Federal Capital Territory Administration (FCTA), through the FCT information Division and ASO Television Services has provisions in the FCT 2010 Statutory Budget and is hereby inviting competent and interested companies to submit Technical and Financial bids for the following projects:

Supplies under Information Division

Lot A: Supply of Office Equipments for Information Division

 Scope of work

The scope of work comprises of but not limited to the following:

  • Supply and install 5nr. 1 .5HP split unit Air conditioner.
  • Supply and installation of accessories for internet connectivity and access connection to 23 laptops and 2 desktop computers including 48 ports switch, trucking pipes, cat 5 network cables, Rd45 connectors, clips, pattrest, face plate and network card at the Apo office.
  • Supply 21 nr. Tablet pc, Tc2000 (Dual core2.2 GHz INTEL, 4BB RAM, 320GB HDD in built) and a standard laptop bag.
  • Supply of 2Nr Digital photocopier.
  • Supply of designer machine for designing purposes (1 5,000 resolution)

 Lot B: Provision of One (1) Utility Vehicle for FCT Information Division

 Supply Under ASO Television Services

Lot A: Supply of Four (4) Utility Vehicles for ASO Television Services

 Pre-Qualification Requirements

Interested companies are to forward copies of the following documents and the originals to be made available for sighting during the tender opening.   

  • Evidence of registration with cooperate Affairs Commission (CAC) and Article of memorandum of association.  
  • Interested companies should have up to date returns with the CAC and be informed that due diligence could be conducted. 
  • Company’s Audited Account for the last three years from a chartered Accounting firm.
  • Tax Clearance for the last three years, expiring this year, 2010.    
  • List of verifiable documentary evidence of similar job successfully executed within the last three years (copies of letter of contract award, completion certificates).
  • Reference letter from a reputable bank/Bank statement for the last 12months.
  • Sworn Affidavit in line the provision of part IV, section 16, sub section 6(e & f) of the public procurement Act, 2007.  
  • Letter of authority to FCT Administration to cross check the company’s account.
  • Evidence of registration and remittance of contributory pension fund by the company as provided for in section 16, sub section 8(d) of the public procurement Act 2007.

 Collection of Tender Documents:

Interested companies are to collect tender documents from the Deputy Director (Tender) Room 043 former public building department No 1, Kapital Street, area

11, Garki Abuja, upon the presentation of a payment of N10, 000.00 (Ten

Thousand Naira only) non refundable tender fee per project into the FCT Treasury Revenue Account at Fidelity Bank (Central area) Account no: 051503010000426.

Submission

The prequalification and financial bid document should each be sealed a labeled “Technical and Financial bids as appropriate” separately, and the separate envelops be put in another envelop that should also be sealed labeled as: “(Project Title)”. The financial bids should be submitted in three copies (One original and two other copies) and all pages are to be duly endorsed by the bidder. The document is to be dropped in the Tender Box in the office of the Deputy Director (Tenders), Room 043 (Former Public, Building Block), Area 11, Garki, Abuja on or before 4th October, 2010, by 10:00am. The Representatives of the bidding companies are invited to witness the opening of the tenders on the same day at Room G9 Archives and History Bureau No, 5 Peace Drive, Area 11, Garki Abuja by 12:00pm.

Successful companies could be requested to provide Performance whose value shall not be less than 10% of the contract sum before signing contract.

Note:

  • Interested members of the general public, especially the Civil Society Organizations are invited to attend the opening exercise. They are to abide by the code of conduct for procurement observers issued by the Bureau of Public Procurement.
  • Company’s representatives are to come with a letter of introduction indicating name, Rank and Sample Signature to the opening exercise.
  • FCTA is not bound to accept the lowest or any other bid.

 Invitation to Tender

In Compliance with the public procurement act, 200 7, the Nigerian Meteorological Agency (NIMET) Intends to Undertake the Underlisted Projects under Its 2010 Financial Year Capital Budget. Consequently. The Agency wishes to invite interested companies to tender for the following projects:

  1.  Procurement and Installation of Sattelite Data Distribution System and Accessories

SADIS is used for improving aeronautical forecast, through the production of key weather sensitive charts critical to safety of air navigation.

