1.0     Introduction

The Management of Abdu Gusau Polytechnic invites competent, experienced, registered and interested contractors to tender for the following projects (refer to 2.0) under Tetfund 2012 intervention

2.0     Description of Work

  • The project to be carried out includes:-

3.0     Qualification to Tender

Interested and competent contractors should submit the following qualification documents along with their tender.

i.        Evidence of registration with Corporate Affairs Commission, including Memorandum and Articles of Association.

ii.       Evidence of similar projects’ executed in the last five years.

iii.      Evidence of financial capability and bank support (this shall include certified    bank statement of account and bank reference letter with commitment).

iv.      Audited financial statement of account for the last three years.

v.       Technical capability of the company

vi.      Company profile indicating details of key staff with their CV

vii.     Evidence of payment of tax, at least for the past three years.

viii.    Any additional information that may enhance the chances of the company or contractor.

4.0     Collection and Submission of Tender

Tender documents and designs are to be collected from the office of the Registrar Abdu Gusau Polytechnic Talata Mafara upon presentation of evidence of payment of a non refundable tender fee of thirty thousand Naira (N30.000.00). Completed tender documents should be submitted in sealed envelope marked at the top right corner “Tender for any of the projects mentioned above under Tetfund 2012 intervention” address to the Registrar Abdu Gusau Polytechnic Talata Mafara Zamfara State on or before 26th June, 2013. Representatives of the tender companies are hereby invited to witness the bid opening exercise as follows:

(a) Opening and consideration of pre-qualification documents first Tuesday of the week after the expiration of the publication duration.

(b) Opening tender first Wednesday of the week after expiration of the publication.

The National Authorizing Officer (NAO) of the European Development Fund (EOF) who is also the Honourable Minister of National Planning intends to award a service contract for a Technical Assistance to support the NAO to implement the Water Supply and Sanitation Sector Reform Programme, Phase III (WSSSRP III) in Adamawa, Ekiti and Plateau States (Nigeria) with financial assistance from the 10th European Development Fund (EDF)

 

The services to be provided by the technical assistance are grouped in five categories

(1)  Project management; (2) Facilitation of the water and sanitation sector reform process, (3) Support for the implementation of water, sanitation and hygiene services delivery in urban areas and in small towns; (4) Information, monitoring and reporting: (5) Coordination with stakeholders and other donors.

 

The contract shall be for a period of 48 months.

Introduction: Family Health International (FHI 360) with funding from the United States Agency for International Development (USAID) is supporting the government of Nigeria (GON) to enhance sustained cross-sectional integration of HIV/AIDS and TB services by building Nigerian capacity to deliver sustainable high quality, comprehensive, prevention treatment, care and related services in various states within Nigeria. FHI 360 hereby invited reputable training institutions with proven experience and expertise in staff training and manpower development to participate in the prequalification process as described below. FHI360 will only engage the services of the successfully pre-qualified institution(s) in the areas of staff training and manpower development.

 

A.      Scope of Services Required

The expected proposal should exhaustively address the following areas

1.       Average framing coat and fees

2.       Types and duration of training offered

3.       Recognized training accreditation and certification

4.       Number of years in training business

5.       Facilities and training resources

6.       Experience and track record

7.       Post training follow up activities

8.       Experience and certification of typical and key trainers

9.       Mix of training offerings/Instructing

10.     Samples of past training programs and evaluations

11.     Level of technology supported training available

 

B.      Qualification Criteria

The minimum eligibility criteria to participate in the prequalification process shall be as listed below:

 

1.       Evidence of registration with Corporate Affairs Commission and other bodies with cop­ies of form CO7

2.       Evidence of payment of tax for the last three years. (Current tax clearance certificate)

3.       Detailed company profile with registered address, functional contact email, telephone numbers and point of contact for the organization.

