TECHNICAL ASSISTANCE ON CONSULTANCY SERVICES FOR EXTENSION OFFICERS FOR ARTISANAL AND SMALL-SCALE MINING OPERATORS.

CALL FOR EXPRESSION OF INTEREST

The Federal Republic of Nigeria has received financing from the World Bank towards the cost of the Sustainable Management of Mineral Resources Project, and intends to apply part of the proceeds for this consulting service. The consulting service is on the Extension Service for the Artisanal and Small Scale Miners. The consultant will assist ASM small grant beneficiaries in the following areas:

i)          Prospecting/Exploration techniques; this services will be provided for grant beneficiaries determine the geological setting, structure and nature of occurrence, quantity and Quality of the minerals being mined;

ii)         Mineral reserve evaluation skills including feasibility and pre- feasibility studies, as well as mineral testing standards for the determination of mineral grades;

iii)        Development of appropriate mine design and planning methodology suitable for the efficient and appropriate mining of the resources;

iv)        Provision of regular technical update of the beneficiaries in mining skills and methodology and appropriate mineral processing technology skills to enable the beneficiaries meet market demand and to optimize profit;

v)         Provision of regular guidance in the procurement and fabrication of affordable simple rugged mining equipments locally;

vi)        Provision of basic environmental guidelines.

The Sustainable Management of Mineral Resources Project now invites eligible Individual Consultants to indicate their interest in providing the services. Interested Consultants must provide the information indicating that they are qualified to Perform the services (CVs, description of similar assignments, experience in similar conditions, etc).

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).

1.         This invitation for Bids follows the General Procurement Notice for this project that appeared in Development Business , issue No. 591 of 2nd July 2007.

2.         The Government of the Federal Republic of Nigeria has received a credit from the International Development Association towards the cost of Science and Technology Education Post Basic Project, and it intends to apply part of the proceeds of this credit to payment under the contract for the Procurement and installation of Office and Laboratory Furniture, Science and Technical Equipment, Chemicals, and Textbooks . Contract No. Step B/FGC/NCB/GDS/01/2010.

3.         The Science and Technology Education Post Basic Project, Federal Government College Ibillo Edo State, now invites sealed bids from eligible and qualified bidders for the procurement of the following:

Evaluation will be done or lot by lot basis and discount for one or more lot will be considered during evaluation.

4.         Bidding will be conducted through the National Competitive Bidding (NCB), a procedure specified in World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and its open to all bidders from Eligible Source Countries as defined in the guidelines.

5.         Interested eligible bidders may obtain further information from Step B Ibillo at the address below and inspect the Bidding Documents from 8.00am to 4.00pm Monday to Friday excluding public holidays.

6.         Qualification requirements include:

Evidence of previous supply (sale) of similar Equipment proposed for the last 5  years

Audited Financial Statements for the last 3 years to demonstrate the financial capability of the bidder in terms of profitability and adequate working capital

A margin of  preference for eligible national contractors shall not be applied; Additional details are provided in the Bidding Documents.

7.         A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a  non refundable fee of N10,000.00 (Ten Thousand Naira) only. The method of payment will be Bank Draft in favour of STEP –B FGC IBILLO or by cash. The Bidding Documents will be collected by the representative of the Bidder or by courier services on request.

8.         Bids must be delivered to the addres below at or before 2.00pm on Thursday 10th June, 2010. Electronic bidding will not be permitted. Bids will be opened in the  presence of the bidders or bidders’ representatives, who choose to attend in person at the address below at 2.00pm on Thursday 10th June, 2010. All bids  must be accompanied by a Bid Security 2.5% of the bid price in a freely convertible currency or bank draft from a reputable Nigeria commercial bank.

INTRODUCTION

The Federal Ministry of Justice intends to undertake the execution of the underlisted Projects under the  2010  Budget  of the  Ministry.  To this end, a contractors/vendors are invited to apply to tender for the projects.

TENDER/PREQUAUFICATON REQUIREMENTS

All interested contractors are required to forward the following Documents along with the Financial Bids:

a.         Evidence of Company Registration with (Certificate of incorporation) by Corporate Affairs Commission (CAC);

b.         Company profile and Organizational Structure; including names and

curriculum Vitae of Key Technical Staff as well as their addresses and

individual  attestation  of capability  (for,  expertise/specialization  and

consultancy projects);

c.         Current Tax Clearance Certificate for the last three years;

d.         Evidence of VAT Registration Certificate and past Remittances;

e.         Evidence of Pension fund Remittances;

f.          Audited Accounts for the last three years;

g.         Evidence of financial strength and Banking Support;

h.         Previous experience and verifiable list of similar projects such as letters of award, completion certificates etc. And

i.          Name, e-mail address and telephone numbers of contact person for the project.

COLLECTION OF TENDER DOCUMENTS

Details of scope of works and specifications for the projects office of the Secretary of Ministerial Tenders Board upon payment of non-refundable tenders fees of 20,000 for each lot.

SUBMISSION OF TENDER/PREQUALIFICATION DOCUMENTS

All submissions should be neatly packaged, placed in sealed envelope with the name the project and lot number clearly marked on the top left side of the envelope. Applications are hereby invited from reputable and interested contractors with relevant experience and good track record for pre-qualification tender:

1.         CONSTRUCTION PROJECTS:

LOT A   Construction and equipping of Blocks of Classrooms.

LOT B   Construction, Equipping and Commissioning of Lecture Theatres.

2.         PRE-QUALIFICATION REQUIREMENTS.

personnel, list of similar projects previously executed with photographs, contract

values, locations and names of clients to include GSM number(s) and e-mail

addresses of the firm if available.

vi)        Evidence of valid subsisting registration with FME/FMH/FMWT.

vii)       Evidence   of  similar  projects   handled   by  the  firm   including   cost   (Practical Completion Certificate),

viii)      Evidence of valid subsisting registration with Kaduna Polytechnic in the relevant

category.

ix)        Evidence of financial capability to handle the chosen project.

x)         Evidence of compliance with the provisions of the Pension Reform Act, 2004

xi)        Original documents should be available for sighting on demand during or after

opening of pre-qualification documents.

3.      SUBMISSION OF PRE-QUALIFICATION

Pre-qualification documents in sealed envelope with “Pre-qualification as Contractor” as the case may be written at the top left hand corner should be hand-delivered not later than 12 noon on Monday, 24th May, 2010 to:

4.         OPENING OF PRE-QUALIFICATION DOCUMENT

Pre-qualification envelopes will be opened at 12.30 p.m. on Monday, 24th May. 2010 and interested members of the public especially the intending contractors are hereby invited.

5.       NOTIFICATION OF PRE-QUALIFIED CONTRACTORS

Names of pre-qualified contractors will be displayed on the notice boards at the Central Admin Building, Bursary, and Department of Physical Planning.

a)         Submission of pre-qualification documents to Kaduna Polytechnic is neither commitment nor an obligation to award any contract to any contractor or agent.

b)         Advertisement for invitation for pre-qualification should not be construed as a commitment on the part of the Polytechnic, nor shall it entitle any contractor to make any claims whatsoever and/or seek any indemnity from Kaduna Polytechnic.

c)         Due diligence would be followed as all documents submitted would be verified, past executed works and contractor’s offices may be visited. Discrepancies found would disqualify the contractor.

IITA is looking for reputable and experienced Health Maintenance Organizations (HMOs) to partner within the delivery of quality healthcare service in her Ibadan, Lagos, Kano and Abuja Stations. The selected HMO is expected to cover about 800 staff and their families.