LOT I         –        Port Harcourt Airport

2.       Construction of 3Nos Each of Marine/Port Met Stations and Enclosure

This port stations are required to provide weather forecasts in favour of marine transport safety. They will also enhance recruitment of ships/vessels for marine data acquisition at sea to enrich marine data base/forecasts.

3.       Construction of 6 Nos. Synoptic Offices

In consideration of the need to increase the station network to meet WMO recommendation on station network density the agency intends to construct new synoptic stations in parts of the country where there is need. This will ensure adequate weeper coverage for the country. The synoptic stations/zonal synoptic offices.

LOT I         –        Birnin Kebbi

LOT II       –        Calabar

LOT III     –        Yenagoa

LOT IV     –        Zaria

4.       Construction of Port-Met Forecast Office

These stations will be used for monitoring weather in the coastal areas and issuing weather forecast in aid of marine safety as well as ensure sustainable socio – economic activities in the marine sector,

LOT I         –        Calabar

LOT II       –        Lagos (Apapa)

5.       Procurement and Installation of Meteofactory at Abuja

This equipment will automatically produce meteorological information and disseminate same to the required end – users such a Hydromet, Agromet, Public weather Service, Etc.

Tender Requirement

To quality for consideration, interested companies are required to submit the documents listed hereunder. Failure to submit any of the under-listed documents may lead to disqualification of the bid.

  • Evidence of registration with the corporate affairs commission (cac)
  • Audited account for the last three (3) year’s tax
  • Evidence of payment of the last three (3) year’s tax
  • Details of companies, profile including the curriculum vitae of the key Professional staff and other resources
  • Evidence of manufacturer’s authorization,
  • Evidence from company’s banker as to its financial capability to undertake the project if awarded.
  • Verifiable evidence of previous experience in jobs of this magnitude/nature. (Attached letters of award and certificates of completion).
  • Evidence of vat registration and past remittances.
  • Evidence of compliance with the provision of the pension reform act 2004 as contained in section 16 subs – section 6(d) of the public procurement act 2007.
  • List of equipment and plants with evidence of ownership and verifiable office location.
  • records of company’s registration with relevant professional bodies for consultants
  • Any other information that would be of advantage to the company.

 (B)     Additional Information

  • Notwithstanding the submission of tender data, the Nigerian meteorological agency is neither committed nor obligated to include your company or any bid list or award any form of contract to your company or agent.
  • The advertisement shall not be considered as a commitment on the part of the Nigerian meteorological agency, nor shall it entitle potential companies to make claims whatsoever or seek any indemnity from the Nigerian meteorological agency by virtue of such company having responded to the advertisement.
  • All lenders should be accompanied with tender security in the sum of 2% of the total quotation sum

 (C)    Non-Refundable Tender Fee

Tender documents would be obtained from the agency’s procurement secretariat, within work hours before closing date, upon payment of non – refundable tender fee of N30, 000.00 for each of the lots.

(D)    Submission Deadline

Completed financial and technical tenders are to be submitted in two separate envelopes marked financial bid or technical bids respectively, both envelopes should be marked confidential on top left corner and written tender for. (Specify lot) at the centre. Tender to be addressed and submitted to the office of director-General/CEO at the agency’s address supplied at the top of this advert. Submission of applications will close on 6th September 2010 by 12:00 noon while the bid will be opened at 2:00pm on the same date at the NIMET headquarters conference hall, Abuja.

NOTE: only the technical bids will be opened on the date mentioned in this publication while the financial bids of the bidders that passed the technical evaluation would be opened on a date would be communicated to these companies.

Tender document can be collected on payment on non-refundable fee of N100, 000 only at the Bursary Department. Pre-qualification and Tender documents should be enclosed in a sealed marked envelop (Pre-qualification/Tender for 2010 ETF Project) and address and submitted to the Registrar’s office (Tender Box) on or before 15th September, 2010.

4.0     Opening of Tender/Pre-Qualification Documents

All Tenders and the general public are hereby, invite to the public opening which will hold in the College Council Chamber on the 15th September, 2010 at 12:00noon.