4.       Verifiable evidence of trainings successfully carried out (with copies of contract letter, purchase order and signed satisfactory job completion certificate attached)

5.       Recommendation letter from the Bank stating banking relationship

6.       Current company’s audited statement of accounts

7.       Affiliation with any international training institution

8.       oProvide Recommendation letter from at least three organizations successfully served in the recent past

 

C.      Instructions to Prospective Bidders:

1.       All proposals must be in Naira (NGN) and signed by an authorized         representative of the bidding company.

 

The proposal must include the following conditions

B.      Validity period of the proposal

 

2.       Late Bids

Any Bid submitted to FHI360 after the deadline for submission will be rejected and re-turned unopened to the Bidder.

 

3.       Award Caveat

FHI360 will award the contract to the successful bidder whose proposal has been determined to be substantially responsive and finalized based on the suitability of the organization with reference to the prescribed criteria and competitiveness of the price quoted provided further that the bidder is determined to be qualified to perform the contract satisfactorily. However, if the terms and conditions are not found as per the prescribed norms, the claim of the lowest quote will be ignored.

 

4.       FHI360 Right to accept any Tender and to Reject any or all Tenders

FHI380 reserves the right to accept or reject any tender, and to annul tender process and reject all tenders at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for the FHI360’s action

 

5.       Taxes and Duties

The institution shall be entirely responsible for all taxes, etc. incurred in relation to the execution of any awarded contract.

 

6. A. FHI 360 will not provide any advance payment to the successful training institution. If such organization requires an advance payment, then the institution must provide a bank guarantee/performance bond amounting to the requested sum of advance payment prior to issuance of the contract or purchase order

 

B.      FHI 360 is Value added tax (VAT) exempted, but charges Withholding Tax (WHT) in compliance with relevant Nigerian tax laws.

 

C.      Bidders are instructed to submit sealed envelopes clearly marked RFP for Training Institution in the lower left hand corner of the envelope.

B.      Scope of Work/Deliverables

1.       The company is expected to provide qualified and skilled personnel with exposure and experience in the maintenance and servicing of building (office complex and residenc­es). The maintenance service includes Electrical (HVAC/ Air-Conditioning, internal and external lighting), Civil (Painting, Renovation, Sewage repair), Mechanical and Water engineering works (Borehole repair) and Carpentry works, glazing, Sanitary Services and fitting, Maintaining of building integrity.

 

2.       Daily routine inspection of power supply, lighting, Air-conditioning, water supply, integ­rity of the building fabric (doors, locks, etc), services/repairs and replacement of outlets parts in office and Designated Locations

3.       Quarterly preventive maintenance of all Air-Conditioning units

4.       Operators should be able to attend to routine maintenance call while on duty and respond to 24/7 emergency call for maintenance services at all locations

5.       Number of personnel required to carry out such maintenance services are as below.

6.       Area of operation for this facility maintenance service provider shall be for the Country office and 5 designated locations in Abuja

C.      Selection Criteria (Skills, Abilities and Qualifications)

1.       Profile of Organization including registration with CAC. Pencom, FIRS and other agencies

2.       Proof of year of experience on contracts with similar competency.

 

The vendor must describe in sufficient detail at least 3 projects (Recently completed or in progress) in the past five years that demonstrate relevancy (similar size, scope, and complexity) to the solicitation requirements At a minimum, vendors shall furnish the following information for each project cited:

  • A brief description of the project, inclusive of the activities /functions performed and demonstrates relationship and relevancy of that experience to the requirements of this solicitation.
  • The reference document for the award, value of the contract at the time of award and period of performance.
  • The name, physical address, telephone number and contact e-mail address of the Awardees Company

3.  Evidence of Client Base from different sectors and a copy of award instrument by the Client.

4  Audited Accounting report for 2010, 2011 and 2012

5. Letter from Sank tor financial Standing

6. Provide CV of Qualified and Skilled Personnel with exposure and experience in the operations, maintenance and servicing of generators with a minimum of 5 years experience

7. Evidence of registration with professional bodies (e.g. Institute of Facility Management of Nigeria, NSE, COREN)
