)              A sworn Affidavit to the effect that:

(i)                The Company is not in receivership, insolvency or bankruptcy

(ii)             The Company does not have any Directors who has been convicted by any court in Nigeria or any other country for criminal offence in relation to fraud or Financial impropriety,

(iii)           No officer of the relevant committees of FCDA or BPP is a present or former Director or Shareholder or has any pecuniary interest in the company,

(iv)           All the documents submitted for the pre-qualification bid are not only genuine but correct.

 

(d)     Audited Accounts of the Bidder for the last three (3) years duly endorsed by a firm of Chartered Accountants,

(e)      A chart indicating the number and categories of Nigerians that are to be employed by the company as a result of this project.

(f)      Companies should have a minimum of N1 billion (One Billion Naira) annual turn-over in the last three years

(g)     Letter authorizing FCDA and her representative to cross-check the submitted company’s Bank account,

(h)     Evidence of work experience as the main Contractor executing or having executed a minimum of five (5) projects of similar complexity compared to the proposed work, two (2) of which must have been within the last 5 years. Copies of Award Letters, Last Interim Certificate of Valuation for on-going projects, Completion Certificate and Final Maintenance Certificates where applicable are to be enclosed,

(i)      Verifiable list of major construction equipment and facilities including registration numbers, chassis numbers, location (where they can be inspected) and remark on whether these are owned, leased or hired

(j)      A functional and well equipped materials testing laboratory or presentation of MoU with a reputable material testing Lab.

(k)     List of key technical personnel stating their roles, designation, qualification and years of experience with the guarantee that a minimum of three (3) relevant COREN Registered Engineers of various disciplines shall be deployed to the project. Copies of educational and professional certificates are to be attached.

4.0              Submission of documents:

The pre-qualification documents should be submitted in duplicate, all in sealed envelopes clearly marked “Original” And “Duplicate Copy” With The Following Inscription: “Pre-Qualification To Tender For The Provision Of Access Road/Water/Electricity To EFCC Permanent Office Site At Institutional Area in Phase III Office.

The documents should be addressed to the Executive Secretary, FCDA and submitted directly to FCDA Procurement Department, Room 0.014 (Ground Floor) New FCDA Headquarters, opposite NTA Abuja, Area 11, Garki Abuja on or before Wednesday 11th September, 2013. All documents will be publicly opened on the same day at the FCDA Conference Room after the close of bids at 12:00 noon in the presence of all prospective bidders or their Representatives.

Notes:

I.            Items 3a – 3f are the Eligibility Requirements and the Original documents must be produced by the Company for sighting during the opening session.
II.            The photocopies of professional certificates are to be initialed, endorsed by the owners and professional seal must be embossed on the professional certificates.
III.            This is not an invitation to tender. Only pre-qualified firms will be invited to tender for the project. Others may know their performance by a formal request to the Accounting Officer of FCDA.
Interested Companies are responsible for the registration, timely and safe submission of their pre-qualification documents means of delivery notwithstanding.
V.            The Authority shall carry out Due Diligence on the companies to verify claims included in their submissions.

VI.     Private Sector Professional Organizations whose expertise is relevant to the project and   Non Governmental organizations (NGOs) working in transparency and anti-corruption areas could attend at their own cost and will be required to introduce themselves to the chairman of the opening session.
VII.    The Authority pledges fair and equal treatment of all bidders but it is not bound to shortlist any bidder and reserves the right to cancel the process at any time without incurring any liabilities.
VIII.    Documents provided in response to item 3(a-k) should be arranged as LISTED.

  1. This Invitation for Bids follows the General procurement Notice for this  Project that appeared in Development Business; issue no WB3947-808/11 of 14 September, 2011.
  2. The Federal Government of Nigeria has received a Credit from the International Development Association (IDA) toward the cost of Lagos EKO Project and intends to apply part of the proceeds of this credit to cover eligible payments under the contract for the Supply, Installation and Commissioning of Training Equipment for Electrical Engineering
  3. The Government Technical College, Ikotun now invites sealed bids from eligible and qualified bidders for the Supply, Installation and Commissioning of Training Equipment for Electrical Engineering Workshop for the Government Technical College, Ikotun under the Project sub-component for Public-Private Partnership in Technical Education.

 

The successful bidder will be expected to supply ISO9001 compliant Electrical Power Engineering equipment to Government Technical College Ikotun in the area of Electrical Engineering laboratory for training of students to international standards.

 

The bidder must also be able to provide Train the Trainer programme after due installation of the equipment. The objective is to improve the quality of teaching, research and skills development at the technical college and make it more relevant to the demands of employment and entrepreneurship in Lagos State.

 

  1. Bidding will be conducted through the National Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 2012 edition, and is open to bidders from all countries as defined in the guidelines.
  2. 5.     Interested eligible bidders may obtain further information from Lagos EKO Secondary Education Project and inspect the bidding documents at the address given below. The documents can be inspected during official hours-9am to 4pm on Mondays to Fridays with the exception of Public Holidays. Qualifications Requirement Include:
  • Possession of experience/proof of setting up at least two (2) similar Electrical Engineering Laboratories, equivalent to the one being proposed for GTC Ikotun over the past three (3) years

  • Provision of annual audited account for the last 3 years to demonstrate:
  1. The current soundness of the applicant’s financial position and its prospective long term profitability, and
  2. Have evidence of access to or availability of confirmed positive credit facilities of not less than N60 Million.
  3. A complete set of bidding documents in English Language may be purchased by interested suppliers on the submission of a written application to the address below and upon payment of a non-refundable fee of N16, 000.00 (Sixteen Thousand Naira only) or US$100.00 ( i.e One Hundred Dollars equivalent). The method of payment will only be by Bank Draft made payable to PPP GTC Ikotun. Request for Expression of Interest: ICAN Learning Materials

 

The Institute of Chartered Accountants of Nigeria (ICAN) is one of the largest Professional Accountancy Bodies in Africa with close to 40,000 members and over 20,000 active professional level students.

The Institute is currently reviewing all aspects of its Professional Qualification in preparation for a new syllabus to be examined for the first time in November 2014. The changes to the Professional Qualification are taking place as part of ICAN regular curriculum review and also as one element of a twinning project with the Institute of Chartered Accountants in England and Wales (ICAEW).

 

A key element of the development of the qualification will be the creation of a new set of learning materials for the proposed syllabus. It is ICAN’s intention to outsource the development of these materials and is now seeking expression of interest from publishing houses or accountancy trainers who would be interested in working with ICAN. The learning materials would need to be ready to print by early 2014.

 

The new syllabus will be a 15-paper, 3-level curriculum benchmarked against currently accepted best practices and leading accountancy bodies. It will comply with IFAC International Education Standards. With the exception of Nigerian Tax, Law and Public Sector Accounting papers (3 in total) which will be developed separately, it is expected that all papers will be provided by a single publishing house.    It is anticipated that publishers may be able to use elements of their current publications for other professional qualifications as a starting point for this project.

 

The learning materials will consist of:

  • A study text for each subject.
  • A question bank for each subject.
  • Two mock exams for each subject

 

Although the immediate requirement is for the development of these 12 papers it is anticipated that in the future there will be a regular updating contract and there may also be a requirement to develop courseware (lecture notes, slides, supplementary questions and exams).

 

Expressions of interest are now invited from Publishers of Accountancy earning materials or trainers who would be interested in developing mastercopies of the material on one hand and print copies, if ICAN requires. It is ICAN’s intention to shortlist publishers to whom a detailed Terms of Reference will be sent prior to a formal submission of tenders. The tender will be awarded by September 30, 2013.
