To Establish a Network Operating Center (NOC)

  1. The Universal Service Provision Fund (USPF) proposes to establish a Network operating Center (NOC) in Abuja to monitor her various ICT subsidized project nationwide, amongst which are; .the Community Communications Centers (CCC) and the School Access Program (SAP),
  1. The NOC is aimed at monitoring and maintaining the quality as well as availability of services of the various USPF assisted projects in each of the six (6) geopolitical regions of the country from a central location.
  1. The NOC project is also aimed at ensuring that all computers and associated-It devices are in all USPF assisted project locations, additionally, the NOC should also be able to be able to provide systems usage statistics and be able to generate various reports.
  1. The NOC is also expected to be capable of interfacing with other systems in use at the NCC/USPF such as the spectrum Monitoring and Management System, and be able to provide reports in electronic formats.

INVITATION FOR PROPOSALS

To Provide Rural Broadband Internet Service (RUBI) in One Hundred and Nine (109) Unserved/Underserved Locations in Nigeria

  1. In its bid to address the lack of a robust and resilient telecommunications infrastructure in the rural/semi-urban areas of the country, as well as the government determination to realize a knowledge based economy and society, enrich the lives and living conditions of the rural /semi-urban populace, the Universal Service Provision Fund (USPF) is providing subsidies to support the establishment of core delivery mechanisms for Broadband services in the rural/semi-urban areas of Nigeria.
  2. The objectives of the RUBI project is to facilitate broadband network roll-out in rural areas, by extending broadband internet access to 109 locations (one in each Senatorial district) that will enable end users within 10km radius have  access to the internet at broadband speed (at least 256kbpss).
  3. This project is in six Lots of 18 per six geopolitical zone of the Federal and one (1) in FCT. Thus , Separate proposal should be submitted for each zone and clearly marked accordingly. Proposal that is not in line with the lots will be rejected.
  4. The successful proponent is expected to:
  5. i.            Provide wholesale Internet Bandwidth Service to USPF’s Community Communication Centres (CCC), Cybercafés, Rural internet service Provides (RISE), Institutions etc in rural communities of Nigeria.
  6. ii.            Establish Internet Distribution Hub that will ensure efficient bandwidth distribution network and Broadband Internet access to rural communities.
  7. iii.            Provide Internet Pooling Service that would assist in lowering the cost per kbps of bandwidth as it will enable bulk purchase of bandwidth from International Satellite Bandwidth providers
  8. iv.            Ensure Public-Private –Community-Partnership.

Request for Technical Proposal and Pre-Qualification for the Award of Contract to Implement A Business Solution

The Petroleum Equalisation fund (Management) Board intends to award contract for implementing an Integrated Business Solution for the followings:

  1. Collection Management
  2. Claims Management
  3. Marketers Reconciliation

The Board hereby request for Technical Proposals from interested companies for the purpose of pre-qualifying in the bid round.

The Board is the Government agency responsible for the equalisation of Petroleum Products Prices across the nation by collecting allowances on refined and imported petroleum products and reimbursing marketers cost of transportation of petroleum products across the length and breadth of the country,

Our Objectives include;

  1. To automate fully the processes of accruing and collecting allowances for delivery of locally refined or imported petroleum products into the tanks of marketers,
  2. To monitor distribution of petroleum products by trucks within the country,
  3. To register the loading of trucks with petroleum products and track the movement of the truck as well as the content confirm proof of delivery and trigger a workflow process for reimbursing the marketer for cost of transportation
  4. To automate  the process of reconciliation between what is owed to the Board by the marketer and vice versa.
  5. To provide a full reporting framework for all activities related to the above
  6. And ‘integrate solution to the Board’s ERP (SAP Business One)

Scope of Work

The following requirements have been identified and should serve as guide. However, proposed solution may not be limited to them:

  1. Implement a tank gauge solution using accurate volume measurement (physicalization) devices.
  2. Track the entry and exit of trucks from depots using tracking devices.
  3. Track the movement of trucks using GPS, GPRS, RFID and /or any other applicable technology.
  4. Business workflow Software
  5. Reporting Software,
  6. Development of Application Programs to Interface with SAP Business One using SAP 81 Software Development Kit (SDK) or any other integration approach.
  7. Training.

Qualifications

To be considered for participation in the Bid round, interested companies must demonstrate through the solution proposal that they have the technical competence; are capable and have resources available to provide the required service. The proposal should also include:

  1. i.            Company Profile and Organizational structure, including names, resumes and telephone numbers of key personnel.
  2. ii.            Verifiable list of previous similar works successfully carried out within the last 3 years with the names of clients, evidence of award and practical completion,
  3. iii.            Evidence of Incorporation of the Company by Corporate Affairs Commission (CAC).
  4. iv.            Company Tax Clearance Certificate for the last 3 years
  5. v.            VAT Registration and evidence of past VAT remittances
  6. vi.            Experience/ Technical Qualification of Key Personnel with copies of certificates.
  7. Audited annual financial report of the company for the last 3 years.
  8. Evidence of Financial Capability (Bank Statements for the last 6 months) credit worthiness and readiness to instruct bankers to supply financial information on the company as may be required,
  9. ix.            Evidence of compliance with the Pension Reform Act 2004.

1.0 Introduction:

Sahara Energy Exploration & Production Limited (SEEPL) is the Operator of OPL 284 Deep Offshore Block, under a Production Sharing Contract together with its co-venturers BG Nigeria Limited and Lotus Energy Limited.

SEEPL intends to acquire a minimum of 500sq km of 3D Seismic Data over the OPL 284 concession and seeks interested and reputable contractors with suitable experience in the provision of 3D Seismic Data Acquisition Services in deep offshore areas.

2.0 Scope of Work:

The scope of work consists of activities required to accomplish, as a minimum, the following:

  • Vessel available in Nigeria in Q1 / O2 2011
  • HSSE-MS compliant with OGP industry standards
  • Dual Source airgun source 3000cu inch source or larger @ 2000-2500 psi
  • Source Depth –                         : 5m to 7m (+/- 0.50m)
  • Shot interval / Source              : 50m per subsurface cmp line
  • X-line Bin Spacing                   : 12.5m to 25m

  1. The Universal Service Provision Fund (“USPF”) was established by the Federal Government of Nigeria to facilitate the achievement of national policy goals for universal service and universal access to information and communication technologies (ICTs) in rural, un-served and under-served areas in Nigeria.
  1. One of the set objectives for the USPF, in line with its mandate is to promote the connection of government schools, libraries and institutions across the nation to broadband internet.
  1. The USPF has set aside funds to provide facilities to a minimum of 60 tertiary Institutions in Nigeria. Under the TiAP project, beneficiaries (institutions) are expected to receive computers and accessories along with high speed internet connectivity. This project is in six Lots of 2 tertiary institution in each state within the six geopolitical zone of the Federation. Thus, Separate proposal should be submitted for each zone and clearly marked accordingly. Proposal that is not in line with the lots will be rejected.
  1. The project is aimed at facilitating a digital lifestyle in the institutions as well as in the institution communities. Beneficiaries are expected to share these facilities with their surrounding communities on a commercial basis to support maintenance and ensure sustainability of the project.
